5.1 Committee of the Whole (recommendations for approval) – March 18, 2021 – Warden
Webber.
2021-138 MOVED by Councillor Church, SECONDED by Councillor Barkhouse the
recommendations of the March 18, 2021 Committee of the Whole be approved as
follows:
2021-133 – “… approve the following Temporary Borrowing Resolutions for a total
of $1,070,000:
• Landfill Scalehouse Software ($30,000);
• Landfill D6 Dozer ($490,000); and
• Chester Wastewater Treatment Plant for the installation of a UV System
($550,000).”
2021-134 – “… amend By-Law No. 74 Tax Exemption for Charitable, Non-Profit
Organizations, Municipal Water Utilities and Licensed Day Cares to add Chester
Garden Club to Schedule B.” FAVOUR. MOTION CARRIED.

5.4 Church Memorial Park – Councillor Church.
Councillor Church reviewed the March 15, 2021 meeting noting that the organization has a
deficit as of December 31, 2020. A film company has rented the rink and will be there until
September. The community gardens and the tennis courts will be accessible, but the Farmers
Market will be held at the Train Station. The water system has been upgraded and they are
pleased with the results; the water is drinkable and there are no orange stains.

2021-140 MOVED by Councillor Barkhouse, SECONDED by Councillor Assaff that Council hold
First Reading of an amendment to By-Law No. 74 Tax Exemption for Charitable,
Non-Profit Organizations, Municipal Water Utilities and Licensed Day Cares to add
Chester Garden Club to Schedule B and refer to Second Reading following
advertisement. ALL IN FAVOUR. MOTION CARRIED.
7.2 1st Notice – Amendment to Policy P-09 Remuneration of Warden, Deputy Warden, and
Councillors (Cost of Living Adjustment as per Policy).
2021-141 MOVED by Councillor Barkhouse, SECONDED by Deputy Warden Shatford that
Council hold First Notice of an amendment to Policy P-09 Remuneration of Warden,
Deputy Warden, and Councillors (Cost of Living Adjustment as per Policy) and refer
to Second Notice. ALL IN FAVOUR. MOTION CARRIED.
7.3 Request for Decision prepared March 19, 2021 – Corporate and Strategic Management –
Chester Village Fire Contract Extension.
2021-142 MOVED by Councillor Barkhouse, SECONDED by Deputy Warden Shatford that
Council approve an extension to the existing contract with the Village of Chester
(Fire Contract) for a three month period ending July 1, 2021 and authorize the
Warden and CAO to execute the agreement for the extension. ALL IN FAVOUR.
MOTION CARRIED.
7.4 Request for Decision – Memorandum of Understanding for shared Accessibility position.
2021-143 MOVED by Councillor Barkhouse, SECONDED by Councillor Assaff that Council
approve the terms of the Memorandum of Understanding for a shared Accessibility
position as presented and upon, approval of the MOU by the partner units, authorize
staff to begin the recruitment process for a two-year term shared position with the
other five Municipal Units in Lunenburg County based on the funding formula
contained in the MOU.
DISCUSSION:
It was noted the employee will be the Municipality of Chester’s employee and our
share will be $17,589.

NEW BUSINESS
9.4 Committee of the Whole Meetings vs Council Meetings – Councillor Veinotte.
Councillor Veinotte suggested that the topics provided on the Committee of the Whole agenda
vs Council Agenda be reviewed so that matters requiring more discussion are dealt with at
Committee of the Whole.
After discussion, it was agreed that Committee of the Whole meetings were important for in
depth discussions and allow for additional consideration prior to a motion being approved.
Those items that are routine in nature and do not require in depth discussion could be dealt
with at Council. If there is a Committee or Council meeting that has very few items, we can
consider cancelling meetings and all material should be considered through the lens that
not all Councillors are material experts.
PUBLIC PRESENTATIONS
6.1 Dawn Harwood-Jones and Lorraine Burch – Growing Friends Program.
Dawn Harwood Jones and Lorraine Burch reviewed the Growing Friends Program which, during
COVID times, is providing music to lonely people. As well, during COVID they had planned a
program regarding food insecurity but had to tailor that to workshops via video rather than in-
person workshops. They have received further funding and will adapt depending on future
public health protocols. They will be having community gardens once again on the
Municipality’s property and, depending on conditions, have free in-person community meals this
fall (October, November, January, February, and March) with booked times. The group has also
provided food baskets to people throughout the Municipality.
The request of Council is that, because they are not aware of which people in communities are
lonely or have food security issues, they need help to reach those people.
It was agreed that Councillors could reach out to the group and the information can also be
included in the Municipal Newsletter. The information will also be in the OHC Newsletter; OHC
has become a partner in the Growing Friends Program.

