HomeMy Public PortalAboutBy-Law 2018-21 Adopt Level of Service Policy for Minimum Maintenance Standards for Municipal HighwaysCORPORATION OF THE MUNICIPALITY OF TWEED BY-LAW NO. 2018-21 Being a By-law to Adopt a Level of Service Policy for Minimum Maintenance Standards for Municipal Highways in the Municipality of Tweed. WHEREAS the Municipal Act, 2001 provides the general authority for Councils to adopt policies; 0 0 AND WHEREAS the Council for the Corporation of the Municipality of Tweed deems it expedient to adopt a Level of Service Policy for Minimum Maintenance Standards for Municipal Highways in the Municipality of Tweed; NOW THEREFORE the Council of the Corporation of the Municipality of Tweed enacts as follows: 1. THAT the Level of Service Policy outlining the Minimum Maintenance Standards for Municipal Highways in the Municipality of Tweed, attached hereto as Schedule "A" to this By-law, is hereby adopted as the Level of Service Policy for the Municipality of Tweed. 2. THAT this By-law shall come into force and take effect immediately upon the passing thereof by the Council of the Corporation of the Municipality of Tweed. Read a first and second time this 11th day of April, 2018. Read a third and final time, passed, signed and sealed in open Council this 11th day of April, 2018. SCHEDULE "A" TO BY-LAW NO. 2018-21 The Municipality of Tweed Public Works- Roads Department LEVEL OF SERVICE POLICY MINIMUM MAINTENANCE STANDARDS Level of Service Policy Minimum Maintenance Standards Winter Maintenance Procedures Winter Patrol Normally begins November 1st until Mid April —24 hours a day, 7 days a week. The Public Works Supervisor; Manager of Public Works or designate patrol from 6:30 a.m. to 6:30 p.m. Night patrolman patrol from 6:30 p.m. to 6:30 a.m. Patrolman monitor and document both current and forecasted weather; road surface conditions and temperature once every shift or three times per calendar day. The patrolman will ensure that equipment and operators are activated to carry out winter maintenance in accordance with our policy statement. 0 Plowing and Salt/Sanding The Municipality of Tweed has six tandem plow sander combination units; three contract plow sander combination units; one two ton plow sander combination units; and a sidewalk plow salt/sand unit. Routes are designed to plow salt/sand the urban centre; five hamlets and hardtop class two- four roads first. Gravel routes are designed to service arterial and roads with steep hills and curves to offer greater public safety. Sidewalks are plowed salted/sanded in Village of Tweed only. Our five hamlets do not get sidewalk winter maintenance due to lack of equipment and manpower. All municipal and contract operators record operations, time roads are serviced and amount of material used during the shift. All equipment have GPS indicators. For snow conditions, no servicing shall begin between 12:00 midnight and 4:30 a.m. unless there is significant risk of roads being blocked due to snow accumulation. Freezing rain conditions services may be commenced at anytime. Crews will not continue service where operator/equipment safety is in jeopardy. Municipality of Tweed parking lots; boat launches; and fire escape routes are plowed and salted/sanded with our two ton truck or a plow/salt/sand contractor. The Municipality of Tweed operates from two winter maintenance depots, four municipal trucks; and sand/salt are available at the Stoco Yard on Marlbank Road. Two municipal trucks; and sand/salt are available at the north yard on Bridgewater Road. Three contract trucks are available for service at our building on Countryman Road where we have sand storage as well as on Napanee Road in Marlbank. 0 Page 13 Level of Service Policy Minimum Maintenance Standards 1.2 Definitions "day" means a 24 -hour period. "highway" means a common and public highway maintained by the Municipality of Tweed and includes any bridge, trestle, viaduct or other structure forming part of the highway. O 1.3 Policy From October 1 to April 30 Weather Monitoring a) Patrol trucks are equipped with road sensors to provide road and atmosphere temperatures. Patrolman document weather on winter patrol logsheets and staple computer printouts at the Stoco Shop three times in a twenty four hour period. b) The Municipality of Tweed will patrol highways at a frequency set out in Table below, for clarity the table has been copied from the MMS. Patrolling Frequency Class of Highway Patrolling Frequency 1 3 times every 7 days 2 2 times every 7 days 3 Once every 7 days 4 Once every 14 days 5 Once every 30 days c) Patrolling w'll be carried out by driving on the highway to check for conditions described in the MMS and this level of service policy. d) Patrolling with the exception of a winter patrol will not be completed between sunset and sunrise. If it is determined by the municipality that the weather monitoring referred to in section 1.3 (a) indicates that there is a substantial probability of snow accumulation on roadways, ice formation on roadways or icy roadways, the minimum standard for patrolling highways is, in addition to that set out in subsection (c), to patrol highways that the municipality selects as representative of its highways (Appendix B), at intervals deemed necessary by the municipality, to check for such conditions. The route of representative roads may be altered by the municipality at their discretion to meet storm requirements. O Page 15 Level of Service Policy Minimum Maintenance Standards 3 8 cm 12 hours 4 8 cm 16 hours 5 10 cm 24 hours Icy Roadways Class of Highway Time 1 3 hours 2 4 hours 3 8 hours 4 12 hours 5 16 hours These requirements only apply to a municipality during the season when the municipality performs winter highway maintenance. 