2013-564 MOVED by Deputy Warden Shatford, SECONDED by Councillor Armstrong the minutes
of the November 21, 2013 meeting of the Committee of the Whole be approved as
circulated. CARRIED.
MATTERS ARISING
3.2 Memo from Lyle Russell, Assistant Municipal Engineer dated November 21, 2013 regarding
Tender T-2013-020 - Public Works Maintenance Truck.
2013-565 MOVED by Councillor Myra, SECONDED by Councillor Armstrong that the Municipality
award Tender No. T-2013-020 Supply of a Four Wheel Drive Public Works Truck to
Connel Chrysler Dodge Jeep Ram, Middleton, Nova Scotia for the amount of
$34,125.00 plus HST. CARRIED.
3.3 Memo from Director of Finance dated November 22, 2013 regarding Pension Plan.
The Director of Finance reviewed his memo dated November 22, 2013 regarding the Pension Plan
and recommended that the Municipality stay with Standard Life for the time being and continue to
look at possibilities of joining other municipalities in a group plan with a third party administrator
to act as trustee.
2031-566 MOVED by Deputy Warden Shatford, SECONDED by Councillor Myra Stay that the
Committee of the Whole recommend to Council that the Municipality continue with
Standard Life for the Municipality’s Pension Plan for staff for the time being and
continue to look at possibilities of joining other municipalities in a group plan with a
third party administrator to act as trustee. CARRIED.
3.1 Report from Director of Recreation and Parks and Active Living Coordinator dated
December 5, 2013 regarding Blue Route development on the Aspotogan Peninsula.

Present at the meeting was Chad Haughn, Director of Recreation & Parks, and Gord Tate, Active
Living Coordinator.
The Active Living Coordinator presented the information memo dated December 5 entitled Blue
Route Development on the Aspotogan Peninsula commenting on the following:
· Funding and partners
· Paving of shoulders
· The initiative is being taken over by NS Department of Transportation & Infrastructure
Renewal
· Now a province-wide initiative
· Still in conceptual stage
There was some discussion regarding paving of shoulders when future paving is done and it is
hoped this will have some influence on paving of shoulders and bike lanes around the province. As
well, the make-up of the committee and Municipal staff/support was outlined.
3.4 Memo from Civic Address Coordinator dated November 18, 2013 regarding PID #60091683
– Housekeeping Amendment – Chester Village Land Use By-Law 4.4.13 – Schedule “C”.
Present was Tara Maguire, Director of Community Development, and Bill DeGrace, Senior Planner.
The Senior Planner provided some background as outlined in the memo dated November 18, 2013
and the changes required to correct the number of Units and street name that are presently
incorrect. The recommendation is to approve the amendments to correct the number of units from
five units to six units and from 52 Water Street to 52 Duke Street.
2013-567 MOVED by Councillor Armstrong, SECONDED by Deputy Warden Shatford that Council
approve the recommendations to correct the number of units and street name as
follows and to hold a public hearing:
Robert G. Cragg – apartment buildings on one lot:
52 Duke Street – 6 Units
52 Duke Street – 2 Units
37 Water Street – 4 units

3.5 Memo from Senior Planner dated December 2, 2013 regarding Chester Legion -
Housekeeping Amendment – Chester Village Land Use By-Law 4.4.13 – Schedule “C”.
The Senior Planner provided the background indicating that originally (when the by-law was put in
place) a shop had been there providing personal service. It should have been named in the by-law
as a prior existing use. The recommendation is to accept the Village Planning Advisory Committee’s
assertion of the intent to include the subject use a s a prior exiting use in the Village Are Land Use
By-Law and amend Schedule “C” accordingly (housekeeping amendment).
2013-568 MOVED by Councillor Armstrong, SECONDED by Councillor Church-Cornelius that the
Committee of the Whole recommend to Council to accept the Village Planning
Advisory Committee’s assertion of the intent to include the subject use a s a prior
exiting use in the Village Area Land Use By-Law and amend Schedule “C” accordingly

8:45 a.m. to amend Schedule “C” of the Village Area Land Use By-Law to correct the
following:
Robert G. Cragg – apartment buildings on one lot:
52 Duke Street – 6 Units
52 Duke Street – 2 Units
37 Water Street – 4 units
And include a portion of the Chester Legion in Schedule “C” as a prior existing use.
CARRIED.
3.6 Memo from Community Development Department dated November 29, 2013 regarding
Signage Working Group.
Present was Tara Maguire, Director of Community Development, Bill DeGrace, Senior Planner, and
Marianne Gates, Senior Economic Development Officer.
