Oliver had a total of 33.7 mm recorded precipitation in the month of December. According to Environment Canada the normal precipitation for Oliver, from 1981-2010 is 34.2 mm for the month of December. Building Permit Activity Report for December – Council received the report noting 2 Single Family Improvements for a total project value of $431,410. Fire Department – The Oliver Fire Department responded to 24 calls (6 rural, 16 in-town, and 2 OIB) during the month of December. The Oliver Fire Department also provided a Call Breakdown for 2021 noting 303 calls for 2021 in comparison to 208 calls in 2020. RDOS Noxious Weed Control and Nuisance Control Bylaws – Council received a presentation from the RDOS regarding the growing list of invasive species in the region and the inflation and cost increases to maintain current service levels. Council consented to the adoption of the Noxious Weed Control Service Establishment Amendment Bylaw and Nuisance Control Service Establishment Amendment Bylaw. Investing in Canada Infrastructure Program – Council directed staff to apply for an Investing in Canada Infrastructure Program Grant to facilitate the extension of the Sanitary Sewer System to the remaining properties on Sawmill Road, within the Town of Oliver, that are not currently connected. Mayor and Council Remuneration and Expenses Comparison Study – Council directed staff to advertise for 5 Oliver residents to undertake a review of Council’s remuneration package for the newly elected Council in late 2022. A comprehensive review of Council remuneration has not been undertaken for 25 years. Okanagan Basin Water Board – Council received a presentation on the Source Water Protection Toolkit. The importance and benefits of source water protection and the challenges being faced in providing safe drinking water, were outlined. 2022 Community Emergency Preparedness Fund – Grant Opportunities – Council authorized staff to submit applications for grant funding through the Community Emergency Preparedness Fund for both Emergency Support Services and Emergency Operations Centres & Training. 2022 Election Officer Appointments – Council appointed Rochelle Lougheed as the Chief Election Officer and Diane Vaykovich as the Deputy Chief Election Officer for the 2022 General Election. Bylaws: • Sewer User Rates Amendment Bylaw 1331.09 – Council gave second and third reading to Sewer User Rates Amendment Bylaw 1331.09. This Bylaw sees rate increases of 4% for 2022 and 5%, 6%, 4% and 3% for the years 2023 – 2026, respectively. • Fire Control Amendment Bylaw 1369.02 – Council adopted Fire Control Amendment Bylaw 1369.02. This Bylaw will enable the Oliver Fire Department to provide road rescue services outside the fire protection boundary to the east via McKinney Road to the Mount Baldy Road intersection and west up Fairview Road to the pass. • Zoning Amendment Bylaw 1380.17 – 5753 Main Street – Council denied first and second reading of Zoning Amendment Bylaw 1380.17 for 5753 Main Street. • Zoning Amendment Bylaw 1380.19, Development Permit (with Variances) – 6643 Lakeside Drive – Council adopted Zoning Amendment Bylaw 1380.19 and approved the Development Permit with Variances for 6643 Lakeside Drive. This Zoning Amendment Bylaw and Development Permit (with variances) will see the construction of a 20 unit townhouse development comprised of five buildings each with four townhouse units. • Zoning Amendment Bylaw 1380.21 – 6005 Station Street & 248 Co-op Avenue – Council gave third reading to Zoning Amendment Bylaw 1380.21. This Zoning Amendment Bylaw will permit vehicle manufacturing at these locations. A Public Hearing was held prior to the Regular Meeting. Replacement of Fire Duty Truck D181 Unit#10 – Award of Contract – Council authorized the staff to execute a contract with Zimmer Wheaton GMC Buick Ltd for the supply of a 2022 GMC Sierra 3500 for $81,082.00 plus applicable taxes to replace Fire Duty Truck D181 Unit#10.
