Fairview Mountain Golf Course Lease Extension – Council directed staff to extend the lease
modification agreement with Fairview Mountain Golf Course for an additional 10 years and undertake
a Notice of Disposition of Land. The ten-year extension would have the lease with the town expiring
in 2053.
Delegation – Spillway Road Presentation – Aaron Stelkia – Council received a presentation from
Aaron Stelkia regarding Spillway Road encroachments.
Bylaws:
• Solid Waste Services Amendment Bylaw 1292.06 – Council adopted the Solid Waste Services
Amendment Bylaw in accordance with the 2022-2026 Financial Plan. This Amendment Bylaw
would see an increase in user fees revenue of approximately $11,000 that will have the solid
waste budget entirely reliant on user fees.
• Fees and Charges Amendment Bylaw 1087.03 – Council rescinded the third reading and re-
read the third reading of Fees and Charges Amendment Bylaw 1087.03. This Amendment
Bylaw would see a change in Real Estate data fees, Solid Waste, Cemetery, Freedom of
Information and Protection of Privacy application fees, and Building File requests. Adoption is
scheduled for the April 11, 2022 Regular Open Meeting.
• Official Community Plan Amendment Bylaw 1370.03 – Council gave first and second reading
to Official Community Plan Amendment Bylaw 1370.03. This Amendment Bylaw would
introduce Development Permit Area guidelines for the Official Community Plan that include
requiring development permits for the construction of duplexes. A Public Hearing has been
scheduled for April 11, 2022.
Town Hall Flags Reconfiguration Project – Council authorized the $6,000 increase in budget to
complete the installation of the four-pole flagpole configuration at Town Hall. This project will fulfill
part of Council’s Truth and Reconciliation initiatives with the Osoyoos Indian Band to fly an Osoyoos
Indian Band Flag at Town Hall.
LCRB Application – New Outdoor Patio at 6077 Main Street – Council resolved to advise the Liquor
and Cannabis Regulation Branch that the Town of Oliver opts out of the LCRB review process with
regard to the property at 6077 Main Street.
Special Open Budget Meeting – Council received the 2022-2026 Financial Plan, directing staff to
include in the budget an additional $300,000 to the municipal taxes to reflect the Policing Taxes
charged by the Province. This is to bridge the gap for policing costs and any surplus will be transferred
to the Policing Reserve that is set aside for major crime costs. First reading of the 2022-2026 Financial
Plan is scheduled for the April 11, 2022 meeting, with adoption on May 9, 2022 together with the
Municipal Tax Rate Bylaw.
Correspondence:
Council directed staff to correspond with the Village of New Denver that Oliver Council is showing
support for the Ukraine by lighting up Town Hall blue, due to the recent actions taken by Russia in its
invasion and attacks on the sovereign nation of Ukraine.
Council directed staff to extend thanks to Mr. Shpak, requesting Council place a Ukrainian Flag at Town
Hall to show support, and advise that the Town of Oliver is currently lighting Town Hall blue to show
its support and would welcome a donation of a Ukrainian flag to fly at Town Hall or another
appropriate location.
