BY-LAW NO. 2020-25
Being a By-law to Adopt a Water and Sewer COVID Relief Policy for the Corporation
of the Municipality of Tweed.
WHEREAS the Municipal Act, 2001, as amended, provides the general authority for
Councils to adopt policies;
AND WHEREAS the Council for the Corporation of the Municipality of Tweed has
deemed it expedient to set a policy for water and sewer COVID relief requests to the
Municipality of Tweed;
NOW THEREFORE the Council of the Corporation of the Municipality of Tweed
enacts as follows:
1. That the Water and Sewer COVID Relief Policy attached hereto as Schedule
'A' to this By-law is hereby adopted as the policy for water and sewer COVID
relief requests to the Municipality of Tweed.
2. That the Water and Sewer COVID Relief Application attached hereto as
Schedule 'B' to this By-law is hereby adopted as the standardized request
form to request water and sewer COVID relief from the Municipality of Tweed.
3. That Schedule 'A' and Schedule 'B' attached hereto form part of this By-law.
4. That this By-law shall come into force and take effect immediately upon the
passing thereof by the Council of the Corporation of the Municipality of Tweed.

Water and Sewer COVID Relief Policy
O
Purpose
To establish an equitable and consistent process in which to provide COVID-19
pandemic relief of water and sewer billings which shall be approved and processed by
the Municipality of Tweed.
Policy
The Municipality of Tweed is committed to the support of local businesses impacted
financially by the COVID-19 pandemic by providing relief for water and sewer charges.
1. Eligibility
Properties connected to the water and/or sewer system within the Village paying
water and/or sewer rates at a billing rate other than Rate 1 and who have
experienced loss of income of at least 50% due to the COVID-19 pandemic.
2. Effective Period
This policy shall be in effect for the second quarter billing of 2020 being April 1,
2020 to June 30, 2020.
3. Extension Option
This policy will be reassessed by Council no later than August 31, 2020 for the
option to extend the effective period to additional quarterly billing periods if the
State of Emergency is not lifted.
4. COVID-19 Pandemic Relief
Applications approved to receive the COVID-19 Pandemic Relief will receive a
50% reduction in the regular minimum 3 -month charge applicable to the property.
5. Application Process
All requests for reductions under the COVID-19 Pandemic Relief shall complete
the application attached as Schedule B to this by-law and policy. The completed
application must be submitted to the Chief Administrative Officer (CAO) no later

than June 30, 2020. The application must be submitted with proof of loss of
income. All applications will be approved by the CAO and applied to the 2nd
quarter billing processed in early July 2020.
6. Appeal Process
Any applicant may submit an appeal, with additional information and support to
loss of income, within 14 days after receiving any notice of denial. The appeal
must be submitted to the CAO. The appeal, along with the additional information,
will be reviewed by the CAO, Clerk and Mayor, or their delegates, and a decision
will be made by the majority of the three.

Pandemic Relief Policy of the Municipality of Tweed. I confirm that I have reviewed and
