HomeMy Public PortalAboutFinancial Analyst_Job Description_2021-10-29 Position Title: Financial Analyst Salary Band: Senior Contributor Department: Financial and Information Services Reports to: Director of Financial and Information Services / Treasurer Status: Regular Full-Time Classification: Administrative Location: Municipal Complex (151 King Street/186 Central Street), subject to Change Hours: Normally 8:30 a.m. to 4:30 p.m. with other hours for meetings outside of normal office hours, subject to change Date: October 29, 2021 SCOPE Responsible for preparing, maintaining, and presenting financial analyses and reports related to budgeting, financial and regulatory reporting, and strategic planning purposes. QUALIFICATIONS MUNCIPALITY OF THE DISTRICT OF CHESTER POSITION DESCRIPTION Financial Analyst - Job Description (continued) 2 1. Professional accounting designation (CPA) 2. Ability to interpret and apply principles of Public Sector Accounting Standards (PSAS) 3. Ability to prepare, analyze, and present complex financial reports 4. Considerable knowledge of computerized financial applications 5. Knowledge of internal control procedures and management information systems 6. Ability to establish and maintain effective working relationships with employees in all departments 7. Ability to communicate effectively orally and in writing 8. Knowledge of public finance and fiscal planning would be an asset 9. Knowledge of government accounting theory, principles, and practices would be an asset SUMMARY OF FUNCTIONS Principle Duties and Responsibilities: The following is a general outline of the duties and responsibilities of the Financial Analyst position. The listing in not intended to be all-inclusive or to limit the Analyst’s initiative to recommend relevant ways to expand their function beyond this scope, nor is it intended to limit the Director of Financial and Information Services/Treasurer’s right to assign other duties as needed. Budgeting 1. Facilitate the preparation of annual and multi-year operating and capital budgets 2. Leading the processes that facilitate monitoring of budgeted spending and forecasting of year- end results Reporting 1. Providing financial analyses and reports for quarterly, annual, and other periodic reporting requirements 2. Providing input on the appropriate accounting treatments of new and existing financial transactions 3. Researching and providing supported recommendations for implementation plans for changes in financial reporting requirements 4. Assist in the development, and lead the preparation of key performance indicators including dashboard to support data driven decision making by the CAO, Department Heads, and Council 5. Leading and/or assisting with the preparation of various other reporting requirements, as needed Program Review and Best Practices 1. Assist in the review of program efficiency and effectiveness 2. Conduct jurisdictional reviews and research best practices in the municipal sector Financial Analyst - Job Description (continued) 3 3. Assist in the review of the “internal control/management” letter prepared by the Auditors and where appropriate develop improvement options Strategic Planning 1. Researching, preparing, and presenting financial analyses of potential options, to support strategic long-term decision making 2.
