ALL IN FAVOUR. MOTION CARRIED. PUBLIC INPUT Anthony Rogers of Chester (Stanford Lake Road) indicated that Halyard Developments was here to provide an update. He noted that Councillor Veinotte has recused himself as he is involved, through his business, in the development. He wanted to point out that Councillor Veinotte should remove himself from the room and Council agreed that is the procedure when there is a conflict. MINUTES OF PREVIOUS MEETINGS 4.1 Council – April 27, 2023. 2023-245 MOVED by Councillor Church, SECONDED by Councillor Assaff that the minutes of the April 27, 2023 Council Meeting be approved as amended. ALL FAVOUR. MOTION CARRIED. Council (continued) May 11, 2023 207 COMMITTEE REPORTS 6.1 Equity, Diversity, & Inclusion - April 25, 2023 - Councillor Connors. a. Accessibility Awareness Week Proclamation recommendation from the Committee. Councillor Connors noted that the policy allows for the Equity, Diversity, & Inclusion Committee to bring forward recommendations. She and Councillor Assaff will report back to the Committee that Council has proclaimed Accessibility Awareness Week. PUBLIC PRESENTATIONS 7.1 Aaron Ewer, Halyard Developments regarding Wastewater update - Chester Hills. Councillor Veinotte declared conflict of interest and left the room. Present was Aaron Ewer and Andy Knowles of Halyard Developments who indicated that they wished to have a discussion with Council on the proposed fee for sewer connection. Members of Council and the Developers discussed various options and concerns with regard to the proposed amount of the fees, density, infrastructure funding and costs, on-site and municipal sewer connection, cost of the sewer expansion and not passing on those costs to other residents, subdivision and bare land condos, what is as of right development and what might require a development agreement, wells, and time frame. It was agreed to have staff prepare information for further review and discussion. Mr. Ewer and Mr. Knowles left the meeting. Councillor Church noted that a person in the galley, Heather MacIntosh, wished to speak regarding the Halyard Development. Council agreed. Heather MacIntosh, 80 Stanford Lake Road noted that she is one of several community members who are concerned about the scope of the project, noting that she heard two changes during the presentation with the developers today. She felt the project was moving away from the Municipal Planning Strategy (MPS) and asked if it was permitted under the MPS in terms of density. Council (continued) May 11, 2023 208 She also had a question about the well downstream and the water table; what would be the impact on the people who use same aquafer. She has seen different plans and heard different sales pitches, and different numbers of units. It doesn’t feel great to the people who live there and don’t know what is happening. The CAO noted that a bare land condo requires a development agreement, however, if the developer were to break up the lots it would be an as of right development. Warden Webber noted that it would depend on their final version. Councillor Veinotte returned to the meeting room. BY-LAWS AND POLICIES POLICY: 8.1 Second Notice - Adoption of Policy P-111 Property Assessed Clean Energy (PACE) Program Policy. 2023-248 MOVED by Councillor Church, SECONDED by Deputy Warden Shatford that Council conduct Second and Final Notice to Adopt Policy P-111 Property Assessed Clean Energy (PACE) Program Policy. ALL IN FAVOUR. MOTION CARRIED. MATTERS ARISING There were no matters arising for discussion. CORRESPONDENCE 10.1 Letter from Church Memorial Park requesting the Municipality pay for and lead a feasibility study to determine if it makes finance sense to continue to upgrade the existing facility or to plan for a new facility. Councillor Church indicated that the Church Memorial Park Trustees have been approached by an interested group of individuals who want to fundraise for a new arena and need information on whether to keep and repair the current facility or move in a new direction. They would like to determine what the community needs and wants. Council (continued) May 11, 2023 209 Discussion was held regarding the need for a feasibility study, however, Council felt that it was not the Municipality that should entirely fund or lead the study, however, Council would consider working with Church Memorial Park. A new rink is not a strategic priority of Council. It was estimated that a feasibility study would cost anywhere between $50,000 and $100,000. It was agreed to have a representative from the Board come to Council to discuss the matter. NEW BUSINESS 11.1 Request for Decision prepared April 27, 2023 - Financial & Information Services - Banking Resolutions. The CAO reviewed the Request for Decision regarding banking resolution for a credit limit of $600,000 if needed as well as a Certificate of Account Authorities from the Bank of Montreal to allow the replacement of corporate credit cards with P-Cards, which operate like a credit card but provide more control. 2023-249 MOVED by Deputy Warden Shatford, SECONDED by Councillor Assaff that Council approve the authorization of the TPS Certificate of Account Authorities for the Bank of Montreal (to allow for P-Cards) as well as the Borrowing Resolution for Scotiabank to continue with a $600,000 line of credit with Scotiabank. 11.2 Request for Decision prepared May 1, 2023 - Corporate & Strategic Management - Municipal Welcome Signs. Present were Erin Lowe, Senior Economic Development Officer and Tammie Bezanson, CET to review the Request for Decision for the welcome signs to be placed at the entrances of the Municipality of Chester. The sign includes “Welcome” in English, French, and Mi’kmaq. It was also noted that since the size of the signs has been reduced, the overall cost has decreased significantly. 2023-250 MOVED by Councillor Veinotte, SECONDED by Councillor Assaff that Council approve signage locations, size, design and budget not to exceed $4,000 + HST for the production and installation of six municipal “Welcome” signs (in the English, French, and Mi’kmaq languages) to be placed at entrances to the Municipality. Council (continued) May 11, 2023 210 11.3 Request for Decision prepared April 21, 2023 - Community Development & Recreation - Private Street Maintenance Petition from Deep Cove Property Owners’ Association. Sylvia Dixon, Development and Planning Technician was present to review Request for Decision prepared April 21, 2023 regarding the request for Private Street Maintenance Petition from Deep Cove Property Owners’ Association. She outlined the results of the petition. 2023-251 MOVED by Councillor Connors, SECONDED by Councillor Assaff that Council accept the Deep Cove Property Owners’ Association petition package for private street improvement and maintenance, and direct finance staff to implement a special tax for the affected accounts to take effect in the 2023/2024 fiscal year. ALL IN FAVOUR. MOTION CARRIED. Warden Webber asked who would advise Canada Post with regard to Borgalds/Borgels Point Road. The Development & Planning Technician indicated that the province would advise once the road name is approved, however, she will send the information to Canada Post. A break was held from 9:44 a.m. to 10:00 a.m. 11.4 Chester Commons Sidewalk - Councillor Wells. Councillor Wells indicated that he has received a petition for sidewalks on the Commons Road that was initiated by residents in the area. he has also spoken with a lot of people about their safety concerns over the last two years. He would like to start the process and suggested the sidewalk could be installed in stages. It was also noted that the road crosses over into District 1 from District 3. Councillor Wells indicated that he knew it would not be in this year’s budget but is hoping there could be something in next year's budget. Councillor Veinotte (District 1) agreed, noting that he grew up on that road and was aware of the safety concerns for walkers and cyclists. It was agreed to request staff to conduct a preliminary assessment. (10:12 a.m.) _________________________ _________________________ Allen Webber Pamela Myra Warden Municipal Clerk This meeting can be viewed at www.youtube.com/modcvideo REQUEST FOR DECISION REPORT TO: Council