The Senior Economic Development Officer reported that the committee had held a meeting with
representatives including business groups, Bluenose Coast, Councillor Veinotte, and Deputy
Warden Shatford.
Discussions at the meeting resulted in members believing it is best to look at one general by-law
throughout the Municipality; this will allow business and tourism related attractions to have the
same type of signage available.
It is important to have buy-in from business community. The Committee hopes to have a
standardized Municipal policy; however, it is acknowledged that there will be some push-back
because of the standardization.
The Committee is looking for council’s direction to take alter the direction originally received from
Council to deal with only intersections; the standardization will be beneficial if put in place
throughout the Municipality. They will return with more details.
There was some discussion regarding the benefit and beauty of the standardization which is a fair
program; there are other areas that benefit from the standardized signage.
It was indicated that, with the change of direction, the working group is not reflective of the entire
Municipality; there should be representation from the other areas as well. It was agreed that there
needs to be a way to draw in all those who are affected and the Senior Economic Development
Officer will determine the way to do this and include areas such as Western Shore and New Ross
through representation from their business communities.
It was also indicated that there are so many off roads that directional signage has to be part of the
program as there will be no other information on the signs.
The Senior Economic Development Officer indicated that she feels this will be an improvement for
businesses.
The request is for Council’s blessing regarding the change in direction and to expand and come back
to Council with a draft/ideas.
There was concern voiced regarding the “welcome” signs which are important to the communities
that have them in place.
GRANT REQUESTS/CORRESPONDENCE
5.1 Grant application from Chester Tennis Club dated November 28, 2013.

Lesek Webber and David Theriault of the Chester Tennis Club were present and provided
information to the Committee regarding the request commenting on the following:
· The funding for lighting and tennis courts
· Safety - haven't been updated in some time
· Number of members and the push to promote tennis
· There has been more attention drawn since Canadian athletes are on international tennis
scene
· Don't have ability to attract tournaments
· Limited by the surface
· Their goal is to make the court safe and include new lines according to new program so
younger players can play smaller courts
· Lighting - in spring and fall don't have much light
· Number of members 100
· Paying instructors
· Grants previously received which may no longer be available
· Upcoming outreach targeting students on the South Shore
· Marketing initiative and the goal to be an active part of the community
· Membership fees $200 for family for the year
· A low cost activity for all age groups
Councillor Connors asked if the club was a private membership and it was indicated that it was.
There was some discussion regarding the membership and public use and the obstacles when
spending public money on clubs if they don’t provide a service to the public, i.e. public use without
membership.
The courts are open to the schools which have keys and unlimited access.
It was explained that the Municipality does not typically fund private clubs and Ms. DeMont
indicated that there could be public use with supervision.
Councillor Armstrong congratulated the club for fixing the grounds over the past few years.
Councillor Church-Cornelius asked if there was an annual fee from Church memorial Park and Mr.
Theriault indicated that the club pays a portion of the property taxes.
Warden Webber commented that it is understood this is an asset to the Municipality and is run by
volunteers; the challenge is the private club membership and the amount of funds left in the budget
for the various organizations being considered today. At best, it would be a token at this time and
any significant funding would have to be considered in the next fiscal year. The Director of
Recreation & Parks is willing to work with the group regarding grant applications. He suggested
that lighting may be some way the Municipality could assist in placing streetlights at the location.
Councillor Church-Cornelius suggested contacting the Chair of Church Memorial Park as the group
may be eligible for funding under the Pew Foundation and Mr. Theriault indicated that they will be
meeting with CMP in the near future.
5.2 Grant application from St. Stephen’s Anglican Parish (Musical Friends) dated November 27,
2013.
Present was Dawn Harwood-Jones who provided information regarding the program for at risk
kids from throughout the Municipality. She noted that they will have funding beginning in March
but need funds to get from now until then.
She outlined the program and what they hope to accomplish in the end which is to write a song
about Chester and have the students produce a music video that will include all of Chester area - all

community groups. There is also a senior component of the grant and this will bring seniors and
youth together.
