Building Permit Activity Report for January – Council received the report noting 3 Single Family
Improvements and 1 Commercial Signage for a total project value of $172,100.
Fire Department – The Oliver Fire Department responded to 8 calls (2 rural, 4 in-town, and 2
OIB) during the month of January.
EcoPlan Trails Presentation – Council received a presentation on the Town of Oliver’s Active
Transportation, Downtown Beautification and Wayfinding Project. The resident survey for this
project received 146 responses. Proposed improvements that can be made to the Town of
Oliver in order to support Active Transportation, Wayfinding and Downtown Beautification
were outlined.
RDOS 2022-2026 Five Year Financial Plan Bylaw No. 2953 – Council received a presentation
from Jim Zaffino, RDOS Manager of Finance, for the 2022-2026 Five Year Financial Plan Bylaw
No. 2953.
Development Permit (with variances) – 5966 Sawmill Road – Council approved the
Development Permit (with variances) for 5966 Sawmill Road. This development would see a
storage and manufacturing building constructed, and is seeking a variance to decrease the
required off-street vehicle parking spaces from 9 to 8, and increase the maximum parcel
coverage from 60% to 62%.
Temporary Use Permit Renewal – 6036 and 6042 Station Street – Council approved the one-
year Temporary Use Permit Renewal for 6036 and 6042 Station Street. This will allow outdoor
storage, limited to lumber storage at the locations.
Bylaws:
• Zoning Amendment Bylaw 1380.20, Development Permit – 491 Salamander Avenue –
Council gave third reading to Zoning Amendment Bylaw 1380.20. This Zoning
Amendment Bylaw would see a change in zoning in order to construct six townhouses
comprised of two (3 unit) buildings. A Public Hearing was held prior to the Regular
Meeting.
• Zoning Amendment Bylaw 1380.22 – 6955 Meadows Drive – Council gave first and
second reading to Zoning Amendment Bylaw 1380.22. This Zoning Amendment Bylaw
would see a Zoning Amendment to facilitate a lot line adjustment between 6955
Meadows Drive and 6940 Mountainview Drive. A Public Hearing will be scheduled for
February 28, 2022.
• Zoning Amendment Bylaw 1380.23 – Lots 5 & 6, KAP64043 – Council referred Zoning
Amendment Bylaw 1380.23 back to staff for additional information to consider the
comments from the Public Hearing that was held prior to the Regular Meeting.
• General Local Government Election Amendment Bylaw 1376.02 – Council adopted
General Local Government Election Amendment Bylaw 1376.02. The amendment to this
bylaw will allow all electors to be able to vote by mail in ballot following the
amendments to the Community Charter.
Water Conservation Plan Update 2022 – Council approved the 2022 update to the Town of
Oliver’s existing Drought Management Plan. The updated plan highlights the Town of Oliver’s
progress in water conservation and asset management initiatives. Further direction is provided
on strategies to advance conservation, contributing to long term sustainability and maximizing
infrastructure life cycle.
2021 Sani Dump Statistics Update – Council received the quarterly statistics for the Sani Dump.
Quarter 4 of 2021 saw 60 visits and had a Net Revenue of $494, which is an increase from 47
visits during Quarter 4 of 2020. 2021 also had a Net Revenue of $3000.
2022 SILGA Resolutions – Council endorsed the draft resolution to submit to SILGA for
consideration at the 2022 Annual General Meeting and Convention. The resolution pertains to
changing the BC Building Code to allow for the construction of Tiny Homes.
Correspondence – Council was in support of responding to the Correspondence received
regarding the District of Lillooet’s BC Wildfire Petition, Bill C-216, Quebec’s Bill 21, and Keeping
Children Safe from Protests at School.
