May be subject to change. Overtime as may be required. Status: Regular Full-Time Classification: Administrative Salary Band: Middle Managers/Coordinators Approved: March 22, 2021 SCOPE The Systems Analyst will assist the Director of Information Services with the overall computer systems required by the Municipality of Chester. OBLIGATIONS AND RESPONSIBILITIES UNDER LEGISLATION 1. The Municipality of the District of Chester complies with the Employment Legislation of Nova Scotia and all employees are also expected to act in accordance with the appropriate Legislation as well. QUALIFICATIONS (SOME EXAMPLES BELOW) 1. University Degree or Community College Diploma in Computer Science. 2. 2-5 years of experience in a related position. Working knowledge and experience in various software applications including Microsoft Applications such as the Office 365 Suite, Windows Operating Systems and Servers, SQL Server Experience with C, Python and Linux considered an asset. 4. Hardware maintenance and troubleshooting skills with network components, workstations, and printers. 5. Working knowledge of GIS and Information Management would be considered an asset. 6. Proven analytical skills. 7. Must be highly motivated and a self-starter. 8. Must possess strong interpersonal skills together with strong oral and written communication abilities. 9. Certifications in VMWare, Security, Microsoft considered an asset. SUMMARY OF FUNCTION Responsible for: 1. Reporting to the Director of Information Services, The Systems Analyst is responsible for assisting with database design and development, hardware and network maintenance, end user support, network security, software applications, disaster recovery and client server architecture. 2. This position is also responsible for providing IT support to the Town of Lunenburg on a part-time basis. Principle Duties and Responsibilities: The following is a general outline of the duties and responsibilities of the Systems Analyst. The listing in not intended to be all-inclusive or to limit the employee’s initiative to expand his/her function beyond this scope nor is it intended to limit the Director right to assign other duties. 1. Maintaining and upgrading existing systems as required. 2. Designing new computer systems and frameworks. 3. Troubleshooting technical issues. 4. Risk mitigation and disaster recovery planning. 5. Collaborating with GIS Specialist, Records Manager, and IT Director to resolve issues and ensuring solutions are viable and consistent. 6. Creating system guidelines and manuals for the Municipality. 7. Running training sessions and workshops on system processes and software. 8. Conducting regular reviews of systems and generating reports on efficiencies and improvement areas. 9. Responsible for supporting an ITL compliant helpdesk. Position Description – Systems Analyst (continued) 3 10. Structuring and prioritizing business requirements and communicating plans with stakeholders for review and approval. 11. Assisting in the development and implementation of security protocols. 12. Report writing using Microsoft Report writer, Crystal Reports, and other technologies. A Systems Analyst should also possess these skills:  Critical thinking ability.  Strong problem-solving capacity.  High-level written and verbal communications skills.  Project management skills.  Ability to work under pressure and to tight deadlines.  Knowledge of data modelling and data visualization tools.