Lorraine Burch also outlined a program offered by the Red Cross that provides volunteers to call
people who are lonely or need information on transportation.

7.5 Request for Decision prepared March 15, 2021 – Infrastructure and Operations -
Aspotogan Wharf.
Councillor Veinotte declared a conflict of interest and left the meeting room.
2021-144 MOVED by Deputy Warden Shatford, SECONDED by Councillor Assaff that Council
authorize staff to reject the two submissions received to for the Request for
Quotation MODC-T-2020-008 for the replacement of the Aspotogan Wharf as both
submissions were significantly over the budgeted amount. ALL IN FAVOUR.
MOTION CARRIED.
Following discussion, it was agreed that prior to taking any further action, that a discussion with
the community be held to determine what the community would like to see in place of the
current structure. It was felt that the requirements of the community may be more about
recreational activities such as swimming, kayaking, etc. It was noted that the amount of land is
also very limited.
Staff was directed to prepare a plan for public engagement to determine what the community
would like to have in place of the current wharf structure known as the Aspotogan Wharf.
A short recess was held.
Councillor Veinotte returned to the meeting room.
6.2 Carol Nauss, Heritage Society – Annual Update.
Carol Nauss was present in person at the meeting to provide an annual update on the Chester
Municipal Heritage Society activities.
Ms. Nauss reviewed what the organization was able to do last year, which was scaled back
significantly due to COVID-19. There were some successes, such as an increase in the use of the
co-op offered at the Train Station where crafters sold their items, picnic in the park, and the

community spirit shown by Elaine Collicutt & Sons who mowed the Lordly Park property for the
summer free of charge.
For this upcoming year, the Lordly House display will be showcasing things from the
Municipality call “Do You Remember When?” They have a large sign that they have offered to
the Merchants to use to advertise their businesses in the village. They are continuing to repair
the gazebo one side at a time and have a washout they need to investigate at the train station.
She asked Councillors to let her know what events will be taking place in their communities so
that they might advertise together. A local film company will be filming Lordly House and that
will be on a Nova Scotia page.
Ms. Nauss provided an artifact that was passed around to Councillors which she told Councillors
was to hold various sizes of the old style ink pens with different size tips to use when writing.
She finished off the presentation with a short story involving a “half-way” house (a house used
by stagecoaches to rest and eat when traveling from one location to the next), two men who did
not pay their bills, and barrels of rum. Suffice to say, the halfway house owner got his payment
in rum, unknown to the two customers who failed to pay on a regular basis.
Ms. Nauss thanked Council for the help over the past year.
CORRESPONDENCE
8.1 Copy of letter from Town of Mahone Bay to Premier Rankin regarding Accessibility Action
Plans and financial support (along with copy of letter sent to the Premier from the
Municipality of Chester).
The letter was received as Information.

9.2 Request for Decision prepared March 18, 2021 – Corporate and Strategic Management –
Fire Services Registration 2020/21.
Bruce Blackwood, Fire Services Coordinator was present in person to review the Request for
Decision regarding Fire Services Registration 2020/21.
2021-146 MOVED by Councillor Assaff, SECONDED by Deputy Warden Shatford that Council
complete the annual updates process for 2020 and that the Policy P-33 Terms of
Reference of Fire and Emergency Service Providers registration updates be brought
to Council for approval and Schedule B confirmation of 2020/21 registration
notifications be sent to the individual Commissions. ALL IN FAVOUR. MOTION
CARRIED.
9.3 Epilepsy Day – March 26, 2021 (Proclamation).
2021-147 MOVED by Councillor Barkhouse, SECONDED by Councillor Assaff that Council
proclaim March 26, 2021 Epilepsy Day in the Municipality of the District of Chester
and post in the usual manner. ALL IN FAVOUR. MOTION CARRIED.

2021-151 OUTDOOR CAFES FOR 2021 AND DRAFT OF BY-LAW FOR FUTURE
OUTDOOR DINING
MOVED by Councillor Barkhouse, SECONDED by Councillor Assaff that the Committee of the
Whole recommend to Council to temporarily suspend enforcement of the Land Use By-Law
regarding outdoor cafes, and it is further recommended that the program be extended from
April 15 to November 15, 2021 and direct staff to begin work on a stand-alone By-Law to cover
2022 and beyond, so that businesses need only apply annually for an outdoor dining license.
ALL IN FAVOUR. MOTION CARRIED.
2021-152 AMENDMENT TO LAND USE BY-LAW – SIZE REQUIREMENT
MOVED by Councillor Barkhouse, SECONDED by Councillor Assaff that the Committee of the
Whole direct staff to move forward with an amendment to the Land Use By-Law to remove the
reference of the requirement of 29,000 square feet size requirement and instead replace that
number with “as per NS Department of Environment”. ALL IN FAVOUR. MOTION CARRIED.

