HomeMy Public PortalAboutNovember 14, 2022 COUNCIL HIGHLIGHTS November 14, 2022 2023-2027 Financial Plan Schedule and Finance Update – Municipalities must adopt their five-year financial plan before May 15 prior to setting the annual tax rate bylaw. Council will begin budget preparation November 28, 2022 through to May 8, 2023. Public consultation will occur April 11, 2023. 2022 General Local Election Report – The 2022 election year saw 21% of the electorate casting ballots in Oliver (Mayor and Water Councillors acclaimed). Three incumbents (Veintimilla, Mattes, Grice) were re-elected with Terry Schafer newly elected. Bhupinder Dhaliwal was acclaimed as a new Water Councillor. Bylaws: • Water Parcel Tax Bylaw 1414 and Municipal Water Service Parcel Tax Roll Bylaw 1415 – Council gave first three readings of the bylaws. These bylaw meet the requirements of the Inspector of Municipalities to remove reference to parcel taxes from the regulation bylaw. • Water Regulation Amendment Bylaw 1351.11 – Council gave first three readings of the bylaw that removes the Cost Recovery provisions in Section 57 relating to In-Town water parcel tax and re-names the Area C parcel tax to Area C water service. • Zoning Amendment Bylaw 1380.27 – Council gave first two readings to the bylaw to accommodate a lot line adjustment on 5841 Columbia Street and 652 Granby Avenue to allow for vehicle and emergency access to 5847 Columbia Street. A Public Hearing has been scheduled for November 28, 2022. • Freedom of Information and Protection of Privacy Bylaw 1413 – Council gave first three readings to the bylaw that introduces a new bylaw with current legislation outlined in the Act. Bylaw 784, 1995 will be repealed once adopted. • Intercommunity Business Licence Bylaw 2022.03 – Council gave first three readings to the bylaw to allow wine tour operators to be eligible for an intercommunity business licence. Inaugural Meeting November 7, 2022 Mobile APP – Oliver’s newly developed APP has been launched with Council authorizing resources to promote the APP features, which includes My Account in which residents can access online services to view and receive property tax and utility bills, See Something – Say Something where residents can report an issue and upload a picture, Emergency Alerts to be notified of emergencies, additionally – Contact Us, Events, Council, News, and Waste Services. Fairview Mountain Golf Club – RDOS Variance Application – Council authorized the signing of the RDOS Variance Application in support of the application on town-owned property. The club proposes to replace an existing pumphouse and construct a new accessory building (teaching centre). UBCM Preparedness Fund – Volunteer and Composite Fire Department Equipment Grant – Council authorized staff to submit an application for funding totaling $30,000.00. The Fire Department proposes to run a water line and add a second fire hydrant on the training grounds, and to purchase several sea containers to simulate multi-level fire attaches including below grade fire operations. Electronic Meeting Policy – Council endorsed the electronic meeting policy that outlines the procedures for members participating in meetings remotely. Building Permit Activity Report for September – Council received the report noting an $800,000 addition to an existing building and a $100,000 swimming pool. Fire Department – The Oliver Fire Department responded to 26 calls (16 rural, 17 in-town, and 3 OIB) during the month of September. Water Quality Summary reports for September 2022 – The water distribution system is in summer mode of operation using surface water for irrigation use, along with some ground water in System 2. All other ground water pumps are used for domestic use only. Domestic water consumption was increased by 8% as no water restriction was imposed during the month. Six out of the 30 days in September the temperature was 300C or greater, with only two days of rain resulting in 5.4 mm of rain. Correspondence Report – November 14, 2022: • Council appointed Councillor Veintimilla to participate on the School District No. 53, 2023- 2033 Strategic Planning Advisory Committee. • Council directed staff to determine if installation of a solar flashing light adjacent to Heritage House Assisted Living would fit the requirements for the Meadows Drive Improvement Reserve. • Council extended invitations to the Ambulance Paramedics of British Columbia and BC Assessment.
