The capital budget for 2022/23 includes the purchase of a replacement excavator, approved by Council on April 2022. The estimated budget for a replacement compactor was set at $1,145,000. The CAT 826 is down due to a fire creating an operational emergency situation whereby a replacement compactor is required immediately. RECOMMENDATION Staff respectfully recommend that Council approve the purchase of a new TANA model H380 ECO Landfill Compactor, from Saunders Equipment at $1,207,950 plus HST (included 5 year / 10,000 hours extended warranty). To maximize the compactor’s operational effectiveness staff also request approval of the additional Geographic Positioning System (GPS) at $89,661 plus HST. The total cost requested for approval is $1,297,620 plus HST ($152,620 increase in capital budgeted). BACKGROUND A compactor is required at the Kaizer Meadow landfill for compacting and reducing bulk waste to maximize space within the landfill. The more efficient the compaction the better the cost savings. The existing CAT 826 compactor (2011) is 11 years old with over 19,500 hours and was long overdue for replacement. An engine fire on August 8, 2022 has put the compactor out of commission indefinitely. The loss of the compactor puts us in an unfortunate situation, primarily due to timing and our limited landfilling capacity and other associated factors. We are fortunate to have our D6 Dozer to help manage the incoming garbage in the meantime. But the Dozer is not a compaction machine and thus not a viable long-term substitute. Compactors are purpose made for compressing landfill waste and have twice the compaction of our D6 Dozer. As part of the Municipality’s asset management program for fleet, in consultation with Valley Waste, staff developed the Landfill Vehicle Replacement Policy (P107). Recognizing that the landfill requires reliable equipment and a lifecycle management approach that ensures timely replacement, Council approved the Policy on June 23, 2022. The Valley Liaison Committee also supports the new Policy. REPORT TO: CAO and Council SUBMITTED BY: Christa Rafuse, P. Eng DATE: August 23, 2022 SUBJECT: Compactor Replacement for Kaizer Meadow ORIGIN: Capital Budget 2022/23 2 Request for Decision DISCUSSION Remaining landfill capacity is a major concern. Cell 3B is presently under construction and targeted for substantial completion in February 2023. We expect to be entering the new cell in late spring / early summer 2023 at which time the current cell will have reached maximum capacity. With only 50% compaction using the backup CAT D6 dozer compared to the CAT 826 compactor, the existing cell will reach maximum capacity in half the time. To ensure continued processing of waste, staff will take measures by temporarily rejecting non-contractual waste delivery, using the elevation on existing cells, and limiting mixed C&D Although we did not have the opportunity to investigate other suppliers due to the urgency of getting this request to Council as soon as possible, we are confident that both TANA and CAT machines meet our requirements based on previous experience and research. Our recommendation to purchase the TANA compactor is based on availability of a new machine, Saunders Equipment estimates a 3-to-4-month delivery timeline for a TANA while Toromont CAT estimates 8-to-10-months. We also noted technical features in TANA that claim to improve waste compression compared to other machines in the same weight class. IMPLICATIONS Policy  Procurement Policy P-04 o Appendix 1, Alternative Procurement Circumstances, 1 Where an unforeseeable situation of emergency exists, and the goods cannot be obtained in time by means of open procurement.  Landfill Equipment Replacement Policy P-107 o Addresses lifecycle planning and equipment replacement with corresponding need for reduction of emissions. Financial/Budgetary In the capital budget for 2022/23, $1,145,000 was approved by Council for purchase of a new compactor. The cost for the proposed 2022/23 TANA including GPS and extended warranty is $1,389,142.50 plus HST. See above Recommendation. This purchase will be funded by $200,000 from the landfill equipment reserve, $200,000 from operations and the balance from borrowing.
