Building Permit Activity Report for July – Council received the report noting 2 Single Family
Developments, and 3 Single Family Improvements for a total project value of $2,068,000.
Fire Department – The Oliver Fire Department responded to 42 calls (18 rural, 23 in-town, and 1 OIB)
during the month of July.
Water Quality Summary reports for May 2022 – The water distribution system is in summer mode of
operation using surface water for irrigation use, along with some ground water in System 1 & 2. All
other ground water pumps are used for domestic use only. Oliver had a total of 30.7 mm recorded
precipitation in the month of May. According to Environment Canada the normal precipitation for
Oliver, from 1981-2010 is 34.7 mm for the month of May.

ground water pumps are used for domestic use only. Oliver had a total of 45.8 mm recorded
precipitation in the month of June. According to Environment Canada the normal precipitation for
Oliver, from 1981-2010 is 41.5 mm for the month of June.
COVID-19 Funding Report – Council approved the allocation of $136,249 in COVID-19 funding for the
projects aimed to ensure the safety of our first responders and the security of our staff when working
in reduced numbers, and also for the technology and related services that will allow for more
productive work from remote locations.
Delegation – Community Climate Change Action Plan – Council received a presentation from the
Community Energy Association regarding Local Climate Action Planning and the creation of mitigation
plans for the Town of Oliver. The Local Government Climate Action Program provides local
governments with funding to support the implementation of local climate action that reduces
emissions and prepares communities for the impacts of a changing climate. In order to qualify for the
funding Council has awarded the creation of Quick Start Community and Corporate Mitigation Plans
to the Community Energy Association, with the amount of $30,000.
Contract Award Recommendation – Supply of Service Truck – Council awarded the contract for the
supply and delivery of a new Service Utility Truck to Nor-Mar Industries Ltd. The 2022 Capital Budget
will be increased by $7,725 to compensate for the increase over the previously budgeted amount.
Bylaws:
• Fire Control Amendment Bylaw 1369.03 – Council adopted Fire Control Amendment Bylaw
1369.03. This Bylaw amendment would allow the Fire Chief to conduct inspections on mobile
food vending services in the Town of Oliver.
Development Permit (with variances) – 668 Co-op Avenue – Council approved the Development
Permit (with variances) for 668 Co-op Avenue. This development will see a three-unit and four-unit
townhouse constructed at this location, and is seeking a variance to decrease the minimum front, rear
and exterior side parcel line setbacks for the property.
Development Permit – 6056 Main Street – Council approved the Development Permit for 6056 Main
Street. This Development Permit would see the brick material at the front and north side of the
building replaced with stucco. The windows and entry door will also be replaced. Additional
Landscaping will be added to the frontage of the building.
Fire Protection Services – Osoyoos Indian Band – Council directed staff to extend the Fire Protection
Services – Osoyoos Indian Band agreement with the Town of Oliver for two additional months. The
two month extension will provide additional time for the provisions contained within the agreement
to be reviewed.
Correspondence Report – August 8, 2022:
• Council directed staff to submit a grant application under the B.C. Active Transportation
Infrastructure Grants Program for the Ditch Trail infrastructure project. If successful, the grant
would cover 70% of the costs up to $500,000. Council has committed to fund the remainder.
