Updated: March 2022 SCOPE Responsible for managing the day-to-day operations of the Public Works and Engineering division. This is a professional level engineering classification where the incumbent performs assignments requiring independent judgement and discretion. They also provide assistance to the Director of Infrastructure and Operations. OBLIGATIONS AND RESPONSIBILITIES UNDER LEGISLATION 1. QUALIFICATIONS Education and Experience 1. University degree in Civil Engineering, including a licence as a P. Minimum of 5 years of leadership experience that includes road, water, wastewater and equipment maintenance, with a minimum of 2 years in a municipal environment or an equivalent combination of relevant experience and education. 3. Certification in Water Treatment, Water Distribution and Supply, Wastewater Collection and/or Wastewater Treatment certification would be considered an asset. Skills/Knowledge/Competencies 1. Experience and ability to prudently large complex programs, including both external vendors and a variety of internal municipal resources in a fiscally accountable fashion. 2. Ability to supervise and direct a work force of technicians and labourers. 3. Ability to write concise and complete reports. 4. Knowledge of Municipal By-Laws and certain provincial statutes. 5. Progressive and comprehensive knowledge and understanding of municipal infrastructure matters such as roads, water, sanitary, stormwater management, transportation, and traffic. 6. Ability to engage with and manage relations with staff at all levels across the organization, and with Council, vendor partners, community groups, neighboring municipalities, and the province. SUMMARY OF FUNCTION Administrative 1. Responsible for the overall day-to-day supervision of direct reports and perform performance evaluations for all subordinate staff, on an annual basis. 2. Ensure that occupational health and safety practices are observed and implemented within the division and that all regulations and requirements of by-laws and statutes are enforced as required. 3. Provide leadership, input, and recommendations regarding divisional procurement. 4. Maintain records for, and measures performance of the operations of the Division as directed. 5. Foster a teamwork environment within the workplace and take an active leadership role in motivating, coaching and developing employees. Public Works and Engineering 1. Responsible for professional engineering functions in the Municipality’s public works and engineering division. 2. Plan and organize work activities of the Public Works Division staff to accomplish Department objectives, with a goal of meeting recognized standards for municipal operations. 3. Responsible for carrying out a comprehensive maintenance and capital improvements program for the Municipality’s sewer/waste plants, roads, sewer system, and water system. 4. Responsible for the management of all consultants/contract related to engineering/public works. Director of Public Works Job Description (continued) 3 5. Working with other Municipal Department Heads, plan capital projects through budgeting, coordination of consultants, and the selection and overseeing of contractors. 6. Developing, implementing, and/or interpreting policies, bylaws, acts, regulations, etc. 7. Prepare and review engineering plans and specifications. 8. Prepare, design and oversee construction project bid proposals from the tender stage through to project completion. 9. Establish, implementation and review of engineering design standards for the municipality. 10. Make decisions related to the effective and efficient operation of the division considering all legislation, regulations, policies and standard practices and guidelines. 11. Ensure that municipal assets, structures and systems are cared for on a regular basis and undergo proper maintenance and repair to ensure proper appearance and functionality. This would include but not be limited to municipal buildings, wharves and trails. 12. Ensure that work site operations are conducted in a safe manner. 13. Oversee the Municipal Fleet. 14. Attend Council meetings and make presentations to Council, as required. Division Head 1. Develop and maintain cooperative and respectful relationships with staff, co-workers, and supervisor. 2. Work with the Director of Infrastructure and Operations, and the Senior Management Team in the development, review, and implementation of capital projects across the municipality. 3. Work with the Director of Infrastructure and Operations, to prepare divisional and departmental budgets and ensure that the Division operates within the budgets established by Council. 4. Assist in developing departmental levels of service for Council approval and identifying and resolving problems for the Department as required. 5. Working with other Municipal Department Heads, plan capital projects through budgeting, coordination of consultants, and the selection and overseeing of contractors. 6. Provide professional civil engineering consultation to the Chief Administrative Officer regarding public works, building and engineering activities. 7. Provide public relations assistance for wastewater systems in a professional courteous manner. 8.