CAO REPORT
4.1 CAO report – December 5, 2013
The CAO briefly reviewed the December 5, 2013 CAO Report commenting on the following:
· Update on ISO – the entire Strategic Plan is now in the project management software
· A staff suggestions/complaints has been implemented
· In preparation for the ISO audit in the spring there have been some major processes chosen
which will be followed from start to finish (these will showcase the entire Municipality)
· The wind tower is expected to be energized by late next week – they have scheduled open
house for December 18 from 1:00 p.m. to 3:00 p.m. at the site
· There is one last section of trail to upgrade before end of season
· An MOU has been drafted between the Municipality and Church Memorial Park
· Funding has been received for after school activities CAMS and they are also looking at
FHCS – this will include a variety of programs for variety of youth
· Explore Life will be sent out during the week of January 7
· The Director of Information Services will be providing an update to the Committee on
December 19 and the Senior Economic Development Officer will also be providing an
update
· The RDA is still winding down
· The REN group met on November 25 and an interim agreement is being prepared
Councillor Connors inquired regarding the repairs to the New Ross Resource Centre and indicated
that she would get more information from Public Works.
5.3 Grant application from Friends of 250th Legacy Park Society dated November 26, 2013.
5.4 Grant application from New Ross District Museum Society dated October 3, 2013.
There was some discussion regarding the requests received today.
It was agreed that, at this time, the request from the Tennis Club can’t be dealt with – they have
some work to do regarding public programs and may acquire some provincial funding.
Councillor Connors asked if HST is dealt with as part of the funding requests.
2013-570 MOVED by Deputy Warden Shatford, SECONDED by Councillor Myra that the
Committee of the Whole recommend to Council to provide Council Grants to the
following organizations:
St. Stephen’s Musical Friends - $2,500.00
Friends of 250th Legacy Park Society - $3,500.00
New Ross District Museum Society - $3,000.00
CARRIED.
Councillor Connors commented on the New Ross Trail Project indicating that there has been some
discussion in the local area regarding possibly requesting some assistance from the Municipality
with possible support of maintenance on the trail. Something to keep in mind.
5.5 Sponsorship request from Shoreham Village Foundation Chair dated November 21, 2013
regarding 4th Annual Swing for Shoreham Golf Tournament on June 27, 2014.
This will be dealt with in the 2013 budget.

6.1 Donation to Philippines – Councillor Armstrong
Councillor Armstrong commented that people have indicated the amount suggested as a donation
from Council of $100 was not sufficient and asked if it would be agreeable to consider an additional
$400.
After discussion, it was agreed that the $100 donation would stand although it was agreed that not
having grant funds remaining would determine whether there was other funding that would not be
considered if another event takes place in the world that the Municipality would support.
The amount considered for donation was given in good faith at the time. It could be looked at in the
New Year.
2013-571 MOVED by Councillor Myra, SECONDED by Deputy Warden Shatford that the meeting
convene “In Camera” as per Section 22 of the Municipal Government Act to discuss
contract negotiations and a personnel matter. CARRIED.
The meeting reconvened in Regular Session with all members present.
2013-572 MOVED by Councillor Church-Cornelius, SECONDED by Councillor Armstrong that the
Committee of the Whole recommend to Council to finalize and sign the Memorandum
with Church Memorial Park as outlined. CARRIED.
2013-573 MOVED by Councillor Myra, SECONDED by Deputy Warden Shatford the meeting
adjourn. CARRIED. (11:46 a.m.)

1. Maintain a high level of fiscal responsibility;
· The Director of Finance is in the process of preparing the Third Quarter Trial Balance (Budget to
Actual) report;
· The Director of Finance has prepared a summary presentation and report on Capital Purchases,
Reserve Balances and our Debt Service Ratio Analysis. This will be presented to COW on January 23,
2014;
· LED Streetlight discussions with other municipal units and NSPI continue. A meeting was held in
early January with NSPI to seek addition clarification on the project;
· The 2014/15 Capital Budget preparation is underway;
· We have received a copy of the 2014 Assessment Roll and staff have conducted an analysis;
· We continue to work on the Landfill Closure Reserve Analysis. Additionally, staff have organized an
internal workshop on Jan 24th to discuss landfill operation financials and the potential impact of
changing technologies and partnerships on the operation;
· We have facilitated the closing of the "Why Here?" project and have completed all financial
reporting and claim submissions;
· We are working on the Mill Cove Water Utility wind up reporting and financial analysis.
2. Continually improve public satisfaction with municipal services;
· Staff continues to work on the process and policy for Unsightly Premises. The policy will be coming
to Council in early February;
· The FAC has submitted a new Membership intake process to Council for final approval.
· A second draft on best practices for dispatch protocols has been submitted to Fire Chiefs for review.
The computer dispatch system is under evaluation.
· A second draft best practices for firefighter scene rehab has been submitted to Fire Chiefs for
review.