MEETING DATE: May 18, 2023 DEPARTMENT: Community Development & Recreation SUBJECT: Order to Remedy ORIGIN: Unsightly Property: CM-US2021-013 Date: May 11, 2023 Prepared by: Brendan Mosher, Bylaw Enforcement Officer Date: May 11, 2023 Reviewed by: Chad Haughn, Director of Community Development & Recreation Date: May 11, 2023 Authorized by: Tara Maguire, Deputy CAO RECCOMENDED MOTION The Building Code & Unsightly Premises Committee recommend the following motion to Council: Motion by Deputy Walden Floyd Shatford, 2nd by Councillor Tina Connors that Council approve staff to work with legal Counsel on the issuance of a Summary Offense Ticket to the property owners of 11 Valley Road, Chester, (PID# 60091188) based on section 344 and section 348(4) of the Municipal Government Act for failing to abide by the Order previously served along with a Long Form Information so that the Municipality can also seek to have the property cleaned up pursuant to section 505(4). CURRENT SITUATION File number CM-US2022-013, property located at 11 Valley Road, Chester, (PID# 60091188) is before Council as it is an ongoing case file with an unsightly premises concern. The unsightly concern is regarding the property owner’s household items and debris building up around the property and which the property owners have failed to take any action despite multiple warnings and orders issued. BACKGROUND May 17th, 2022 – Initial complaint was received regarding this property and Brendan Mosher and Senior Development Officer, Heather Archibald conducted a site visit as the property owner also has some long outstanding land-use violations. During the site visit it was determined the property is in an unsightly premises condition. After review of the history of this property I had a discussion with the gentlemen on the property and I outlined that this property was already given assistance (2019) to bring the property back into compliance with the condition it would not come back into an unsightly state. I informed him we will only be giving one warning to clean up the property but will take time into consideration for his personal health/ mobility. August 12th, 2022 – B. Mosher, Bylaw Enforcement Officer conducted a re-inspection and determined no progress has been done to the property. Where the verbal conversation did not accomplish anything to the property B. Mosher issued a thirty (30) day final warning letter. January 12th, 2023 - Legal advice was obtained on next steps if the property is not in compliance after the final warning letter. It was decided that while working in conjunction with Development to continue sending letters and issue a long form ticket after another letter and wait for the Land-Use violation to be resolved. R e q u e s t f o r D e c i s i o n P a g e | 2 April 5th, 2023 - Final thirty (30) day letter issued. After the thirty (30) day final compliance letter, there was no efforts of clean-up being conducted. April 5th, 2023 - In the April 5th, 2023 meeting it was recommended to council to issue a twenty-one (21) day order to comply. The committee made the motion to approve the recommendation and issue the order. May 2023 - A twenty-one (21) day order to remedy was issued following this motion from the committee. A site re-inspection was conducted on May 1st , 2023 with no noted progress made. May 11th, 2023 - Brendan Mosher presented the Building Code & Unsightly Premises Committee with options. There was a motion made to recommend to council that the property owner be charged contrary to section 344 and section 348(4) for failing to abide by the Order previously served along with a Long Form Information so that we can also seek the remedy that the property be cleaned up pursuant to section 505(4). IMPLICATIONS By-Law/Policy The following bylaws and Acts are outlined for this report: Municipal Government Act: MGA Section 344 – “Every property in a municipality shall be maintained so as not to be dangerous or unsightly.” MGA Section 346 (1) – “Where a property is dangerous or unsightly, the council may order the owner to remedy the condition by removal, demolition or repair, specifying in the order what is required to be done.” MGA Section 348 (4) – “After the order is served, any person who permits or cause a dangerous or unsightly condition, continues to permit or cause a dangerous or unsightly condition or who fails to comply with the terms of the order is liable, on summary conviction, to a penalty of not less than one hundred dollars and not more than five thousand dollars, and in default of payment to imprisonment for not more than three months.” MGA Section 505 (4) – “In addition to a fine imposed for contravening a provision of this Act, a regulation or a by-law of a municipality made pursuant to this act, a judge may order the person to comply with the provisions, order, regulation, or by-law under which the person was convicted, within the time specified in the order. Dangerous or Unsightly Premises Policy P-80 The Dangerous & Unsightly Committee determines when a property is considered dangerous or unsightly and through the Bylaw Enforcement Officer attempts to bring violations into compliance. Financial/budgetary If the property owner does not follow through with the issued order the Municipality of Chester will complete the assigned order through the Heavy Equipment Contract and any expenses accumulated will be assigned to the property owner’s taxes. The order will also include a Municipal Building Inspector visit to the site to gather GPS data on the structure to confirm that the structure is not over the property line. Installation of a large vinyl tent. 2. An addition built onto a shed. 3. Construction of a homemade vehicle maintenance hoist/ramp. The property owners have not obtained the correct development permits for the three items listed above. BACKGROUND May 17th, 2022, Brendan Mosher, Bylaw Enforcement Officer & Heather Archibald, Senior Development Officer conducted a site visit and spoke with the property owner in the doorway of the home, who then directed us to the back yard to speak with her partner who also lives on the property. Heather Archibald, Senior Development Officer explained that the addition that was built onto the shed structure, the installation of the vinyl tent, and the construction of a homemade vehicle maintenance hist/ramp was done without the proper development permits. The options presented included the removal of all three structures listed or apply for the correct development permits. Heather Archibald, Senior Development Officer outlined the process and said that they could use one application to deal with all three land-use violations. Brendan Mosher, Bylaw Enforcement Officer outlined that he would send a letter along with the application to the property owner within the next week and they would have thirty (30) days to apply for the permit or remove the structures. The property owner agreed to this. Brendan Mosher, Bylaw Enforcement Officer returned to the office and issued a thirty (30) day request to comply letter along with the development application. October 10th, 2022, to date there has been no application submitted to the development office. The addition to the structure has also not been removed. It was agreed that we issue a final request to comply letter and then proceed to council for next steps. January 17th, 2023, to date there has been no application submitted to the development office. The addition to the structure, the vinyl tent, and the homemade vehicle maintenance hoist/ramp has also not been removed from the property. April 6th, 2023, to date there has been no application submitted to the development office and the three structures remain in place. IMPLICATIONS By-Law/Policy Chester Area Land Use By-law Section 2.3 - Development Permit Required: The owner of a property shall not undertake, or cause or permit to be undertaken, any development thereon unless a development permit has been issued therefore by the Development Officer and the permit is in force. Section 2.5 - Application Required: Every developer wishing to obtain a development permit shall submit an application for such development permit to the Development Officer in the form prescribed from time to time by council. Section 2.16 - Violations: In the event of any alleged contravention of the provisions of this Land Use By-law, the Municipality of the District of Chester may take action as outlined in Sections 505, 506 and 508 of the Municipal Government Act, as amended from time to time. Section 16.16 - Definition of Development: DEVELOPMENT includes the erection, construction, alteration, placement, location, replacement or relocation of, or addition to, a structure and a change or alteration in the use made of land or structures. Specifically, it was suggested that the Small Capital Grant be looked at as well as the eligibility restrictions on private member clubs. BACKGROUND Over the 2022-23 fiscal year, Council conducted an in-depth review of the various grants that are offered through the Municipality. Numerous changes were made in an attempt to create a grants program that appropriately supports the various needs of local not-for-profit community organizations. The changes agreed to by Council were implemented by staff including the update of grant guidelines and application forms. The changes were then promoted to the community. DISCUSSION Major Capital Grant At the April 6th meeting, Council indicated that there is a gap in the capital grants. Although Council suggested that the Major Capital Grant Program does not require changes, it is important to remember that the Major Capital Grant has a minimum funding of $10,000 and a maximum funding of $100,000 and the project must be new construction, or must enhance the services offered. The annual budget is set at a maximum of $250,000 with funds coming from 1/3 Wind Reserve. Small Capital Grant The newly created small capital grant is targeted at smaller scale projects with a maximum funding of $10,000. The annual budget is set at a maximum of $25,000 with funds coming from 1/3 Wind Reserve (guidelines attached). One problematic area raised with the small capital grants is the ineligibility of maintenance and repair projects. Groups with projects such as roof or siding replacements are not eligible. A second area of concern is the maximum funding of $10,000 is perhaps too restrictive. If Council chooses to adjust the maximum funding, the Major Capital minimum funding should be considered as well so groups have clear direction on which grant is most suitable for their project. Any changes to the grant program could be made to the grant guidelines and implemented in the 2024-25 fiscal year. R e q u e s t f o r D i r e c t i o n P a g e | 2 Attached to this report is a list of facilities in the Municipality that are owned and operated by not-for-profit organizations. This list provides some background information related to the organizations that may have facility capital projects and who may seek capital grant support at some point in the future. Private Member Clubs In the current grants program, private member clubs are not eligible to receive capital funding. More recently, Council has relaxed the eligibility criteria to private member organizations (i.e. Legions) and they are now eligible to apply for grant funding to support events and activities that are open to the public. The restrictions on private member organizations have been a topic of conversation on several occasions in the past, with the primary concern focused on public funds being used to support a group where the benefit is only for members. Member based organizations normally have specific benefits that are reserved for those with paid membership. Some would argue that private member clubs should not be penalized because they use a funding model that collects annual fees from participants. Membership fees are collected in order to raise funds to support the operations of the organization. Other groups may have a slightly different model and may charge a participation or registration fee, but those groups are eligible for Municipal grants. A few local examples of private member-based organizations include the Chester Tennis Club, the Captain Kidd Rod & Gun Club, the Hubbards Sailing Club. OPTIONS 1. Consider changes to the project eligibility of the Small Capital Grant program. 2. Consider increase to the Small Capital Grant budget. 3. Determine if eligibility changes should be made for private member clubs. This funding opportunity is intended to support minor capital projects, such as, improvements to facilities or purchase of equipment that will expand the capacity of the organization. Eligible Applicants  You must be a non-profit organization, or otherwise comply with the requirements of the Municipal Government Act for eligibility for a grant or contribution by a Municipality (Section 65(AU).  Your primary purpose must be to operate, sponsor or encourage programs, activities, or facilities within the Municipality of the District of Chester.  Council may make eligibility exceptions on occasion when deemed appropriate. CURRENT SITUATION Council discussed a number of recommendations from the Wastewater Service Study (2022) during its December 22, 2022 meeting. Two Motions resulted from that discussion: Motion 2022-549 approved a series of next steps for each wastewater system, and Motion 2022-548 prioritized action for critical upgrades to the Chester Basin wastewater system. Staff issued an RFP, MODC-T-2023-02 – Chester Basin WWTP: Site Selection, Technology, and Probable Costs via the eProcurement platform Bids & Tenders on April 25, 2023 with a deadline for submissions on May 10, 2023 at 3:00pm. BACKGROUND The current Chester Basin Wastewater Treatment Plant (WWTP) is currently at capacity, uses chlorine for disinfection (with no de-chlorination), and treats wastewater from eight (8) equivalent dwelling units (EDUs). In addition, the increased frequency and intensity of storm events, storm surges, and coastal flooding causes tidal inundation in the chlorination chamber, which results in improperly treated effluent. As an asset at the end of its useful life and located at a site vulnerable to the impacts of climate change, the Chester Basin WWTP faces heightened risk of failure and service disruption. With these factors in mind, plus the desire to accommodate future development, the Municipality invited proposals from consultants to:  investigate locations for a future plant;  evaluate technology options available for a small, expandable package type WWTP; and  provide probable costs for the same, including costs of a collection and transmission system to deliver wastewater to the new plant location options. R e q u e s t f o r D i r e c t i o n P a g e | 2 The scope of work also called for a review of the existing plant and collection system to determine what can be reused as well as costs for decommissioning the existing plant and unused infrastructure. It is likely that only the current gravity system and outfall will be acceptable for future uses as well as some of the existing lift station infrastructure. In addition to informing a capital plan for a new Chester Basin wastewater system, cost estimates provided by the completion of this work will support an application to the Disaster Mitigation and Adaptation Fund (DMAF). DMAF is a federal grant program that invests in public infrastructure to mitigate the potential economic, environmental, and social impacts of climate change, and to strengthen community resilience to disasters triggered by natural hazards and extreme weather events. Due to the elevation of the existing WWTP infrastructure, sea level rise will eventually overwhelm the WWTP, so relocation costs for a new system will be eligible for consideration under DMAF. The DMAF program considers infrastructure projects that have a minimum of $1M in eligible expenditures. The work for MODC-T-2023-02 – Chester Basin WWTP: Site Selection, Technology, and Probable Costs must be completed by June 30, 2023. Applications to the Disaster Mitigation and Adaptation Fund (DMAF) are due by July 19, 2023. DISCUSSION Four (4) proposals were received for the RFP MODC-T-2023-02 – Chester Basin WWTP: Site Selection, Technology, and Probable Costs. Financial/budgetary The amount allocated or the MODC-T-2023-02 – Chester Basin WWTP: Site Selection, Technology, and Probable Costs was identified in the December 15, 2022 Request for Decision and approved in the resulting Motion 2022- 549. The cost for this project will have an impact on the year-end Sewer Reserve transfer. Environmental The current Chester Basin WWTP does not meet regulatory requirements for quality of effluent and the site is vulnerable site vulnerable to the impacts of climate change, notably the increased frequency and intensity of storm events and resulting coastal flood risk. Section 308 of the Municipal Government Act, S.N.S. 1998, c. 18 (the “Act”), provides that all streets in a municipality are vested absolutely in the municipality. Section 307 of the Act provides that this does not include streets that are vested in His Majesty in Right of the Province. 