Water Quality Summary reports for March 2022 – The water distribution system is in winter mode of operation using ground water for domestic use. Oliver had a total of 9.3mm recorded precipitation in the month of March. According to Environment Canada the normal precipitation for Oliver, from 1981-2010 is 24.9 mm for the month of March. Purchasing and Sales Policy – Council approved the amendments to the Purchasing and Sales Policy. These amendments reflect different thresholds due to increased costs of goods and services, and allow some flexibility when best efforts are made to obtain three quotes but responses are not received by the deadline. Investment of Surplus Funds Policy – Council approved the amendments to the Purchasing and Sales Policy. A replacement Performance Object for Investment of Surplus Funds was added which indicates equal or superior credit quality. Packinghouse Lane Reconstruction Project – Council directed staff to award the Packinghouse Lane Reconstruction Project to Mike Johnson Excavating Ltd. in the amount of $966,017.85. 668 Co-op Avenue Capital Reconstruction – Council agreed to a capital contribution of up to $12,000 for works that connect the frontage of 668 Co-op Avenue to Nicola Street, to enable completion of a small sidewalk connection that coincides with capital improvements to be completed with the 7 unit townhouse project. CPR Chamber of Commerce Tourism Centre Roof Replacement Contract Award – Council awarded the CPR Chamber of Commerce Roof Replacement to Sun City Exteriors in the amount of $58,175.71 excluding GST. Bylaws: • Sewer Parcel Tax Amendment Bylaw 1360.05 – Council adopted the Sewer Parcel Tax Amendment Bylaw. This Bylaw would see an increase in Sewer rates of 4% which would raise the Sewer Parcel Tax rate from $116.05 to $121.85 per parcel. • 2022 – 2026 Financial Plan Bylaw 1408 – Council gave second and third reading to the 2022 – 2026 Financial Plan Bylaw 1408. Public Consultation through a Public Hearing occurred earlier in the evening, prior to the Regular Open Meeting. • Zoning Housekeeping Amendment Bylaw 1380.26 – Council gave first and second reading to Zoning Housekeeping Amendment Bylaw 1380.26. This Bylaw would include changes to definitions for ‘net floor area’ and ‘structure’, and some changes to setbacks, fence and retaining wall heights, and permitted locations for use of a mobile home as a residence, accessory buildings and structures. A Public Hearing is scheduled for May 9, 2022. • 2022 Tax Rate Bylaw 1409 – Council gave first, second and third reading to 2022 Tax Rate Bylaw 1409. This Bylaw would establish municipal and regional tax rates based on the five-year financial plan. Local Government Leadership Academy, Level One Certificate – Mayor Johansen presented Councillor Grice with the Local Government Leadership Academy Level One Certificate. Release of Closed Water Resolutions – At the April 11, 2022 Closed Water Meeting Council approved the release of four resolutions from the Closed Water Meetings between April 2020 and January 2021. Proclamation Request: Operation Smile Canada – Council proclaimed June 19, 2022 as the Longest Day of Smiles® to raise awareness for children born with a cleft condition. International Day Against Homophobia and Transphobia – Council proclaimed May 17, 2022 as International Day Against Homophobia and Transphobia and have directed staff to purchase a pride flag to raise at Town Hall on May 17, 2022.
