Kurvink, RDOS Manager of Finance presented the RDOS 2020 Tax Requisition H-2 Fall 2019 Okanagan Regional Library (ORL) Update - D. Nettleton, Okanagan Regional Library Chief Executive Officer provided an update on ORL Chief Financial Officer left the meeting at 7:35 PM Chief Financial Officer returned to the meeting at 7:37 PM Page 3 of 10 Regular Open Minutes of February 10, 2020 I DEVELOPMENT PERMIT/VARIANCE PERMIT I-1 Zoning Amendment - 6422 Main Street - Director of Development Services presented his report R-40/2020 It was MOVED and SECONDED That Zoning Amendment Bylaw 1380.12 be read a first and second time and proceed to a public hearing; and That the holding of the public hearing be scheduled for February 24, 2020; and That staff give notice of the public hearing in accordance with the requirements of the Local Government Act; and That prior to adoption of Zoning Amendment Bylaw 1380.12, the developer pays the costs of closing the existing driveway access from Main Street. CARRIED J BYLAWS J-1 Housing Agreement Authorization Bylaw No. 1011, 2002 - Corporate Officer presented her report R-41/2020 It was MOVED and SECONDED That Council repeal Housing Agreement Authorization Bylaw No. 1011, 2002. CARRIED Page 4 of 10 Regular Open Minutes of February 10, 2020 K BUSINESS K-1 Joint Grant with RDOS - Community Emergency Preparedness Fund for Emergency Support Services - Corporate Officer presented her report R-42/2020 It was MOVED and SECONDED That the Town of Oliver participate in a joint grant application with the RDOS to the UBCM Emergency Support Services program; and That Council supports the Regional District of Okanagan-Similkameen to apply for, receive, and manage grant funding on the Town of Oliver's behalf for Emergency Support Services. CARRIED K-2 Call for Resolutions for 2020 SILGA Convention - Corporate Officer presented her report R-43/2020 It was MOVED and SECONDED That Council receive the 2020 SILGA Call for Resolutions report; and That Council submit potential resolution topics to the Corporate Officer prior to the February 24, 2020 Regular meeting for consideration. CARRIED K-3 Interior Health Authority, Community Food Action Initiative Grant Funding - Corporate Officer presented her report R-44/2020 It was MOVED and SECONDED That Council directs staff to submit a 2020-2021 Community Food Action Initiative Single-Year Funding Application for $6,000 to Interior Health Authority. CARRIED L-2 Correspondence dated January 22, 2020 from the Village of Canal Flats seeking support for the addition of postal banking at Canada Post, with a mandate for financial inclusion R-46/2020 It was MOVED and SECONDED That the Village of Canal Flats correspondence regarding postal banking at Canada Post be received and filed. CARRIED L-3 Email dated January 24, 2020 from Kenya Rogers seeking a resolution regarding the violation of rights on Wet'suwet'en territory R-47/2020 It was MOVED and SECONDED That the email from Kenya Rogers seeking a supportive resolution respecting Wet'suwet'en rights be received and filed. CARRIED L-4 Correspondence dated January29, 2020 from the UBC Faculty of Medicine "2020 Southern Healthcare Traveling Roadshow Coordinators" R-48/2020 It was MOVED and SECONDED That Council direct staff to coordinate a meeting with UBC Faculty of Medicine students the afternoon of May 5 or 6, 2020. Correspondence dated January 31, 2020 from the Regional District of Okanagan-Similkameen regarding proposed landfill fee changes effective April 1, 2020. 4. February 5, 2020 letter from the BC Liquor and Cannabis Regulation Branch regarding Cannabis Regulation Policy Directive 20-01 with respect to minimum retail prices for non-medical cannabis. Not suggesting a policy or resolution but wish to make the rest of staff and council and the community aware that this is an action to work towards inclusivity which was the theme of the LGLA • February 10, 2020 - Community Safety & Crime Prevention meeting - D. Scarborough the Chair of the CAST table in Penticton presented. Just briefly - the CAST is a hub or situation table comprised (in Penticton) of 23 agencies, they identify individuals who are in imminent crisis and intervene. We passed a resolution "That the CSCP Committee recommend to Council to access supportive funding provided through the Ministry of Attorney General to establish a Hub Table for the south Okanagan which will come to a future meeting".
