Building Permit Activity Report for April – Council received the report noting 2 Single Family
Developments, 4 Single Family Improvements, and 2 Commercial Signage permits for a total project
value of $991,681.
Fire Department – The Oliver Fire Department responded to 44 calls (16 rural, 18 in-town, and 10
OIB) during the month of April.
2022 First Quarter Budget Update – Council received the 2022 First Quarter Budget Update that
outlined general revenue and expenses along with water, sewer and capital highlights.
7D Drainage System – Council directed staff to undertake the Notice of Intent to dissolve the 7D
Drainage System Local Area Service subject to Petition Against. The deadline for receiving registered
property owner petition against forms is 4:00 pm on June 27, 2022.
Council Remuneration Policy – Council adopted the Council Remuneration Policy.
Appointment of Chief Financial Officer – Council appointed Wayne Anderson as the Chief Financial
Officer for the Town of Oliver effective May 19, 2022. Mr. Anderson will be assigned the powers, duties
and functions for the Chief Financial Officer as outlined in the Community Charter.
Age Friendly BC Community – Oliver has officially been recognized as an Age-Friendly BC Community
through the Province of British Columbia. Oliver joins 61 other communities that are recognized to
support seniors to live active, safe, socially engaged, and independent lives.
Land Acknowledgement – Council have approved that in the conducting of Town of Oliver meetings
the following land acknowledgement, approved by Osoyoos Indian Band, be used:
The Town of Oliver acknowledges it is situated on the unceded ancestral homeland of the
Osoyoos Indian Band within the Okanagan Nation. We give honour and pay respect to the
Osoyoos Indian Band and its people.
Bylaws:
• Oliver Council Remuneration Bylaw No. 861, 1997 – Council rescinded the Oliver Council
Remuneration Bylaw No. 861, 1997.
• 2022 – 2026 Financial Plan Bylaw 1408 – Council adopted the 2022 – 2026 Financial Plan
Bylaw 1408.
• Zoning Housekeeping Amendment Bylaw 1380.26 – Council gave third reading to Zoning
Housekeeping Amendment Bylaw 1380.26. A Public Hearing was held earlier in the evening
prior to the Regular Open Meeting.
• 2022 Tax Rate Bylaw 1409 – Council adopted 2022 Tax Rate Bylaw 1409. This Bylaw would
establish municipal and regional tax rates based on the five-year financial plan.
Station Street Plaza – Council approved the design for the Station Street Plaza, Option B that was the
preferred choice through public engagement sessions. The plaza will include a pavilion building to
hold community events and programs.
Riverside Villas Pedestrian Right of Way – Council directed staff to purchase and install signage for
both the Hike and Bike entry and Redwing Place entry into Riverside Villas. Additionally staff have
been directed to work with the Strata to install a painted pathway through the Right of Way.
Proclamation Request – Pride Month 2022 – Council proclaimed June 1 – 30, 2022 as Pride Month
and have directed staff to promote Pride Month 2022 on the Town ’s Social Media and website.