· The Staff Internal Audit Committee is meeting January 30th to review the committee charter and
determine individual audit teams and schedule. This is a core component of our ISO program;
· We have successfully adopted the Management Review Process into our operations, which is
another core component of the ISO program;
· Christine Collicutt and Dan Pittman will be attending a "Best Value Business Model" session next
Monday, January 27th at Dalhousie. This will assist in brainstorming procurement process
solutions;
· Dan Pittman has drafted a Records Management Policy based on the AMANS model policy. This will
be presented at the next COW for review and discussion;
· The internal staff suggestions and complaints process has been implemented. This process
compliments the external suggestions and complaints process that was implemented earlier this
year for the public;
· Staff training records continue to be consolidated and uploaded into a central repository;
· In preparation for the upcoming ISO internal audit staff continue to document end to end processes
for:
- Curbside Waste Rejection
- Development Permit Approvals
- Fire Department Registration
- Procurement
- Contract Management
- PRO Kids Application and Approvals
- Sanitary Service Connections
- Tax Sales
3. Ensure sufficient infrastructure is available to best serve our residents and businesses;
· We are working on the changes recommended by Council on the universal sewer spreadsheets and
will be presenting these changes, along with the long term capital requirements for our sewer
systems, at the next COW;
· A hazmat assessment of the Gold River School has been completed by SNC. The main issue is the
presence of asbestos, as anticipated. Staff has requested that SNC provide recommendations and
cost estimates for mitigation. SNC has also completed a structural analysis of the building. Staff has
not yet received a report on the findings, however, SNC has been requested to provide
recommendations, prioritization and cost estimates for any repairs. Once recommendations for
remediation and repairs are provided, staff will work with SNC to finalize office layout and to
develop a schedule for starting renovations. Community Development and Recreation staff will be
making a visit to Douglas Street School in Truro to meet with their staff and see how they
approached their renovation. This will also give us the opportunity to discuss any of the operational
challenges of a satellite office and how their staff overcame these issues.
· The RFP for the sale of the Annex will be released by the end of January, with the closing date being
sometime in early to mid-March. We are awaiting the results of the Hazmat and have priced out the
cost of locating a new well on our Municipal property;
· The dry hydrant at Little Vaughn Lake has been successfully completed;
· Work continues on the installation of the hydrant at Oak Island Marina;
· Our wind tower is now operating and producing electricity. We will soon be set up with an internet
link so that we can see how much power we are producing at any given time.
· We have met with 6 out of 10 Mill Cove customers and have received 5 sign offs/acceptances of the
private well systems. The remaining sign offs should be obtained over the next month;
· The Gold River Trail Bridge inspection has been completed and we have received the report. This
will be used to inform future budgeting;
· The Director of Public Works met with Todd Richard from the Town of Windsor with regards to
gaining some insight on SCADA system they use to control, monitor and operate their Water and
Wastewater systems. This will be helpful when designing and implementing our own municipal
system.
4. Strengthen and support environmental, cultural, and social resources;
· We anticipate the arrival of the 20 full sets of hockey gear from the NHLPA sometime in January for
use by ProKids. The announcement of the equipment was received in the Fall however, it takes
time to fill the request. Most of this equipment will be distributed to PRO Kids families starting in
the Fall of 2014;
· We received funding approval for a Forest Heights after school program called the “Open Air
Society”. This program will focus on outdoor recreation and will hopefully attract students not
currently engaged in traditional school athletics. The main outcome for all after school programs is
to increase physical activity levels in youth.
· Planning is underway for after school programming at CAMS, which we previously received funding
for. Recreation Department staff as well as CAMS staff and the Schools Plus staff are all involved in
setting up the activities. Recreation staff are also assisting with the New Ross afterschool program.
· Community Groups are being encouraged to nominate volunteers to be recognized at our annual
ceremony. The deadline to submit nominations is Friday, February 7th;
· Registrations have started and are going well for Winter 2014 programs. “Explore Life” was
distributed to the public on January 7th.
· As a result of a meeting with Church Memorial Park Board Chair and staff last Fall, we have
partnered with The Park to offer a variety of programs at the arena this winter. Beginner Skating,
Parent and Tot Skate, and free public lunchtime skates in February are the result. We also included
a feature in Winter 2014 Explore Life on The Park specifically highlighting the adult skate;
· The first planning meeting for the 2014 Cut ‘N Run is scheduled for later in January. The event date
has been set (June 1st) and Atlantic Chip has been booked to do the timing.
· In December an upgrade was done to ActiveNet, our online registration system. The site has been
reconfigured and is now a little more user friendly. It has also been optimized for mobile users so
people can login and register for programs on their smart phones and tablets.