2. The parties agree that it is in the best interests of the public to cooperate with each other on the construction, improvement, alteration, repair, cleaning and clearing of Village and Subdivision Streets (as hereinafter defined). 3. By Order in Council dated May 12, 1988, the Province’s Executive Council approved a paving and cost-sharing program for these Village and Subdivision Streets. 4. The 1996 Provincial-Municipal Service Exchange Agreement (the “Service Exchange Agreement”) specifies that cost-sharing on Village and Subdivision Streets is to be apportioned between the Province and the participating municipalities on a uniform 50-50% basis. 5. This Agreement outlines the parties’ joint understandings, commitments, and terms and conditions associated with the paving and cost-sharing of Village and Subdivision Streets, all in accordance with the Service Exchange Agreement, the Public Highways Act, R.S.N.S. 1989, c. 371 and the Municipal Government Act, S.N.S. 1998, c. 18. AGREEMENT: In consideration of the mutual covenants and agreements in this Agreement, the receipt and sufficiency of which are acknowledged by the parties, and subject to the terms and conditions of this Agreement, the parties, intending to be bound, agree as follows: COST SHARING AGREEMENT ON THE PAVING OF SUBDIVISION (J-CLASS) STREETS PAGE 3 OF 4 1. Definitions. In this Agreement, unless something in the subject matter or context is inconsistent therewith, the following terms have the meanings set forth below: (a) “Additional Work” has the meaning given to it under Section 5 (Additional Works). (b) “Agreement” means this Agreement. (c) “Business Day” means any day other than a Saturday, Sunday or a holiday as defined in the Interpretation Act, R.S.N.S. 1989, c. 235. (d) “Confidential Information” has the meaning given to it in Section 15 (Confidentiality). (e) “Cost Estimate” has the meaning given to it in Subsection 3.3. (f) “Fiscal Year” means the 12-month period beginning on April 1 and ending on March 31. (g) “Force Majeure Event” has the meaning given to it in Section 16 (Force Majeure). (h) “Notice of Acceptance” has the meaning given to it in Subsection 3.4. (i) “Paving” means: (i) the work of grading, gravelling, culvert repair and required upgrading of Village and Subdivision Streets to meet industry-standard specifications; (ii) paving, repaving, or double chip sealing of Village and Subdivision Streets; and (iii) pre- engineering, design, on-site engineering supervision and inspection, and incidental services that are required from the edge of the roadway to the limit of the right of way. For greater certainty, “Paving” does not include feasibility studies, construction, reconstruction, relocation, repairs, or adjustments of sidewalks, water lines, fire hydrants, sanitary sewers, sanitary sewer manholes, catch basins, water valves, utility poles, street lighting or similar work on infrastructure that accompanies a Village and Subdivision Street. (j) “Village and Subdivision Street(s)” means streets located in the Municipality that are: (i) constructed prior to April 1, 1995; and (ii) under the administration and control of the Province. 2. Term of Agreement. This Agreement shall be effective from the Effective Date to the earlier of: (i) the date on which the Service Exchange Agreement expires or is terminated; or (ii) March 31, 2027. This Agreement applies to Fiscal Years 2024-25, 2025-26 and 2026-27. 3. Designation and Acceptance of Streets. 3.1 In order to have the Paving of one or more Village and Subdivision Streets cost-shared under this Agreement for a Fiscal Year, the Municipality must first provide the Province with advance notice of its intention to participate in the Province’s Paving program. This notice must be provided to the Province on or before October 31 of each year (commencing in the year prior to the first Fiscal Year to which this Agreement applies). COST SHARING AGREEMENT ON THE PAVING OF SUBDIVISION (J-CLASS) STREETS PAGE 4 OF 5 3.2 If the Municipality provides notice to the Province in accordance with Subsection 3.1, then the Municipality shall, at the same time, submit a list of the Village and Subdivision Streets it proposes be considered by the Province for Paving (the “Road Submission List”). 3.3 After receiving the Road Submission List, the Province shall review the Road Submission List and notify the Municipality of: (i) the Village and Subdivision Streets that the Province accepts for Paving; and (ii) the anticipated costs for such Paving (the “Cost Estimate”). 3.4 After receiving the Cost Estimate (but in no event later than twenty 20 Business Days from the date of its receipt), the Municipality shall notify the Province whether it accepts the Province’s list of approved Village and Subdivision Streets and the related Cost Estimate for Paving such streets (the “Notice of Acceptance”). 3.5 If the Municipality does not provide a notice to the Province under Subsection 3.1 or a Notice of Acceptance under Subsection 3.4 by the specified times, the Municipality will be deemed to have elected not to participate in the Province’s paving and cost-sharing program for the Fiscal Year in question. 3.6 After receipt of the Municipality’s Notice of Acceptance, the Province shall perform the Paving and any Additional Work that may be required for the identified Village and Subdivision Streets. As between the parties, the Province shall be responsible for all construction oversight and management of work required for Paving and any Additional Works. 4. Payment of Construction Costs. The Municipality shall pay: (i) fifty percent (50%) of the costs related to Paving performed by the Province, plus applicable taxes; and (ii) one hundred percent (100%) of the costs related to any Additional Work performed by the Province, plus applicable taxes. These payments must be made within sixty (60) days of the Municipality’s receipt of the Province’s applicable invoice(s). 5. Additional Works. If the Paving of a Village and Subdivision Street requires that the Province adjust manholes, catch basins, or water valves, then the Province shall perform such adjustments as part of the subject street’s Paving (“Additional Work”). Additional Work will be performed at the Municipality’s full cost, in accordance with Section 4 (Payment of Construction Costs). The Municipality will be invoiced by the Province at the standard unit price for the required Additional Work, and the Municipality shall pay the Province promptly (and in no event later than sixty (60) days) after its receipt of any such invoice. 6. Work May be Subcontracted. The Province may conduct a competitive tendering process for the selection of one or more contractors capable of completing the Paving and any Additional Work contemplated by this Agreement, in accordance with the Province’s Procurement Policy. 7. Costs Over Estimate. Where the Province conducts a tendering process pursuant to Section 6 (Work May be Subcontracted), then if the total approved tender price exceeds the Province’s Cost Estimate by more than ten percent (10%), then the Province shall, before awarding a contract for Paving and any Additional Work, and subject to any confidentiality requirements outlined in its tender document and the proponent’s bid submission, provide the Municipality with the details of COST SHARING AGREEMENT ON THE PAVING OF SUBDIVISION (J-CLASS) STREETS PAGE 5 OF 6 the successful bid, including all details pertaining to the proponent’s pricing submission. The Municipality shall, within ten (10) Business Days of receipt of such bid details, provide the Province with written acknowledgment of its consent to the Province awarding the tender, which consent will not be unreasonably withheld. If the Municipality reasonably withholds its consent to the award of the tender, then the subject Paving or Additional Work will not proceed. 