Position Title: Wastewater Facilities Supervisor
Salary Band: Middle Managers/Coordinators
Department: Infrastructure and Operations Department
Reports to: Director of Infrastructure and Operations
Status: Permanent Fulltime
Location: Municipal Complex (151 King Street) and various wastewater treatment
plant locations, subject to Change
Hours: Normally 700 a.m. to 3:00 p.m. daily Monday to Friday, Subject to Change.
This includes weekend work, if required and available
Date: November 2019
SCOPE
The Wastewater Facilities Supervisor is responsible for the direct supervision, general administration,
operation and maintenance of the Municipality’s Wastewater Systems.
OBLIGATIONS AND RESPONSIBILITIES UNDER LEGISLATION
1. The Municipality of the District of Chester is committed to workplace safety and all employees are
expected to actively participate in the Municipality’s Occupational Health and Safety Policy and
Program and Occupational Health and Safety Legislation as well as Regulations of the Province of Nova
Scotia.
2. The Municipality of the District of Chester complies with the Employment Legislation of Nova Scotia
and all employees are also expected to act in accordance to the appropriate Legislation as well.
QUALIFICATIONS
Possess Nova Scotia Class II or higher Wastewater Treatment Operator Certification
Possess NS Class II or higher Wastewater Collection Certification
It would be an asset to have NS Water Certification (Treatment and Distribution).

Possess a valid Nova Scotia Driver’s license
Possess a secondary school (i.e. High School) diploma or GED
Five (5) years’ experience at a Class II or higher system
Five (5) years’ supervisory and management experience, preferably in municipal government
Knowledge and proficient use of personal computers and related software (i.e. Microsoft Office)
Knowledge and use of Supervisory Control and Data Acquisition (SCADA) systems and associated
computer databases and preventative maintenance software
Knowledge of personnel and supervisory principles
Knowledge of laws, rules, regulations, occupation hazards and safety precautions related to water and
wastewater systems
Certification in a recognized trade (electrical, mechanical, etc.) is considered an asset.
SUMMARY OF FUNCTION
Principle Duties and Responsibilities
The following is a general outline only of the duties and responsibilities involved in this position. It is not

the employer’s right to assign other duties.
Administrative
1. Provide updated mapping and diagrams of sewer lines, manholes, valves, etc. as found in field, with
use of GPS equipment.
2. Assist in preparation of reports to the applicable Federal and Provincial regulatory agencies.
3. Assist in preparation of annual operational and capital budgets.
4. Maintain up to date operations and maintenance manuals.
5. Prepare and maintain maintenance schedules.
6. Maintain and monitor the necessary supplies, parts and chemicals required and keep a detailed
inventory of the same.
7. Ensure safety equipment inventory is maintained and applicable inspections are completed.
8. Prepare purchase requisitions, ensure ordered purchases are received and file all appropriate
paperwork with the Administrative Assistant.
9. Maintain truck log for assigned truck including but not limited to: fuel usage, repairs, monthly
inspections, etc.
10. Maintain assigned tools and equipment along with associated repair logs.
11. Perform on call response in case of emergency, as needed, depending on availability.
12. Maintain operator certifications and proficiency by attending conferences and training sessions.

13. Conduct inspections on equipment, treatment process, buildings, etc. and report on the operation
of infrastructure.
14. Conduct repairs or replacement of equipment.
15. Collect, input, analyse and submit operational data.
16. Perform cleaning of treatment facilities and equipment.
17. Maintain buildings, grounds and equipment including all associated lighting, snow removal, refuse
removal, etc.
18. Operate and maintain SCADA systems.
19. Install and make repairs to collection piping, forcemains, sewer laterals, pumps, manholes and
associated appurtenances.
20. Perform installation of sewer laterals, and perform inspections of installation to ensure compliance
to drawings and specifications.
21. Assist in the cleaning of catch basins, manholes and collection piping.
22. Conduct compliance and process monitoring and ensure treatment facilities are operating within
established operating permits.
23. Maintain treatment systems including disinfection, filters, pre-treatment systems, electrical systems,
sensory equipment etc.
24. Perform installation and repairs to hydrants, valves and associated appurtenances.
25. Conduct hydrant flushing and winterizing activities.
26. Maintain fire pump and fire protection equipment.
27. Operate and maintain any associated back-up power generation units.
28. Assist with overseeing capital improvements of systems.
Supervision and Management
29. Supervise personnel involved in the operations and maintenance of the wastewater systems,
including training, assigning, scheduling and reviewing work, conducting performance evaluations,
and taking disciplinary and other personnel actions.
30. Develop and maintain cooperative and respectful relationships with staff, co-workers and
supervisor.
31. Provide public relations assistance for wastewater systems in a professional courteous manner.
32. Assist in the Department’s development and implementation of goals, objectives, policies, standard
operating procedures and priorities.
33. Ensure compliance with all safety policies, procedures, rules and regulations associated with the
water and wastewater systems.
34. Act as Direct Responsible Charge for the following treatment facilities, and associated collection
systems:
a. Chester Wastewater Treatment Plant – Class II

b. Western Shore Wastewater Treatment Plant – Class II
c. Mill Cove Wastewater Treatment Plant – Class II
d. Chester Basin Wastewater Treatment Facility – Class I
e. Chester Acres Wastewater Treatment Facility – Class I
35. Responsible for the following facilities:
a. New Ross Sewage Collection and Disposal System (Onsite system)
b. Mill Cove Water Distribution System for Fire Protection only
