Position Title: Property & Facility Maintenance Supervisor
Salary Band: Middle Managers/Coordinators
Department: Infrastructure and Operations
Reports to: Assistant Director of Infrastructure and Operations/Engineer
Status: Full Time
Classification: Non-Administrative
Location: Municipality of the District of Chester, various locations, subject to change
Hours: Normally 7:00 a.m. to 3:00 p.m., daily, subject to change.
Date: October 2020
SCOPE
The Property & Facility Maintenance Supervisor is responsible for the maintenance of all municipal
properties.
OBLIGATIONS AND RESPONSIBILITIES UNDER LEGISLATION
The Municipality of the District of Chester is committed to workplace safety and all employees
are expected to actively participate in the Municipality’s Occupational Health and Safety Policy
and Program and Occupational Health and Safety Legislation as well as Regulations of the
Province of Nova Scotia.
The Municipality of the District of Chester complies with the Employment Legislation of Nova
Scotia and all employees are also expected to act in accordance to the appropriate Legislation
as well.
QUALIFICATIONS
Grade 12 or GED equivalent.
Wastewater Treatment Level 1 or possess the ability to obtain the required certification.
Secondary education in one of the following trades: Carpentry, Mechanical, Electrical or
Plumbing.
A valid Class 5 or higher Driver's License.
Supervisory Experience.

Experience in property maintenance and/or general construction. Experience in construction
and maintenance of water and sewage works considered an asset.
Experience and working knowledge of Microsoft Office Suite.
Ability to perform physical labour for extended periods of time under varying weather
conditions.
Must be capable of lifting items safety up to 25 kgs. A qualified medical doctor’s certificate
relating to the candidate’s physical condition may be required prior to awarding position.
Must be self-starter and be capable of working independently.
Knowledge of Occupational Health and Safety Act, regulation, hazards and precautions
necessary for safe completion of required work tasks.
WHIMIS, First Aid, Fall Arrest, Confined Space certification or possess the ability to obtain.
SUMMARY OF FUNCTION
Principle Duties and Responsibilities
The following is a general outline only of the duties and responsibilities involved in this position.
It is not intended to be all inclusive or to limit the employee’s opportunity to use their own

It is also not intended to limit the employer's right to assign other duties.
Administrative
Direct and supervise the activities of property and facility maintenance personnel and sub-
contractors. Ensure all personnel are completing tasks in an efficient and safe manner.
Maintain accurate daily records of labour, equipment and materials,
Maintain including any MSDS/SDS for products used in maintenance of facilities and
properties.
Participate in the development and implementation of standard operating procedures and
standard safe work procedures.
Keep a repair log for the assigned municipal truck, monitor use of truck and make
recommendations to the Fleet Manager on replacement and repair of the truck.
Based upon the familiarity developed with municipally owned buildings and properties,
provide input during operating and capital budget preparation regarding the items that will
need to be addressed in the upcoming year and the funding likely required to cover the
necessary expenditures.
Facilities Maintenance
Responsible for overseeing maintenance of various municipal assets and properties.
Oversee and perform carpentry, plumbing, electrical, etc. repairs and maintenance (replacing
doors/windows, taps/toilets, lights, etc.)
Responsible for overseeing and performing interior and exterior painting
Undertake inspection and maintenance of Municipal Building generators
Negotiate with suppliers and sub-contractors ensuring the best value for the Municipality.
Responsible for ensuring inspection and monitoring of heat and ventilation related systems
(i.e. furnace, AC units, duct work, bathroom fans, etc.) for the purpose of ensuring the effective

operation of these systems through proper maintenance and repair, including making
arrangements for maintenance and repairs.
Make recommendations to the Director and Assistant director for any capital improvements
Property Maintenance
Responsible to ensure parks, playgrounds, roads sidewalks, trails, etc. are maintained to
municipal standards and properly inspected for all safety requirements.
Construct, repair and/or replace municipal assets on Municipal properties including, benches,
picnic tables, waste stations, guard rails, sheds, public washrooms, gazebos, playgrounds, etc.
as required.
Maintain trails including surface repairs (grading, washouts, potholes, etc.), swing gates, and
proper drainage (ditches, culverts, etc.).
Installation of information, street name and regulatory signs.
Asphalt and concrete repair (sidewalks, curbs, walkways, stairs, sports courts, etc.).
General landscaping and construction work (installation of culverts, equipment, etc.).
Responsible to supervise assigned staff and sub-contractors during the completion of
property maintenance projects.
Coordinate property maintenance; including snow removal from building entrances and
applying sand or salt as necessary.
Other Duties
Assist with the maintenance of all water and wastewater distribution, collection and treatment
plants as directed. The maintenance duties may include:
o Inspecting and reporting the condition and operation of water and wastewater
infrastructure
o Repairing and replacing equipment (i.e. Aerators, mixers, pumps, generators, fire
pump, etc.)
o Cleaning wet wells, manholes, collection piping and treatment plants
o Collecting and submitting operational data
o Maintaining and monitoring the necessary supplies for the operation and maintenance
of water and sewer systems
o Perform compliance testing as required
o Removing and installing sanitary sewer and water pipe.
Assist with snow and ice control including operating a plow truck and shoveling/salting as
required for winter maintenance activities.
Responsible for care, maintenance, and maintaining the inventory of tools and equipment.
Perform any duties outside of normal working hours.