8. Cost Overruns. Subject to Section 7 (Costs Over Estimate), the Municipality shall pay for any cost overruns associated with the Paving of the Village and Subdivision Streets or any Additional Work. Cost overruns (if any) will be reflected on the Province’s invoice(s) to the Municipality. 9. Appropriation of Future Funds. Notwithstanding anything else contained in this Agreement, in the event this Agreement extends into a Fiscal Year subsequent to its execution, continuation of this Agreement is conditional upon an appropriation of sufficient monies under the Finance Act (Nova Scotia) to enable the Province to make the payments committed to the Municipality. In the event that sufficient monies are not available as a result of: (i) non-appropriation for the Fiscal Year in which payment becomes due; and (ii) the payment being neither charged nor chargeable to an appropriation for a previous Fiscal Year, the Province may terminate this Agreement, without any further liability, cost or penalty whatsoever, upon giving thirty (30) days’ notice to the Municipality. Termination will become effective on the date of the beginning of the first Fiscal Year for which funds have not been appropriated. 10. Permits and Approvals. The Municipality shall obtain all material permits, approvals, authorizations and consents that may be required in order for the Province to perform its duties and obligations under this Agreement. The Municipality acknowledges and agrees that the Province shall not be obligated to perform any Paving or any other duty until such permits, approvals, authorizations and consents are obtained. For greater certainty, this includes any leases to or licences over land that may be required to perform Paving of the Village and Subdivision Streets. 11. Indemnification by the Municipality. The Municipality agrees to indemnify and save harmless the Province and its officers, employees and agents from all liabilities, fines, suits, claims, demands and actions, of any kind and nature for which the Province or its officers, employees or agents shall or may become liable or suffer by reason of any breach, violation or non-performance by the Municipality of any covenant, term or provision hereof or by reason of any death or injury of any person or any damage or destruction of any property resulting from any act, neglect or default on the part of the Municipality or any of its servants, employees, agents, invitees or licensees whatsoever. 12. Release from Liability. The Municipality hereby releases the Province from any claim that may arise from construction delays or cost overruns in relation to the Paving of Village and Subdivision Streets. 13. Disclaimer of Consequential or Indirect Damages. Neither party will be liable to the other for any special, incidental, punitive, indirect or consequential damages arising out of or in connection with this Agreement, including lost revenue or lost profits, even if foreseeable or if a party has been advised of the possibility of such damages, and regardless of the basis on which a party is entitled to claim (including fundamental breach, negligence, misrepresentation, or other contract COST SHARING AGREEMENT ON THE PAVING OF SUBDIVISION (J-CLASS) STREETS PAGE 6 OF 7 or tort claim). 14. Construction Warranty. The Province shall obtain a contractual warranty under its contract with the contractor(s) for the Work. This warranty will be in accordance with the requirements under the Standard Specification – Highway Construction and Maintenance. The Province makes no other warranties whatsoever with respect to the Work, express or implied, including warranties of merchantability and warranties of fitness. The Municipality acknowledges that all such warranties are disclaimed by the Province. 15. Confidentiality. The Municipality acknowledges and agrees that all Confidential Information will be received in the strictest confidence and will be held and used only in accordance with and subject to the terms of this Agreement. The Municipality shall retain such information in confidence and shall treat such information with a degree of care no less than the degree of care that the Municipality employs for the protection of its own information of a similar nature. “Confidential Information” means any and all information identified as confidential or marked as confidential Information by the Province or is clearly recognizable as confidential information to a prudent person with no special knowledge of the Province’s business, that has or will come into the possession or knowledge of the Municipality, or to which the Municipality has access in connection with or as a result of this Agreement. “Confidential Information” does not include information that is: (a) publicly available when it is received by or becomes known to the Municipality; (b) is already known to the Municipality at the time of its disclosure to the Municipality and is not known by the Municipality to be the subject of an obligation of confidence of any kind; (c) independently developed or obtained by the Municipality; or (d) received by the Municipality in good faith without an obligation of confidence of any kind from a third party who the Municipality had reason to believe was lawfully in possession of such information free of any obligation of confidence of any kind. 16. Force Majeure. No party is responsible for a failure to fulfil its obligations under this Agreement or for delay in doing so if such failure or delay is due to a Force Majeure Event. If either party is prevented from or delayed in performing any of its obligations under this Agreement because of a Force Majeure Event, then the party claiming the Force Majeure Event shall promptly notify the other party which outlines the particulars of the Force Majeure Event including details of the nature of the event, its expected duration and the obligations under this Agreement that will be affected by the Force Majeure Event. A “Force Majeure Event” means the occurrence of one or more of the following events or any other event that is beyond the reasonable control of a party, and that interferes with, delays or prevents performance of the obligations of a party under the Agreement, provided that the nonperforming party is without fault in causing or failing to prevent such occurrence: (a) catastrophic weather conditions or other elements of nature or acts of God; (b) acts of war (declared or undeclared), acts of terrorism, insurrection, riots, civil disorders, rebellion or sabotage; and (c) other events which the parties expressly agree in writing as constituting a “Force Majeure Event”. 17. Interpretation. In this Agreement, unless something in the subject matter or context is inconsistent therewith, words importing the singular number include the plural and vice versa; words importing a gender include the masculine, feminine and neutral genders; and words importing persons include individuals, partnerships, companies, associations, trusts, government agencies and any other form of organization or entity whatsoever. This Agreement will be governed by and construed in accordance with the laws of the Province of Nova Scotia. 19. Entire Agreement. This Agreement constitutes the entire agreement between the parties hereto with regard to the subject matter hereof and supersedes all prior agreements, understandings, representations or warranties, negotiations and discussions, whether oral or written, among the parties hereto with respect thereto, entered into prior to the date hereof, which are hereby terminated. 20. Amendments. No amendment of this Agreement will be binding unless in writing and signed by all the parties hereto. 21. Waiver. No waiver by any party hereto of any breach of any of the provisions of this Agreement will take effect or be binding upon such party unless in writing and signed by such party. Unless otherwise provided therein, such waiver will not limit or affect the rights of such party with respect to any other breach. 