Building Permit Activity Report for May – Council received the report noting 1 Single Family
Improve ment, 1 Commercial Permit and 1 Industrial Construction permit for a total project value of
$2,710,000.
Fire Department – The Oliver Fire Department responded to 40 calls (22 rural, 14 in-town, and 4 OIB)
during the month of May.
Delegation – Sparrow Scooters – British Columbia Provincial Electric Kick Scooter Pilot City
Presentation – Council received a presentation from Sparrow Scooters regarding the Town of Oliver
becoming a Provincial Electric Kick Scooter Pilot City. Council directed staff to begin the process to
submit a Letter of Intent with the Province to become a pilot city.
2021 Annual Report – Council endorsed the 2021 Annual Report which was made available for public
inspection on May 27, 2022. 2021 saw a substantial amount of work completed on the Gallagher Lake
Siphon Repair project and alongside the Financial Statements, Permissive Tax Exemptions,
Department Updates, Performance Measures and Objective, in the 2021 Annual Report, many images
of the work completed throughout 2021 have been incorporated.
UBCM Canada Community Building Fund – Active Transportation Enhancements – Council directed
staff to submit a grant application under the UBCM Canada Community Building Fund – Capital
Infrastructure Stream with a total approximate value of $4.5 million. The active transportation
enhancements in this project have been broken into three phases and the completion of these active
transportation enhancements will improve existing links and also provide a connection to Highway 97
to promote and encourage active transportation throughout the area.
Bylaws:
• Bylaw Notice Enforcement Bylaw 1410 and Municipal Ticketing Bylaw 1411 – Council gave
first three readings to Bylaw Notice Enforcement Bylaw 1410 and Municipal Ticketing Bylaw
1411. These Bylaws would see the addition of fines for disturbances to the Watercourse and
Environmentally Sensitive Development Areas and increases in fines for damage to boulevard
trees.
• Fees and Charges Amendment Bylaw 1383.04 – Council give first three readings to Fees and
Charges Amendment Bylaw 1383.04. The amendments to this Bylaw would see charges
updated to reflect the updated costs for Cemetery services.
UBCM Minister Requests – Council directed staff to submit UBCM Minister Meeting requests for the
upcoming 2022 UBCM Convention for a reconsideration of Secondary Wine Tasting Rooms (Attorney
General), Black Sage Intersection (Transportation), Affordable Housing (Non-Market Rental) and Tiny
Homes with Minister of Housing.
Mobile Food Vending Permit – Council endorsed the Mobile Food Vending Permit and Terms and
Conditions to enable mobile food vending on the Town of Oliver property by the Visitor Information
Centre for the 2022 year.
2022 Capital Budget Amendment – Council approved a budget amendment from the equipment
reserve in order to purchase a new pick-up truck for the Operations Department in 2022. The purchase
of this truck was originally planned for 2023.