2.3.2 Sidewalk Maintenance a) The sidewalks will be cleared within 24 hours of when the snow accumulations reach a depth of 7.5 centimeters (3 inches). b) Surfaces will be maintained in a snow packed condition during a storm. c) Sidewalks will only be sanded/salted when icy conditions create a hazard to pedestrians. d) Sidewalks will generally be cleared and sanded/salted in priority order. Priority will be given to school zones and then to commercial areas. The Municipality of Tweed has a John Deere tractor with a plow; snowblower; and a rear sand/salter to maintain sidewalks during winter maintenance operation. The operator is initiated by the Public Works Manager; Supervisor or Night Patrolman during a winter event. Section 3.0- Road Surface Conditions 3.1 Introduction The Municipality of Tweed Roads Department will provide a level of service for Road Surface Conditions that meets the MMS. Shoulder grading is performed in these areas at an increased frequency appropriate to the requirements of each area. c) A shoulder drop-off condition which exceed the depth as set out in the Table to this section for a continuous distance of 20 meters or more will be scheduled for grading as soon as practicable to prevent further degradation of the road surface structure and within the timeframe set out in the table to this section, which for clarity is copied from the MMS. The Public Works Manager or Supervisor patrols roads and documents where shoulder drops have occurred. Emails or complaints from the public are also considered and when a drop off has been determined, Public Works Staff will shoulder grade or repair drop off with reground asphalt. d) A shoulder drop-off shall be deemed to be in a state of repair if its depth is less than or equal to that set out in the table to this section. 0 Page 19 Level of Service Policy Minimum Maintenance Standards b) Regular maintenance including patching and grading, is performed immediately following these cycles to repair and permanent surface discontinuities. c) Surface discontinuities which exceed the height set out in table to this section, which for clarity is copied from the MMS, will be scheduled for repair as soon as practicable to prevent further degradation of the road surface structure and within the timeframe set out in the table to this section. d) A surface discontinuity on a roadway, other than a surface discontinuity on a bridge deck, is deemed to be in a state of repair if its height is less than or equal to the height set out in the Table to this section. Surface Discontinuities Class of Highway Height Time 1 5cm 2days 2 5cm 2days 3 5cm 7 days 4 5cm 21 days 5 5cm 21 days 3.3.6 Line Painting a) The line painting maintenance is completed in summer to refresh existing lines worn away during the winter months. b) Line painting is completed on paved roads in accordance with the Ontario Traffic Manual Book 11— Pavement, Hazard and Delineation Marking. The Municipality of Tweed engages contractors to refresh lines each summer season on Class 2, 3, & 4 hardtop roads as well as parking blocks; handicap parking; and fire routes in Tweed. 3.3.7 Dust Control a) Dust control is a regular treatment program applied annually to gravel and dirt roads. b) Due to the high cost of dust suppressants, the treatment is not repeated during the year so the application must be timed to provide optimum coverage for the season. The dust suppressants are generally applied in early summer. Calcium chloride is applied to gravel roads each spring to control dust. Page 111 Level of Service Policy Minimum Maintenance Standards Section 5.0- Signs and Traffic Signal Systems 5.1 Introduction The Municipality of Tweed Roads Department will provide a level of service for Signs that meets the MMS. The Municipality of Tweed engages contractors to inspect traffic signals in accordance with the MMS. 5.2 Definitions "day" means a 24 hour period. 0 "highway" means a common and public highway maintained by the Municipality of Tweed and includes any bridge, trestle, viaduct or other structure forming part of the highway. "regulatory sign" means a traffic sign advising drivers of action they should or must do (or not do), under a given set of circumstances. "warning sign" means a sign which indicates conditions on or adjacent to a highway or street that is actually or potentially hazardous to traffic operations. 5.3 Policy a) If any of the sign types listed below is illegible, improperly oriented or missing, the sign will be repaired or replaced as soon as practicable after becoming aware of the condition. • Checkerboard • Curve sign with advisory speed tab • Do not enter • One Way • School Zone Speed Limit • Stop, Stop Ahead, Stop Ahead New • Traffic Signal Ahead, New • Two Way Traffic Ahead • Wrong Way • Yield, Yield Ahead, Yield Ahead New • Dead End Road • No Exit • Maintained Portion of Road Ends 0 Page 113 Level of Service Policy Minimum Maintenance Standards 6.3 Policy a) The majority of bridge deck spalls occur during the freeze/thaw cycles in spring and fall. Regular maintenance including patching is performed immediately following these cycles to prevent the formation of spalls. b) Bridge deck spalls that exceed the surface area and depth as set out in the table to this section will be scheduled for repair as soon as practicable to prevent further degradation of the bridge surface structure and within the timeframes set out in the table to this section, which for clarity is copied from the MMS. Section 7.0- Drainage systems 7.1 Introduction The Municipality of Tweed Roads Department will provide a level of service for Drainage Systems that protects the road infrastructure from damage due to water saturation and prevents flooding of the roadway and adjacent properties. 7.2 Policy a) Collapsed or excessively corroded culverts will be replaced. b) Culverts that have shifted in position and are no longer set to the proper grade due to frost heave or wear will be reset or replaced depending on condition of the culvert. c) Culvert thawing will be performed seasonally, in accordance with the demand caused by weather conditions. Page 15 Level of Service Policy Minimum Maintenance Standards owner of the land lying along the highway to remove or alter any vegetation, building or object on the land that may obstruct the vision of pedestrians or drivers of vehicles on the highway, cause the drifting or accumulation of snow or harm the highway if the municipality is unable to enter into an agreement with the owner of the land to alter or remove the vegetation, building or object from the land.