22. Severability. If any provision of this Agreement is held by a court of competent jurisdiction to be illegal, invalid or unenforceable, such provision will be deemed to be severed from this Agreement and the remaining provisions will nevertheless remain in full force and effect. 23. Further Assurances. The parties agree to execute and deliver all such further documents and instruments and do, or cause to be done, all such acts and things as either party may reasonably consider necessary to evidence the intent and meaning of this Agreement. 24. Counterparts; Electronic Execution. This Agreement may be executed in several counterparts, each of which will be an original and all of which will constitute one and the same instrument. The landowners have proposed the road names of Northern Hill Rd, Walters Way, Walters Rd, RCAF Rd, Air Crash Road, The Brown Road, Wild Row Way, Warm Winds Way, Bays Way Lane, Forest Glen Rd, Wood Lane Rd. BACKGROUND When there are three or more addressable structures using an unnamed shared right-of-way/driveway, the Nova Scotia Civic Address Users Guide states that this point of access must be named. According to Municipal Policy P-44, the road name is suggested following a majority agreement (66%) from the landowners that are served by the shared right-of-way. In this instance, five of the thirteen properties, representing five of the eleven owner groups, have proposed Northern Hill Rd as their first choice. This represents 38.5% of the affected properties and 45.5% of the owner groups. Additionally, four of the thirteen properties, representing two of the eleven owner groups, have proposed Walters Way as their first choice. This represents 30.8% of the affected properties or 18.2% of the owner groups. Also, one of the thirteen properties, representing one of the eleven owner groups, have proposed Wild Row Way as their first choice. Around 1984 my father Walter Publicover who owned the lot then went to the landowners bordering this road for help. The road at this time was just a walking path. He asked if they would help in hiring a machine to put a road in. No one was interested. So my father hired a machine and paid for it alone. The road goes back to the end of the lot, He then spent countless days moving rocks to make it passable to drive on. Once the road was there, then of course. every landowner wanted to use it. In Oct 1976 a RCAF Tracker aircraft crashed on his lot some distance back. Two pilots were killed. The Armed Forces took over the land and road to remove the plane. Once they were done they came to my father who was a World War 2 Vet ( Airforce ) and wanted to pay him and he asked if they could fix the road as it was before the crash happened. They did. My father then put in a headstone with the pilots names on it and then sectioned it off, not to be disturbed. This land was my fathers pride and joy. He cut firewood and logs until he was in his 80's. I understand every landowner has a say in naming the road but this is why I have chosen my names. CURRENT SITUATION The Operating Grant deadline for the 2023-2024 fiscal year was April 30, 2023. Applications have been received and reviewed to ensure groups have met the basic criteria. The next step is for Council to review the submissions and make decisions on how the grants budget will be allocated. This is the first intake of the new Operating Grants category since Council made changes to the grant program. The former Council Grant and Tourism Grant were replaced with the new Operating Grant. Since a new Small Capital Grant was created, capital projects are not eligible under the Operating Grant. DISCUSSION There were 18 applications submitted by the deadline, however, four applications were later withdrawn by the groups as the project was either not eligible or are a better fit with other Municipal grants. The withdrawn applications were from the Aspotogan Fitness Centre, Aspotogan Recreation Association, Chester Seaside Farmers Market and the East Chester Recreation Association. The final number of applications for Council to review is 14 which total $38,000 in requested funding. In the table below, there are two additional grants listed, Christmas Daddies & United Way of Lunenburg County. These groups did not submit formal applications. In the past number of years, $1,200 has been approved for United Way and has been used to match Municipal employee donations. Council has also traditionally provided a $100 annual donation to Christmas Daddies. This brings the grand total of requested funds to $39,300. The budget set by Council for the Operating Grant is $33,000. The furniture program also provides free gently used household furnishings. The SSVP Saint Joseph Conference has developed a fair and efficient process that enables volunteers to interact to determine the genuine need of individuals and families requesting assistance and also to offer options to encourage self-sufficiency. The MODC is a healthy, vibrant community, accessible and inclusive, working to improve the quality of life of its residents. Benefit to Residents This program directly benefits low-income residents of the Municipality of the District of Chester (MODC) who have been affected by hard times, the housing crisis and the steadily increasing "cost of living". This includes children, youth, adults, seniors and the disabled. INDIVIDUALS ASSISTED IN 2022 MUNICIPALITY OF THE DISTRICT OF CHESTER ADULTS CHILDREN SENIORS TOTAL INDIVIDUALS ASSISTED 46 31 4 81 Over the past seven years 338 residents of MODC have received assistance through the Helping Neighbours -in -Need program. Benefits to the Community There are long term benefits to the entire community when low-income residents lead healthy and independent lives. The costs incurred by SSVP on power, heating, food and medical needs contribute to improve the quality of life for residents. The program assists seniors on fixed incomes to stay in their own homes and community. Following is an outline of a call received from a resident living in their own home. A senior lady from the MODC area called to see if SSVP could assist with ail for the furnace. This was the first time she had called for assistance. She had never sought help before and was so upset that she started to cry on the phone. Her spouse had passed away a while back. She had spent $500.00 (all she could afford) on furnace oil in December and now the oil had run out. The volunteer told her that the Society of Saint Vincent de Paul was here to help her. The oil was delivered within 24 hours. Three days later, she contacted SSVP again to tell us how much she appreciated what the Society had done for her. The volunteer advised her to apply for the HARP and HEAT grants and to contact her MLA's office for assistance in completing the applications. Economic Benefits MODC is made up of thriving communities in the South Shore region. The merchants, businesses and landlords benefit from the financial assistance SSVP provides to our neighbours to pay for rent, groceries, power and fuel. We sometimes fail to recognize the impact low and fixed income residents bring to the local economy. They are the staff of the franchises, restaurants and shops that are the industries vital to the economic wellbeing of the communities. The Helping Neighbours -in -Need program helped people remain employed and assisted in maintaining them as functioning contributors to the local economy. Building Community The SSVP Helping Neighbours -in -Need volunteers collaborate with: Local organization and church groups; Saint Augustine Women's Guild, Chester Basin/New Ross/Chester Lions Club Local agencies; South Shore Open Doors Association, School Plus outreach and the Seniors Safety Program of Lunenburg County. The collaboration of these agencies and organizations can make a greater difference, as we work together to improve the quality of life of the residents of the MODC communities, 4) How do you plan to spend the Operating grant funds? Our event is a part of the Valley Tire Off Road Racing Points Series where participants who are registered with the organization to be scored for points will have the opportunity to earn points towards their overall score for the season from attending each of the events that take place across the Maritimes. Each club hosts their own weekend event in their specific community. We ensure the safety of all participants and spectators by obtaining the appropriate insurance, hiring safety technicians to ensure we are following vehicle safety protocols and we also make a donation to a local volunteer fire department to have them attend our event and serve as medical first aid responders on site for the entirety of the event. We have a canteen and washrooms accessible on site for racers and spectators. We are also excited to announce that we will be hosting the annual banquet this year for Maritime Off Road Racing at the Oak Island Resort. This additional event will take place in November and provides an opportunity to celebrate the achievements of those who participate in this sport throughout the season. 