Building Permit Activity Report for February – Council received the report noting 1 Single Family Improvement and Industrial Building Addition a total project value of $898,750. Fire Department – The Oliver Fire Department responded to 28 calls (8 rural, 16 in-town, and 4 OIB) during the month of February. Rise and Report – Mayor Johansen Rose and Reported that the Town of Oliver entered into a Municipal Policing Unit Agreement effective April 1, 2022 for RCMP Municipal Police Services that will see an increase in from 10.75 to 13 members overall for the Oliver Detachment. Additionally Council appointed Jason Brown to the Airport Advisory Committee as a Community at Large member. UBCM Emergency Operations & Training Program – Joint Grant with RDOS – Council resolved to participate in a joint grant application with the RDOS to the UBCM Emergency Operations Centres & Training Program. Proclamation Request – Cystic Fibrosis Canada – Council proclaimed May 2022 Cystic Fibrosis Awareness Month. Town Hall will be lit up in light blue and/or green. 2022 Property Tax Penalty Date and Rate – Council approved a 10% penalty rate on unpaid property taxes effective July 5, 2022. Active Transportation Downtown Beautification Wayfinding Plan – Council adopted the Active Transportation Downtown Beautification Wayfinding Plan that was presented by EcoPlan Consulting. Tangible Capital Asset Policy – Council has approved the Tangible Capital Asset Policy as presented. This policy will provide guidance for asset capitalization thresholds. Bylaws: • Solid Waste Services Amendment Bylaw 1292.06 – Council gave three readings to the Solid Waste Services Amendment Bylaw in accordance with the 2022-2026 Financial Plan. An increase in user fees revenue of approximately $11,000 that will have the solid waste budget entirely relied on user fees. • Fees and Charges Amendment Bylaw 1087.03 – Council gave three readings to Fees and Charges Amendment Bylaw 1087.03. This Amendment Bylaw would see a change in Real Estate data fees, Freedom of Information and Protection of Privacy application fees, and Building File requests. These changes support streamlining access to records that can be accessible without the need for a Comfort Letter or FOI request. • Council Procedure Amendment Bylaw 1364.02 – Council adopted Council Procedure Bylaw 1364.02. The bylaw amends provisions relating to electronic meetings and the order of proceedings and business. • Zoning Amendment Bylaw 1380.22 – 6955 Meadows Drive – Council adopted Zoning Amendment Bylaw 1380.22. This Zoning Amendment Bylaw would see a Zoning Amendment to facilitate a lot line adjustment between 6955 Meadows Drive and 6940 Mountainview Drive. • Zoning Amendment Bylaw 1380.25 – 1032 Rockcliffe Road - Council third reading to Zoning Amendment Bylaw 1380.25. This Zoning Amendment Bylaw would see a Zoning Amendment to facilitate a two-lot line subdivision at 1032 Rockcliffe Road. A Public Hearing was held earlier in the evening on March 14, 2022. • Heritage Designation Bylaw 1407 (Fairview Jail) - Council gave third reading to Heritage Designation Bylaw 1407 (Fairview Jail). The bylaw will designate the Fairview Jail as a heritage building as per the Local Government Act. A Public Hearing was held earlier in the evening on March 14, 2022. Development Variance Permit – 6479 Park Drive – Council approved Development Variance Permit 2022-01 for 6479 Park Drive. This variance will allow for a decrease to the minimum parcel size and parcel width in order to create a two-lot single-family subdivision. Correspondence: Council directed staff to write the Ministry of Health to determine whether the Provinces’ commitment of 85 Primary Care Networks includes Oliver with a capital funding commitment, and authorized a financial allocation of $500 to the South Okanagan U13 Rep Hockey Team to attend Provincials in Trail, BC.
