Position Title: Wastewater/Project Engineer
Salary Band: Directors 2/Senior Contributors
Department: Infrastructure and Operations Department - Public Works Division
Reports to: Director of Public Works
Status: Permanent Fulltime
Location: Municipal Complex (151 King Street) and various wastewater treatment
plant locations, subject to Change
Hours: Normally 8:30 a.m. to 4:30 p.m. daily Monday to Friday, subject to change.
Occasional weekend and afterhours work may be required.

SCOPE
The Wastewater/Project Engineer is responsible for the technical assistance with general
administration, operation, and maintenance of the Municipality’s Wastewater Systems. Other
duties include technical assistance with other municipal assets and Capital Programs as directed
by the Director of Public Works.

QUALIFICATIONS
Education and Experience
1. University degree in Civil Engineering.
2. Qualified as an Engineering in Training with Engineers Nova Scotia or a licence as a P. Eng and
registration with Engineers Nova Scotia.
3. Three or more years’ experience of progressive leadership experience in an engineering
department with a municipality or multi discipline consulting firm, leading on complex
engineering projects, ideally related to water or wastewater
4. PMP designation is an asset.
Skills/Knowledge/Competencies
1. Possess a valid Nova Scotia Driver’s license
2. Ability to write concise and complete reports.
3. Listening and communication skills; must be able to communicate plans, thoughts, and
rationale to teammates, both verbally and in writing
4. Knowledge and proficient use of personal computers and related software (i.e., Microsoft
Office)
5. Ability to effectively communicate with strong writing, presentation and listening skills that
promote understanding and clarity in a respectful manner.
6. Ability to identify and analyze problems, develop and present solutions, and oversee
implementation.
7. Knowledge and use of Supervisory Control and Data Acquisition (SCADA) systems and
associated computer databases and preventative maintenance software
8. Knowledge of personnel and supervisory principles
9. Knowledge of laws, rules, regulations, occupation hazards and safety precautions related to
water and wastewater systems and other infrastructure as applicable.
SUMMARY OF FUNCTION
Principle Duties and Responsibilities

Administrative
1. Technical assistance with the overall day-to-day operational and capital programs.

2. Ensure that occupational health and safety practices are observed and implemented within
the division and that all regulations and requirements of by-laws and statutes are enforced
as required.
3. Assist in preparation of annual operational and capital budgets.
4. Prepare purchase requisitions, ensure ordered purchases are received and file all
appropriate paperwork with the Administrative Assistant.
5. Foster a teamwork environment within the workplace and take an active leadership role in
motivating, coaching, and developing employees.
Wastewater & Water Operations
1. Responsible for preparation of reports to the applicable Federal and Provincial regulatory
agencies.
2. Maintain up to date operations and maintenance manuals.
3. Prepare and maintain maintenance schedules in liaison with wastewater and maintenance
staff.
4. Responsible for ensuring inventory of all necessary supplies, parts and chemicals required
and maintaining a detailed inventory of the same.
5. Ensure safety equipment inventory is maintained and applicable inspections are
completed.
6. Responsible for ensuring up to date mapping and asset inventory for wastewater systems.
Assistance with up-to-date mapping and asset inventory for other municipal assets as
directed by the Director of Public Works.
7. Maintain truck log for assigned truck including but not limited to fuel usage, repairs,
monthly inspections, etc.
8. Maintain a database for operator certifications and related skills. Schedule training and re-
certification requirements for operators as required to maintain wastewater operation
certification.
9. Conduct inspections on equipment, treatment process, buildings, etc. and report on the
operation of infrastructure.
10. Collect, input, analyse and submit operational data.
11. Oversee the operation and ensure maintenance of SCADA systems.
12. Perform inspections of installation of municipal infrastructure to ensure compliance to
drawings and specifications.
13. Review compliance and process monitoring data to determine if treatment facilities are
operating within established operating permits.
14. Oversee and manage a program for hydrant flushing and winterizing activities.
15. Ensure proper operation and maintenance of fire pump and fire protection equipment.
16. Oversee the maintenance program of any associated back-up power generation units.
17. Assist with overseeing capital improvements of municipal infrastructure as directed by the
Director of Public Works.

1. Provide technical support and advice in the implementation of capital projects including
assistance with technical support for wastewater strategy.
2. Actively participate in evaluating internal processes and procedures to ensure that
wastewater planning, and engineering activities are delivered in accordance with
Municipal and Provincial guidelines and in a cost effective, efficient, and timely manner.
3. Assist the Director of Public Works in management of consultants, contract, and capital
projects
4. Attend Council meetings and make presentations to Council, as required.
Supervision and Management
1. Provide technical assistance to personnel involved in the operations and maintenance of
wastewater systems.
2. Develop and maintain cooperative and respectful relationships with staff, co-workers,
contractors, consultants, and the public.
3. Provide public relations assistance for wastewater systems in a professional courteous
manner.
4. Assist in the Department’s development and implementation of goals, objectives, policies,
standard operating procedures and priorities.
5. Ensure compliance with all safety policies, procedures, rules, and regulations associated
with the water and wastewater systems.
6. Provide technical assistance to Direct Responsible Charge for the following treatment
facilities, and associated collection systems:
a. Chester Wastewater Treatment Plant – Class II
b. Western Shore Wastewater Treatment Plant – Class II
c. Mill Cove Wastewater Treatment Plant – Class II
d. Chester Basin Wastewater Treatment Facility – Class I
e. Chester Acres Wastewater Treatment Facility – Class I
7. Provide technical assistance for the following facilities:
a. New Ross Sewage Collection and Disposal System (Onsite system)
b. Mill Cove Water Distribution System for Fire Protection only
