Delegation: • Desert Sun Counselling and South Okanagan Women in Needs Society – Marieze Tarr and Dianne Goulden outlined the need for transitional housing for women and children in the South Okanagan. This proposal is seeking public land to build 20-25 units. Council supported the initiative as presented, by Desert Sun Counselling and SOWINS, in principle. Irrigation Diversion and Start Dates 2022 – Council authorized staff to proceed with the canal diversion and irrigation season start dates of April 5 and 11. Proclamation Request – BC Epilepsy Society – Council proclaimed March 26, 2022 as International Purple Day® for epilepsy awareness. Town Hall will be lit up purple. Bylaws: • Council Procedure Bylaw – Council gave third reading to Council Procedure Bylaw 1364.02. The bylaw amends provisions relating to electronic meetings and the order of proceedings and business. • Zoning Amendment Bylaw 1380.20, Development Permit – 491 Salamander Avenue – Council adopted Zoning Amendment Bylaw 1380.20. This Zoning Amendment Bylaw would see a change in zoning in order to construct six townhouses comprised of two (3 unit) buildings. • Zoning Amendment Bylaw 1380.22 – 6955 Meadows Drive – Council gave third reading to Zoning Amendment Bylaw 1380.22. This Zoning Amendment Bylaw would see a Zoning Amendment to facilitate a lot line adjustment between 6955 Meadows Drive and 6940 Mountainview Drive. A Public Hearing was held earlier in the evening on February 28, 2022. • Zoning Amendment Bylaw 1380.23 – Lots 5 & 6, KAP64043 – Council rescinded first and second reading of Zoning Amendment Bylaw 1380.23. The applicant has withdrawn the application. • Zoning Amendment Bylaw 1380.25 – 1032 Rockcliffe Road - Council gave first and second reading to Zoning Amendment Bylaw 1380.25. This Zoning Amendment Bylaw would see a Zoning Amendment to facilitate a two-lot line subdivision at 1032 Rockcliffe Road. A Public Hearing will be scheduled for March 14, 2022. • Heritage Designation Bylaw 1407 (Fairview Jail) - Council gave first and second reading to Heritage Designation Bylaw 1407 (Fairview Jail). The bylaw will designate the Fairview Jail as a heritage building as per the Local Government Act. A public hearing will be scheduled for March 14, 2022. Policies: • Information Protection Policy – ICBC – Following completion of the 2022 Privacy Compliance Audit Questionnaire it was recommended that the Town have a written policy to ensure transparency and a guide for staff to understand responsibilities when handling ICBC information and complaints from the public. Council endorsed the Information Protection Policy – ICBC. Correspondence: Council was in support of responding to the Correspondence received regarding the Oliver Parks & Recreation letter of support request for a Youth Employment and Skills Strategy (YESS) Program grant application, a request from an Oliver resident seeking a comprehensive review of McKinney Place Continuing Care Facility in Oliver, and a request from an Oliver resident to show support for Oliver’s Ukrainian population. In order to show support Council has directed staff to light up Town Hall in blue and/or yellow and promote on the Town’s Social Media platforms.