Lunenburg County Seniors’ Safety Program (LCSSP)
Monthly Report - March 2021

LCSSP is a free community-based service that works collaboratively with Bridgewater Police Service, RCMP, and many community
partners to help address the safety concerns of older adults residing in Lunenburg County. Service is provided through awareness
campaigns, advocacy, educational programs, community presentations and one to one service. We continue to carry out as much
service as we can via telephone and email with home visits occurring when necessary.

Indie Bears are now delivering hugs around the county!
• Personal Care Kits donated by Souls Harbour are being delivered to seniors.
• PPE United Way grant has been extended to June – We are giving seniors fabric face masks and face shields.
• Souls Harbour Brown Bag Lunch program continues to provide delicious meals to many of our clients.

MEETINGS, GRANTS & PRESENTATIONS:
• LCSSP Presentations to MODL, MODC, Town of Mahone Bay and Town of Lunenburg council this month. Thank you,
councillors, for sharing your time and supporting our program!
• Housing – Single Entry Access Meetings attended. Housing and Service Needs Estimation Surveys to begin soon.
• Elder Abuse and Legal Access presentations to NSCC students scheduled for the end of March.
• Fraud Awareness booth to be set up this month at the Chester Bank of NS on the 29th.
• LCSSPS board meeting scheduled for the 24th.
• LCSSPS logo may undergo a few edits but the design has been selected.
• Department of Seniors’ ($25,000) annual grant approved and funds have been received.
• P2P Digital Literacy for Lun. Co., New Horizons grant has been approved ($4,100).
• Lun. Co. Rental Housing Directory project, Building Vibrant Communities grant application submitted ($5,000).
• Project Lost and Locate, CUA Community Investment Grant Program grant application was not approved.
• LCSSP Age-Friendly Action Plan 2021-2025, Age Friendly grant application submitted March 1, 2021 ($22,700).
• LCSSP Core Funding, United Way of Lunenburg County grant application submitted March 19th, 2021 ($5,000).
• Seniors’ Legal Navigator project officially ends March 31st, 2021. We have submitted a request to extend the project until June
2021 – awaiting outcome.
LCSSP CLIENT EMERGENCY CONTINGENCY FUND (CECF) REPORT:
LCSSP Client Emergency Contingency Fund continues to serve the community in partnership with other community organizations to
mitigate risk for seniors experiencing financial hardship. The CECF assisted seniors with the cost of groceries and purchased PPE as part
of the United Way grant. Month-end balance is $1,672.57.

MUNICIPALITY OF THE DISTRICT OF CHESTER
TAX EXEMPTION FOR CHARITABLE, NON-PROFIT ORGANIZATIONS,
MUNICIPAL WATER UTILITIES AND LICENSED DAY CARES
BY-LAW # 74
1. The By-Law shall be known as the Tax Exemption By-Law.
2. The real property of the organizations or institutions named in Schedules "A", "B", "C", “D”,
& “E” to this by-law that would otherwise be classified as commercial property shall be
exempt or taxed in accordance with the particular schedule as well as the business
occupancy of licensed day cares named in Schedule “E”.
3. The partial or total exemption provided in Section 2 shall apply only to that portion of the
real property specified in the schedule.
4. When a property, or part thereof, listed in a schedule, ceases to be occupied by the
association or for the purposes set out in the schedule then the partial or total exemption
from taxation shall cease and the owner of the real property shall immediately be liable
for the real property tax on such real property or part thereof for the portion of the year
unexpired.
5. This amended By-Law shall have the effect commencing in the Municipal taxation year
2020/21 2017/18.

