Position Title: Director of Infrastructure and Operations
Salary Band: Under Review

Reports to: Chief Administrative Officer
Status: Full Time
Location: Municipal Administration Office, 151 King Street, Chester
Hours: Normally 8:30 a.m. to 4:30 p.m. with other hours for meetings outside of
normal office hours, subject to change.

SCOPE
The Director of Infrastructure and Operations is responsible for directing and executing the activities,
policies and procedures of the Infrastructure and Operations Department, comprising public properties,
facilities, wastewater systems, water systems, roads and active transportation systems, and solid waste.
As a senior leader of the organization, the Director of Infrastructure and Operations provides forward
thinking leadership, technical and managerial expertise to guide the organization in delivering the
programs and services as identified by Council. The Director of Infrastructure and Operations is
responsible for the function of the Public Works Division and the Solid Waste Division in collaboration
with the Director of Public Works and the Director of Solid Waste.
The work of the Director of Infrastructure and Operations is performed with latitude for independent
judgment and action under the overall direction of the Chief Administrative Officer.

Nova Scotia.

QUALIFICATIONS
Education and Experience
1. University degree in Civil Engineering and a Professional Engineer designation (P. Eng) and/or a
master’s degree and/or a Master’s degree in Public Administration or Business Administration.
2. Leadership experience that includes responsibility for managing capital and operating budgets,
construction project administration, and human resource management leadership.
3. Leadership experience in municipal government including responsibility for wastewater systems, solid
waste management systems, water systems, and/or other public infrastructure would be an asset.
Skills/Knowledge/Competencies
Negotiating skills necessary to deal with public and private development proponents, citizens, and
the affected stakeholders, to complete projects.
Excellent leadership and mentoring skills with demonstrated ability to build effective teams and to
delegate authority to subordinates.
Ability to identify and analyze problems, develop, and present solutions, and oversee implementation.
Ability to effectively communicate with strong writing, presentation and listening skills that promote
understanding and clarity in a respectful manner.
Ability to engage with and manage relations with staff at all levels across the organization, and with
Council, vendor partners, community groups, neighboring municipalities, and the province.
SUMMARY OF FUNCTION
Principle Duties and Responsibilities
Administrative
Provides professional and technical advice to Council, Committee of Council, and senior management
on solid waste operations, engineering, and operational issues.
Considers and makes recommendations on matters such as long-range planning for municipal
infrastructure asset management, development charges, waste collection, new technologies,
alternative service delivery options and public health and safety related matters.
Identifies, develops, and implements short- and long-term Infrastructure and Operations
Departmental requirements, including determining priorities and schedules.
Analyzes conditions of infrastructure for construction and maintenance; identifies growth related
infrastructure requirements and reviews solid waste management and recycling and traffic matters.
Prepares annual Departmental budget submissions and business plan, monitors, and administers
approved budgets and reports on same and authorizes payment of accounts.
Oversees the Municipality’s infrastructure and capital constructions programs and directs the
development of operational strategies and will prepare the Department’s annual business plan,
operating and capital budgets and participates in the review and approval process of the budget with
Council.
Regularly attends and participates in Department Head and Strategic Management meetings to assist
in the coordination of Municipal matters, including policies.

Liaises with other Department Heads on matters involving various Municipal interests.
Assesses staff needs and make recommendations related to departmental organizational design and
staff complement.
Participates in the recruitment of and provides hiring recommendations for the department to the
Chief Administrative Officer for authorization.
Supervises direct reports including performance evaluation, training, and development; provides
authorization and discipline and makes recommendations as to promotions/ terminations to the CAO
for authorization.
Public Works and Infrastructure
Oversees departmental operations including engineering design, traffic studies, wastewater
management, sanitary sewers, pumping stations, water supply issues, fire hydrants, service
connections, bridges, signs, pavement markings, paving programs, traffic controls facilities
management, and winter maintenance of roads.
Provides expert advice and sound recommendations to the CAO and Council on regarding public
works, facilities management, engineering activities, capital improvements and long-range
infrastructure development plans.
Responds to requests for information from the public and resolving public complaints.
Responsible for ensuring the establishment, implementation, and review of engineering design
standards for the municipality.
Ensure that municipal assets, structures, and systems are cared for on a regular basis and undergo
proper maintenance and repair to ensure proper appearance and functionality. This would include
but not be limited to municipal buildings, wharves, and trails.
Responsible for monitoring and overseeing a range of compliance issues, ensuring the Municipality’s
environmental, safety, and regulatory liability is well-managed
Reviews and approves reports and designs (i.e., traffic, storm water management, water, sewer, etc.)
ensuring that adequate public health, convenience, and safety provisions are incorporated into the
design and administration of development agreements.
Directs and manages inspection services for new development and redevelopment to ensure
compliance with approved agreements, designs, and Municipal standards.
Establishes criteria, policies, procedures, and reviews alternative proposals to confirm compliance with
the Municipal standards.
Solid Waste
Oversight of all services and operations at Kaizer Meadow landfill provision of services such as, solid
waste management, hazardous materials, equipment operations and repair, recycling, and
enforcement.
Ensures that the Municipal Solid Waste Site policies and regulations and all Provincial Safety and
Environmental Regulations and orders are complied with.
Ensures that all safety and security standards are maintained and related to the staff, customers, and
the site itself.
Supervises Landfill Supervisor, providing direction on the safe and efficient disposal of solid waste,
including household, industrial, infectious, medical, asbestos and household hazardous materials.

Develops future plans and strategy in order to ensure a cost-efficient operation, which promotes
environmental stewardship and utilizes available resources to maximize solid waste diversion.
Analyzes and reports on contractor performance for services stipulated in various contracts, including
curbside collection contract.
Responsible for ensuring completion of investigations and reports on all incidents and accidents to
the appropriate bodies, including the Occupational Health & Safety Committee.
Collaborates with the Citizens Monitoring Committee, Provincial and Regional Committees.
Eco-Park
Work with the Economic Development Officer to develop the site and operational standards, liaise
with potential clients and provincial departments to acquire funding.
Assist with new developments, including green emergency
