Building Permit Activity Report for March – Council received the report noting 2 Single Family Developments, 1 Single Family Improvement, 1 Industrial Building demolition and one Multifamily development for a total project value of $1,364,702. Fire Department – The Oliver Fire Department responded to 40 calls (16 rural, 17 in-town, and 6 OIB and 1 Mutual-aid) during the month of March. Water Quality Summary reports for January 2022 – The water distribution system is in winter mode of operation using ground water for domestic use. Oliver had a total of 28.0 mm recorded precipitation in the month of January. According to Environment Canada the normal precipitation for Oliver, from 1981-2010 is 28.7 mm for the month of January. Oliver had a total of 4.0 mm recorded precipitation in the month of February. According to Environment Canada the normal precipitation for Oliver, from 1981-2010 is 21.4 mm for the month of February. Government Finance Officers Association – Canadian Award for Financial Reporting – The Canadian Award for Financial Reporting was presented to the Chief Financial Officer for the Annual Financial Report for the Year Ended December 31, 2020. Elma Hamming, CFO & Mayor Johansen Travel Expense Policy – Council approved the Travel Expense Policy as presented. The Policy would see the Town of Oliver use CRA rates which are updated to keep rates current, fair and consistent with little oversight needed. 2021 Audited Financial Statements – Council approved the 2021 Audited Financial Statements that were presented. KPMG LLP audited the Financial Statements with no significant adjustments or control deficiencies being identified. 2021 Statement of Financial Information – Council approved the Statement of Financial Information for 2021. The Financial Information Act requires that all remuneration, benefits and expenses paid to or on behalf of elected officials be disclosed, information regarding all employees where remuneration exceeds $75,000, and disclosure of suppliers who received aggregated payments exceeding $25,000. Bylaws: • Travel and Expense Bylaw 1304 – Council rescinded Travel and Expense Bylaw 1304. The rescinding of Travel and Expense Bylaw 1304 will see the implementation of the Travel Expense Policy that was approved by Council. • Sewer Parcel Tax Amendment Bylaw 1360.05 – Council gave three readings to the Sewer Parcel Tax Amendment Bylaw. This Bylaw would see an increase in Sewer rates of 4% which would raise the Sewer Parcel Tax rate from $116.05 to $121.85 per parcel. • Official Community Plan Amendment Bylaw 1370.03 – Council gave third reading and adopted Official Community Plan Amendment Bylaw 1370.03, Delegation of Council Authority Amendment Bylaw 1324.02 and Land Use Procedure Amendment Bylaw 1394.01. A Public Hearing for Official Community Plan Amendment Bylaw 1370.03 was held earlier in the evening. • Fees and Charges Amendment Bylaw 1383.03 – Council adopted Fees and Charges Amendment Bylaw 1383.03. This Amendment Bylaw would see a change in Real Estate data fees, Solid Waste, Cemetery, Freedom of Information and Protection of Privacy application fees, and Building File requests. • 2022 – 2026 Financial Plan Bylaw 1408 – Council give first reading to the 2022 – 2026 Financial Plan Bylaw 1408. Public Consultation through a Public Hearing is scheduled for April 25, 2022. Release of Closed Resolutions – At the March 28, 2022 Closed Meeting Council approved the release of six resolutions from the Closed Meetings between October 15, 2018 to April 4, 2020.