· The Lunenburg Queens Recreation Directors Association purchased an additional piece of Winter
adapted equipment called a Snow Coach. This is a great piece of equipment to get someone out to
enjoy the snow. All of the adapted equipment including this sled is available for anyone to borrow.
· Funding was provided to assist local athlete Josh Rhodenizer to attend the National Junior Boxing
Championships in Quebec the end of November 2013. Josh was very successful and came home
with a bronze medal;
· Our MCCAP was submitted to the Province in fulfillment of our obligations for Gas Tax funding.
5. Continually reinforce the positive image of the Municipality through leadership in public
engagement and communication;
· Staff continue to update the Municipality’s Facebook and Twitter accounts on a regular basis;
· The December newsletter was published and staff are now working on the February newsletter;
· Staff had planned, then cancelled, and are now planning again the Open House at Kaizer Meadow.
This will now take place in February;
· Jennifer Veinotte continues to act as a CTV Community Correspondent;
· The Mayor/Warden public communications program has been closed and a feedback report will be
presented to COW on January 23, 2014.
6. Promote conditions conducive to fostering economic prosperity.
· The CAO continues to work on winding down the LQRDA. We are awaiting the final financials for
the period from April 1-October 31, 2013;
· We continue to work with partnering municipalities on the proposed REN start-up. There is a
concern that the Province will not support the governance model suggested by the Mayors and
Wardens. Warden Webber will be meeting with the Province over the next few weeks to clarify;
· We continue to investigate opportunities for waste-to-energy projects at Kaizer Meadow;
· The Senior Economic Development Officer has started to meet with businesses and community
organizations;
· The Senior EDO is also researching the options for the development of a Business Retention and
Expansion program.
· Staff continue to sit on the WhyHere Steering Committee;
· We are working with the Chamber of Commerce to develop an updated business directory;
· We are hosting the first meeting of the "MARCOM" Committee on January 24. MARCOM is a joint
initiative between the Municipality, Chamber of Commerce, Bluenose Coast, and a couple of other
members, as another way to "market" the Municipality through advertising and communications;
· The Management Without Borders team delivered their final report to the Municipality on
December 3rd. The internal review of the report was completed December 19th. A summary of the
report will be presented to Council in February as information.
7. Ongoing operational updates
· The CAO is in the process of developing a reporting template to report back on progress made on
the implementation of the Strategic Plan. The Strategic Planning Committee needs to be appointed
by Council;
· Community Development and Recreation and Parks both conducted team building workshops on
change management and both were well received;
· We have received the final report from Bob Funke pertaining to his review of the Public Works
Department. This report, as well as the report on staff overtime usage, will be presented at a COW
meeting in February;
· Interviews for the Development Officer position will be held next week;
· The Hazard Assessment Section of our Safety program has now been approved. Meetings at Kaizer
Meadow continue with good progress on completing site assessment data;
· The consolidated REMO by-laws have received ministerial approval;
· We have developed a training program for information services products for municipal staff. IT will
jointly deliver training departmentally for a number of programs and software applications. This
will also be rolled out to Council;
· Our municipality just hosted the second meeting of the newly formed organization of Landfill
Managers and Directors. You will hearing from this group over the next few months. This group will
be working with the Province at the staff level to assure that they are aware of the ramifications of
legislative changes and that policy changes on municipalities are clearly understood;
· The Director of Information Services has completed the draft of audio upgrades to the Council
Chambers
· We have installed Laserfiche version 9.1 and upgraded to the Shoretel sever to version 14.1;
· Information Services has received 1086 service desk support tickets since Jan 2013;
· We are working on improving our processes related to GIS services and prioritizing work as per
direction from the Strategic Plan.

MUNICIPAL WATER UTILITIES AND LICENSED DAY CARES
BY-LAW # 74
1. The By-Law shall be known as the Tax Exemption By-Law.
2. The real property of the organizations or institutions named in Schedules "A", "B",
"C", AD@, & AE@ to this by-law that would otherwise be classified as commercial
property shall be exempt or taxed in accordance with the particular schedule as well
as the business occupancy of licensed day cares named in Schedule AE@.
3. The partial or total exemption provided in Section 2 shall apply only to that portion
of the real property specified in the schedule.
4. When a property, or part thereof, listed in a schedule ceases to be occupied by the
association or for the purposes set out in the schedule then the partial or total
exemption from taxation shall cease and the owner of the real property shall
immediately be liable for the real property tax on such real property or part thereof
for the portion of the year unexpired.
5. This By-Law shall have the effect commencing in the Municipal taxation year
2013/14.
