COUNCIL HIGHLIGHTS
November 28, 2022
2023 Committee Appointments – Council set the 2023 Committee Appointments to the Oliver Parks
& Recreation Society, Oliver & District Heritage Society, Airport Advisory Committee, School District
No. 53, Sister City, Chamber of Commerce, SOGH Hospital Liaison, Municipal Insurance Association,
and Oliver Tourism Association.
Bylaws:
• Water Parcel Tax Bylaw 1414 and Municipal Water Service Parcel Tax Roll Bylaw 1415 –
Council rescinded third reading and re-read third reading of the bylaws. These bylaw meet
the requirements of the Inspector of Municipalities to remove reference to parcel taxes from
the regulation bylaw.
• Water Regulation Amendment Bylaw 1351.11 – Council rescinded third reading and re-read
third reading of the bylaw that removes the Cost Recovery provisions in Section 57 relating to
In-Town water parcel tax and re-names the Area C parcel tax to Area C water service.
• Zoning Amendment Bylaw 1380.27 – Following the Public Hearing, Council gave third reading
to the bylaw to accommodate a lot line adjustment on 5841 Columbia Street and 652 Granby
Avenue to allow for vehicle and emergency access to 5847 Columbia Street.
• Freedom of Information and Protection of Privacy Bylaw 1413 – Council adopted the bylaw
that introduces a new bylaw with current legislation outlined in the Act. Bylaw 784, 1995 will
be repealed once adopted.
• Intercommunity Business Licence Bylaw 2022.03 – Council adopted the bylaw to allow wine
tour operators to be eligible for an intercommunity business licence.
Delegations:
South Okanagan Chamber of Commerce – Denise Blashko, Manager presented the Grow
Oliver Coordinator 2022 report giving an update on Downtown Beautification, Legacy Clock,
Façade Improvements, Connections & Events, Grant Opportunities and Chamber Initiatives
and efforts that help maximize and support the Grow Oliver Network.

Update on Financial Position and 2022 Capital Projects – Council began budget preparations and
have received the update on Financial Position and 2022 Capital Projects.
BC Destination Development Fund – Council directed staff to submit a grant application under the
BC Destination Development Fund for a community pavilion building along Station Street.
Town of Oliver and Osoyoos Indian Band Fire Protection Services Agreement – Council approved the
agreement between the Town of Oliver and the Osoyoos Indian Band for Fire Protection Services. The
agreement shall be reviewed every five years.
Grant in Aid – Seventh Day Adventist Church Emergency Cold Shelter – Council approved the grant
in aid application for the Oliver Seventh Day Adventist Church in the amount of $2000. These funds
will be used to fill the gaps where donations of food and clothing are insufficient to meet the increased
demand.
Grant in Aid – Harvest Hut – Council approved the grant in aid application for the Harvest Hut in the
amount of $1600. These funds will be used to purchase a new tent that is branded Town of
Oliver/Harvest Hut.
Appointment of Corporate Officer – Council appointed Rochelle Lougheed as Corporate Officer for
the Town of Oliver.
Water Quality Summary report for October 2022 – The water distribution system is in summer mode
of operation using surface water for irrigation use, along with some ground water in System 2. All
other ground water pumps are used for domestic use only. Oliver had 2.6 mm recorded in
precipitation in the month of October with 1.6mm falling on October 26, 2022. The average max,
mean and min temperatures were higher this month than the Oliver Normal noted by Environment
Canada and a high of 27.5oC was recorded on October 6, 2022.

The Town of Oliver is pleased to announce the launch of our new town
app. The app features include My Account in which residents can access
online services to view and receive property tax and utility bills, view water
consumption readings, See Something – Say Something where residents
can report an issue and upload a picture, Emergency Alerts to be notified
of emergencies, additionally – Contact Us, Events, Council, News, and
Waste Services. Look for the “Town of Oliver” app today in your app store!