3) Please describe the positive effects your project will have on the community and how it supports the Municipal Strategic Priorities Framework We are a small club with a big impact. We have approximately 20 volunteers who assist with the planning, organizing and putting on this special event. The afternoon event (rain date Aug 27), will also include free tours of the new building, a bouncy castle for youth, specials and unique offerings from local businesses, opportunities for local artists to showcase their wares, and more. Purpose or Objective Our mission is to create community events highlighting and supporting local small businesses. We are not a farmers' market. We are a small business market focused on promoting and supporting the sustainability of entrepreneurship within the Municipality of Chester. We do this by creating a series of well-promoted and attended market-style events for small businesses to sell and promote their products. Participation priority goes to South Shore-based vendors producing high-quality hand-made products. Our vendors are curated to avoid similar product overlaps at our events, ensuring each business has the maximum opportunity for success. At the same time, it creates a more diverse and changing shopping experience for visitors that brings customers back. 2) Project Outline Our network of vendors represents more than 150 small businesses and makers. Each event hosts 30-40 vendors at a time. Attendance is between 200 and 2000+ shoppers per event. Traditionally, our markets have been held monthly in Martins Point between May and December. Each event is open to the public for 4 hours. Vendors set up one hour before our start time and require at least 30 mins after the event for teardown. As an outdoor market, the weather is always a factor in our plans; we have rain dates when possible with our venue. Regardless, our marketing expenses are non- refundable should we have to cancel an event. 2023 will be the third season for MPPM. We plan to host six events this year in Martins Point. We have been asked, by various organizations/events, to bring our market to surrounding areas: Chester Race Week, Western Shore Fire Department Garden Party Fundraiser, and Together We Can Park. Economic and Community Impacts Visitor Attraction: In 2022 our markets brought close to 6500 counted visitors and shoppers to the Municipality of Chester. Our customers make a point to tell us when they travel from outside the local area. That we are aware of, our Christmas markets bring shoppers from Yarmouth, Annapolis Valley, Halifax, and Truro. An operating grant will help cover our operational costs allowing us to allocate more funds to our advertising budget—ultimately bringing more visitors to our events. Social media advertising has been the number one driver for attendance conversion. When running paid ads, our Facebook and Instagram accounts accumulate new followers daily and higher levels of engagement with our content (comments, likes, shares). We also receive increased direct messages about the event location, vendor products in our ads, how to contact vendors in advance to place custom orders, what restaurants are in the area, and if there are nearby accommodations. We have no shortage of exceptional vendors and a long waitlist of hopeful new vendors wanting to participate. Our vendor community uses Instagram as their primary marketing tool. It is where their customer base already spends their free time, making social media the most poised audience for us to target with our advertising budget. Community & Economic Impact: In 2022 our markets generated over 140K in sales.  Our pop-up markets have become more than an event—they are a destination. Each month we try to add something new to our events: a food truck, a coffee station, tables and seating to encourage visitors to stay longer. In turn, each month we saw a growing number of repeat customers. It is an event that people have started to plan for each month.  Our 2022 markets collectively attracted 6468 recorded visitors (we know there were more that bypassed our counters) and generated over 140K in total sales. That money went directly into the hands of local small business owners supporting families, putting food on the table, paying for educations, and growing their business to allow them to create jobs in our community.  The most common feedback we receive via direct customer feedback; and Google and Facebook reviews are: •we have friendliest vendors/business owners •the diversity and uniqueness of the product offering is exceptional •the events are extremely organized •it's THE market to go to on the South Shore Page of 3 6 Operating Grant Application | Martins Point Pop-up Market Society Beyond our market events: We know the economic spinoff goes beyond our vendors: •Seaside Shanty Restaurant reached out to say thank you for hosting the Christmas markets because they experienced their busiest nights on record since re-opening •The Island View Canteen also experienced increased sales during our events and had to turn customers away •Far Far Away Cottages received nightly bookings from out-of-town guests that wanted to spend the night in the area to shop and not drive home These are just several examples we know about and can confirm their validity. If our society received an operational grant, the funds would directly support the 150+ businesses in our network. Beyond that, it would support local businesses in the hospitality industry, gas stations, the local fire department and increase awareness and usage of our local parks. Looking to the future: We believe the Martins Point Pop-up Market Society has the potential to become an even larger destination. Our five-year plan is to acquire property in Martins Point to build permanent infrastructure to operate our markets year-round. The long-term vision for a permanent home is to become a sustainable ecosystem. It would have retail space for a cafe, a tap room, permanent vendors, and a market hall for events. The structure would be available for community events, weddings, and music concerts that could leverage our resident food and beverage tenants. These components would be working in unison to financially support one another while bringing people to the Municipality of Chester. To date, Nor’easter Apparel has donated the remaining funds to cover operating expenses. They also donate their paid employees to staff each event, including the administrative hours to organize events and regularly communicate with market vendors. Vendors pay a $10 fee per event. These fees have primarily helped cover the cost of marketing expenses. Vendor fees are kept low to maximize profits for our vendors. An operating grant will allow us to continue this practice. Each year, with the exception of Covid, the New Ross Christmas Festival has drawn in excess of 2,000 visitors to the events in New Ross during the first weekend of December. This increased traffic beneifts all the local businesses in our area and hopes to encourage them to stay longer, by visaing Ross Farm, attending craft festivals, and having the whole family, come in and harvest their beloved Christmas Tree. This festival had become such a source of commuity pride and a festival that visitors return to year after year. 4) How do you plan to spend the Operating grant funds? Should we be succesful in being granted these funds for our 30th anniversary celebration, these funds will allow us to grow the