Schultz, Deputy Corporate Officer A CALL TO ORDER Mayor Hovanes called the meeting to order at 7:00 pm B ADOPTION OF AGENDA R-279/13 It was MOVED and SECONDED That the agenda be adopted as amended by:  Adding Airport Advisory Committee Appointment (J-2)  Moving F-1 to J-3 CARRIED C ADOPTION OF PRIOR MINUTES C-1 Minutes of the October 28, 2013 Regular meeting R-280/13 It was MOVED and SECONDED That the minutes of the October 28, 2013 Regular meeting be adopted as circulated. CARRIED D BUSINESS ARISING OUT OF PRIOR MINUTES None E COMMITTEE REPORTS E-1 Minutes of the October 28, 2013 Committee of the Whole meeting R-281/13 It was MOVED and SECONDED That the minutes of the October 28, 2013 Committee of the Whole meeting be received. F WATER MATTERS None G DELEGATIONS & PETITIONS None H DEVELOPMENT PERMIT/VARIANCE HEARINGS None I BYLAWS None J BUSINESS J-1 Discussion on location for Christmas Light-Up - Councillor Doerr advised Council that the Oliver Business Association was unable to use the Mesa Hotel lot for the Christmas Light Up as in the past. -Requesting to block off School Avenue between Hwy 97 and Kootenay Street for the event. R-282/13 It was MOVED and SECONDED That the Oliver Business Association be authorized to close off School Avenue between Hwy 97 and Kootenay Street for set up and tear down of the Christmas Light Up on November 29, 2013. CARRIED Late Item J-2 Airport Advisory Committee Member at Large Appointment R-283/13 It was MOVED and SECONDED That Cal Craik be appointed to the Airport Advisory Committee as the Member at Large CARRIED Page 2 of 5 Regular Open Minutes of November 12, 2013 J-3 Reclaimed Water Upgrading & Effluent Infiltration Basin Recommendation of Award The Municipal Manager summarized the engineer’s report R-284/13 It was MOVED and SECONDED That Grizzly Excavating be awarded the Reclaimed Water Upgrading and Effluent Infiltration Basin project per their tender price of $271,855.50 based on the implementation of cost savings outlined in the Engineer’s report of November 6, 2013. CARRIED K CORRESPONDENCE K-1 a) Letter dated October 16, 2013 from C. Dauphin, FCM President re: Renewal of Annual Membership R-285/13 It was MOVED and SECONDED That the Town renew the Federation of Canadian Municipalities (FCM) membership for 2014. CARRIED K-2 a) E-mail dated October 9, 2013 from M. Kiviste, South Okanagan Community Literacy Program, Okanagan College re: Volunteer Adult Literacy Tutors Required. b) Copy of letter dated October 28, 2013 to Minister Oakes from S. Wells, Mayor Town of Osoyoos re: Osoyoos Municipal Expansion. c) Correspondence in the Council Reading File. R-286/13 It was MOVED and SECONDED That the Volunteer Adult Literacy Tutors Required E-mail, Osoyoos Municipal Expansion Letter and the Council Reading File Correspondence be received.
