Delegations: • South Okanagan Aquatic Centre Feasibility Study Sierra Planning and Management presented the South Okanagan Aquatic Centre Feasibility Study report commissioned by the Town of Oliver, Town of Osoyoos and Osoyoos Indian Band. The study has explored the potential of adding an indoor aquatic facility to the South Okanagan community. • Oliver and District Heritage Society (ODHS) – Ditch Project ODHS has retained a historical researcher to analyse “Ditch” materials at the archives and those of the Province and to include interviews with knowledge keepers in the community and local First Nations. ODHS intend to also commission a video telling the story of the Ditch. Project costs for the project are anticipated at $35,000 and requested Council to contribute half ($17,500) with the remaining support by RDOS Area C Director. Oliver and District Heritage Society – Council directed staff to inform the Oliver and District Heritage Society to include the Ditch Project funding request of $17,500 in the 2023 budget submission to the RDOS. 7D-Drainage – Council dissolved the service that relates to the operation of drainage works within a portion of Electoral Area C of the RDOS (until 1989 was formerly operated by SOLID). SOLID Taxation Bylaw 175 and SOLID Bylaw 143 8th Assessment Bylaw were repealed. Town of Oliver will notify the registered property beneficiaries that the service is dissolved. Canada Natural Infrastructure Fund Grant – Xeriscape Demonstration Garden – Council authorized submission of a grant application to the Canada Natural Infrastructure Fund Grant for a Xeriscape Demonstration Garden at the to be developed Station Street Plaza area. The $200 million dollar fund will funds 80% of the application cost which is currently estimated at $280,400 which would require the Town to contribute $56,080. Oliver Airport Risk Assessment – Council received the Risk Assessment report conducted by Ground Effect Aerodrome Ltd. Town of Oliver will proceed with controlling risk assessments outlined in the report and bring cost items outside the 2022 budget to budget deliberations in 2023. Grant in Aid – 2022 Oliver Ambassadors Pageant – Council released the previously approved 2022 grant for $1,500 to support the Oliver Ambassador program. Irrigation Turn Off and Canal Shut Down Dates – Tuesday, October 11, 2022 (Irrigation Shut Off) and Tuesday, October 25, 2022 (Canal Cease Diversion). 2022 – 2023 Goose Hunting Season – Council authorized the issuance of six goose hunting permits for 2022 -2023 to reduce the number of urban geese in and around the Oliver area. In particular, Tucelnuit Lake and Oliver Airport. 2023 Regular Open Meeting Schedule – the Regular Open Meeting Schedule for 2023 was approved. Public notification will occur after the October 15th Election. Proclamation Policy Amendment – Council approved the Proclamation Policy Amendment that delegates the authority to the Corporate Officer to approve subsequent light up Town Hall requests. The request would then be added to Council Correspondence for information. Building Permit Activity Report for August – Council received the report noting 3 Single Family Improvements, and 2 Commercial Improvements for a total project value of $195,400. Fire Department – The Oliver Fire Department responded to 48 calls (16 rural, 25 in-town, and 7 OIB) during the month of August. Water Quality Summary reports for August 2022 – The water distribution system is in summer mode of operation using surface water for irrigation use, along with some ground water in System 2. All other ground water pumps are used for domestic use only. Oliver had a total of 10mm recorded precipitation in the month of August. According to Environment Canada the normal precipitation for Oliver, from 1981-2010 is 20.7mm for the month of August. Correspondence Report – September 26, 2022: • Correspondence from Dr. Theresa Tam, Chief Public Health Officer: Council directed staff to finalize the process of being added to the list of World Health Organization (WHO) Network Members, and to continue working through the Age-Friendly Plan and submit at least one age-friendly practice per year to maintain the membership. • Correspondence from Royal Canadian Mountain Police: Council directed staff to communicate with the RCMP Property Management contacts if approached by the Oliver RCMP regarding the Oliver Detachment Building. • Correspondence from BC Emergency Health Services: Council directed staff to acknowledge the correspondence regarding expansion of emergency health services in Oliver by converting to a “bravo” ambulance (11-hour day shift, seven days per week on a permanent basis).