festival footprint to include the fair grounds, hire the East Coast Carrolers, increase our advertising, and present our new festival mascot, Twig the elf. Your support through the Tourism Grant has been a valuable addition to our Festival. We ask that you show continued support for this project again this year via the Operating Grant. Our 30th New Ross Christmas Festival will be held from Friday, December 1 to Sunday, December 3, 2023. As this is our 30th Anniversary for the Christmas Festival, we are so excited to have more activities planned and thus we are requesting $3000.00 this year. Mission Statement of New Ross Regional Development Society: Our commitment as the community of New Ross will be to engage the skills and talents of community members to develop solutions to the challenges we face. We will work together to identify and encourage innovative ideas to improve the social, cultural, environmental, and economic conditions in which we live while respecting and preserving our heritage. Through the demanding work of the many volunteers over the years, the New Ross Regional Development Society has created a festival that shares our down-home country Christmas heritage, while promoting our number one industry of Christmas Tree production. We feature the Christmas Tree itself at our busy U -Picks as well as our local Christmas Tree in the center of the village. At the Ross Farm Museum on Saturday, we hope to be able to display photos of the industry throughout the years as well as short clips on current tree practices in our local tree yards. 2023 will be the year of the 10th National Christmas Tree Day in December. Marty Murphy has organized this display — a local Christmas Tree grower. Our Festival we hope to feature all the usual activities that families have come to expect and associate with our Festival as well as two hundred carolers displayed throughout the community, a project initiated by our local artist, Linda Hiltz. We aim to refurbish these to ensure this project continues as Linda has decided to retire. We also need to supply portable toilets for our many visitors. We were granted access to one in 2022 and it was well received. In the 2 years prior to last year, we had to cut back on the Festival activities, and many have been missed. Our many local pat trier groups and individuals are willing to help make our Christmas Festival as big or bigger a success than it was in 2022. NEW ROSS - HOME OF THE FESTIVE HOLIDAY CAROLLERS With pleasant weather, the generous hours donated by our volunteers, we want to see our community work at capacity on Festival weekend. We want to continue with the remarkably successful. Craft Fairs, more Community meals, additional entertainment (the East Coast Carolers) and extend the festival activities up to Fair Grounds, allowing for more participants and visitors to engage fully in our community. New for this year will be a special visitor. A couple of years ago, The Christmas Tree Council of Nova Scotia had a promotional video created, and the main character is an elf named Twig. We have decided to incorporate this character into our festival this year, and for future years. For a sneak peak at our new favorite little guy, you can see him here: Btue_Button Nova Scotia. We plan to utilize him in teaser Facebook ads this summer and fall, leading up to festival time. He will also make appearances at some of the festival events. This little elf captured the attention and imagination of our entire team and he will be a great addition to the New Ross Christmas Festival. Laura moved that the 2021/2022 Financial Report be approved. Lawson seconded. Carried - A big thank you to Laura for all her hard work on this. RENTAL RATE REVIEW After some discussion, it was decided that the rental rates shall be as follows: $100 per day or part of, including commercial ventures (they will be encouraged to also make a donation to OS). $50 for active community members of Ocean Swells . In addition to the rental fee, all renters will be required to pay a $50 cleaning fee deposit. This will be refunded if they clean the hall themselves. Sally will make the appropriate changes to the Rental Agreement. Lawson moved that these changes be approved. Peter seconded.Carried FUND RAISING EVENTS – DINNERS Discussion - we need more volunteers to help with the dinners. Many of our long-standing volunteers are finding it more difficult to do the work. We want to hold a Ham and Sauerkraut Supper on Nov.5. Peter has kindly offered to organize. As usual, members will be called upon to cook hams, peel potatoes, etc. Thanks to Peter for his offer and expertise. It was also suggested that we consider having a different kind of dinner perhaps over the winter months. MAINTENANCE The lockable filler cap on the oil tank is broken. John moved we replace it with a simple cap, no lock, to reduce the possibility of thieves cutting the copper supply line and requiring expensive oil spill cleanup. Laura seconded.Carried. (Phil will see to it. Thank you Phil.) ELECTION OF OFFICERS It was noted that both Thelma and Maxine have resigned from the board. Everyone else agreed to remain on the Board. He mentioned we recently set up an account at the lab which is making things easier for Ken Miller to deliver samples and Lab Request Orders. A coliform test done in July came back clean. However, in the May physical properties test, excessive levels of copper and lead were detected. Culligan’s Water QualityExpert suggested taking the test sample directly from the well as our copper pipes may be contributing to this due to lack of use of the hall and the water supply. We’re still waiting for copper and lead results from the test taken August 8. We received notice Aug. 9 that coliform was not present in this sample. Phil is keeping in touch with the Dept. of the Environment concerning this. Thank you Phil and Ken. Remembrance Day 2023 This yearly event offers support and reconitigion of our serving veterans and their families.This event reconizes the veterans currently serving and honour and remember all who fallen in service of our country. Remembrance Day The Act of Remembrance during this day provides the honour our veterans deserve and displayed in a community setting. Again, when people attend our community at this event they support our businesses with spin off purchases. Also we hear many comments from our guests that they are very impressed with our community spirit and we believe many have settled here as a result of this event and other community based events and activities. 4) How do you plan to spend the Operating grant funds? Canada Day We spend our money on food, entertainment, prizes, and fireworks. We fundraise and use our own operating money as required. Remembrance Day We spend money on food, refreshments, and entertainment. This event is a big event requiring great efforts selling, canvassing community and businesses to grow our Poppy Fund which is used ,as outlined in our National Policy Manual, for the benefit of our veterans and their familes. Our commitment to the community of New Ross is to engage the skills and talents of community members to develop solutions to the challenges we face. In 2014 we developed a Strategic Development Plan for New Ross and Area. Last year we updated this plan and our four goals are as follows: . Improve economic development in New Ross 2. Increase visitors to New Ross 3. Improve community infrastructure 4. Improve and expand partnerships The New Ross Legion is a very active group of community minded volunteers who are always ready and willing to provide the community with lots of things to do. They continue to host walk-in COVID vaccine and testing clinics. They are hosting Monday morning coffee socials, as well as having take- out and/or eat -in dinners and Friday Night Live events, to name a few. They continue to provide meeting space to the NRRDS, New Ross Regional Development Society which we very much appreciate. At this time we are writing to lend our support to the New Ross Legion Grant application for funding to help with their Canada Day and Remembrance Day Celebrations. The Legion puts on a wonderful Canada Day celebration for the whole community to enjoy and their Remembrance Day Celebrations are second to none.