WARDEN, DEPUTY WARDEN AND COUNCILLORS
2020/21 2021/22
BE IT RESOLVED that the remuneration of the Warden and Councillors shall be as follows:
A. The Warden shall be paid a base salary of $48,883.16 $49,029.81 (an increase of $12.22 per
month) per annum, payable monthly.
B. The Deputy Warden shall be paid a base salary of $25,581.53 $25,658.27 (an increase of
$6.40 per month) per annum, payable monthly.
C. All remaining Councillors shall be paid a base salary of $22,384.48 $22,451.63 (an increase of
$5.60 per month) per annum, payable monthly.
D. Annually the Municipal Council considers the cost-of-living increase which has taken place
over the previous year and will approve an increase in the level of compensation which is to
be payable to all employees of the Municipality under Section 5.3.1. The percentage
increase approved for staff will also apply to the remuneration paid to the Warden, Deputy
Warden and Councillors.
E. All Councillors, including the Warden and Deputy Warden, in addition to the payments set
forth above, shall be paid an allowance for travel for kilometres travelled once each day for
going to and returning from every daily session of the Council or a Committee or attendance
at every Board Meeting or other function if this attendance is as a representative of Council.
The allowance for travel will be a per km rate reimbursed at the provincial rate.
F. A Warden or Deputy Warden and Councillors who miss more than three (3) Council or
Committee meetings in any year without leave of Council shall have the sum of $55.00 per
missed meeting deducted from any salary paid to such individual.
H. This Resolution shall take effect on the 1st day of April 2020 2021.

2021-24 Strategic Plan
About this Plan
The Municipality of Chester 2021-24 Strategic Plan outlines the overall strategic direction for
the Municipality and prioritizes resources to address significant opportunities, challenges, and
regulatory changes that will have an impact on our communities. After a Municipal election
cycle, the newly elected Council is responsible for adopting an updated Strategic Plan to guide
its four-year term. Following the October 2020 election, the Municipality of Chester Council
adopted this 2021-24 Strategic Plan on ## ###, 2021.
This Strategic Plan continues the work of existing priorities and of the frameworks that inform
them, while also reflecting priorities Council discussed in a series of strategic planning
workshops during the winter of 2020-21. The result is five Priority Areas—Economic
Development, Environmental Stewardship, Governance & Engagement, Healthy & Vibrant
Communities, and Infrastructure & Service Delivery—along with Priority Outcomes for each.
Council’s intent in adopting a Strategic Plan is to:
provide a strategic framework that focuses Council’s collective decision-making,
budgeting, and prioritization of resources
direct Municipal staff in annual capital and operations planning and work program
planning to tackle projects and initiatives to advance Strategic Priority Areas
provide clear communication with the Municipality’s residents, businesses, and
organizations concerning Council’s Priority Areas and Outcomes during its current term
Details about specific projects and initiatives that will advance Priority Outcomes are outlined in
a separate document, the Municipality of Chester 2021-24 Strategic Priorities Chart. The
Chart is a “living document” that will be updated every four to six months, and, as such, will
reflect changes in the status and prioritization of projects and initiatives as appropriate.
Core Services
Council recognizes that the projects and initiatives associated with Strategic Priority Areas and
Outcomes are in addition to core services provided by the Municipality. However, the day-to-day
work and responsibilities of core services are also integral to advancing the three Priority
Outcomes for each Priority Area. Those core services include:
transportation services, including maintenance of roads and sidewalks
environmental health services, including wastewater collection and treatment, solid
waste collection and disposal
public works, including operations and maintenance of existing infrastructure
economic development services
protective services, including fire, police, emergency measures, By-Law enforcement,
building inspections and permits
land-use and community planning

general administration and customer service

enrich a quality of life and provide safe communities for residents and visitors alike.

Through asset management practices that inform annual operations and maintenance programs

response to ongoing changes in levels of service, regulatory requirements, population, and
technological innovation, we work to provide infrastructure that is cost-effective, reliable, and
sustainable.
Priority Outcomes:
1. Develop and implement evidence-based plans for future infrastructure and service needs,
along with related funding models, to accommodate sustainable growth and levels of
service.
2. Create efficiencies through innovative service delivery, and proactive maintenance and
operations of existing infrastructure.
3. Plan for and create infrastructure that improves the connectivity of roads, multi-use trails,
natural assets, and facilities as part of an active transportation network.
Reporting
The Municipality will produce Annual Reports that will highlight progress made towards realizing
the Priority Outcomes identified in this Strategic Plan. Each Annual Report, like the Strategic
Plan, will be available via the Municipality’s website.
In addition, updates to the 2021-24 Strategic Priorities Chart, Quarterly Reports, and other
project-specific reports before Council will ensure community access to an ongoing assessment
of resources, timelines, and prioritization for projects and initiatives that will be key to advancing
this Strategic Plan.
The Strategic Plan and the various reporting and updating mechanisms are always subject to
change. At any time, emerging or critical issues may affect the overall strategic direction of
Council and the overall prioritization of Outcomes and associated actions.
