HomeMy Public PortalAboutDecember 12, 2022 COUNCIL HIGHLIGHTS December 12, 2022 Town Hall will be closed December 26, 2022 – January 2, 2023 for the Christmas Holidays 2023 Capital – Early Approval for Black Sage Electrical Upgrade – Council was provided with project and budget information for the early approval of a 2023 water capital project, the Black Sage Well Electrical Upgrades. Council approved the $450,000 project prior to the approval of the 2023-2027 capital plan. Bylaws: • Water Parcel Tax Bylaw 1414 and Municipal Water Service Parcel Tax Roll Bylaw 1415 – Council adopted Water parcel Tax Bylaw 1414 and Municipal Water Service Parcel Tax Roll Bylaw 1415. These bylaws meet the requirements of the Inspector of Municipalities to remove reference to parcel taxes from the regulation bylaw. • Water Regulation Amendment Bylaw 1351.11 – Council adopted Water Regulation Amendment Bylaw 1351.11. This bylaw removes the Cost Recovery provisions in Section 57 relating to In-Town water parcel tax and re-names the Area C parcel tax to Area C water service. • Fees and Charges Amendment Bylaw 1383.05 – Council gave first three readings to Fees and Charges Amendment Bylaw 1383.05. This Bylaw would allow the 2022 Town of Oliver Cemetery services fees to apply to 2023. • Traffic Amendment Bylaw 650.03 – Council gave first three readings to Traffic Amendment Bylaw 650.03. This Bylaw would prohibit kick scooters from operating on sidewalks. • Zoning Amendment Bylaw 1380.27 (5847 Columbia Street) – Council rescinded third reading and re-read third reading of the bylaw to accommodate that an easement be registered on 5841 Columbia Street and 652 Granby Avenue to allow for vehicle and emergency access to 5847 Columbia Street. Fire Department – The Oliver Fire Department responded to 28 calls (5 rural, 19 in-town, and 4 OIB) during the month of November. Inaugural Meeting November 7, 2022 Building Permit Activity Report for November – Council received the report noting six new single family dwellings being constructed. Community to Community Forum – Council directed staff to apply for the next Community to Community Forum grant intake. The goal of the Community to Community Forum is to increase an strengthen relationships and foster future co-operative action by building stronger links between First Nations and local governments. Delegations: Lakeside Resort – Tom Szalay, Consultant along with Paul Bouchard, Owner presented on behalf of The Lakeside Resort in seeking an exemption from $114,231.60 Development Cost Charges (DCCs) in connection with a current plumbing permit application to renew and modernize on-site, underground services in the campsite portion of the resort. Oliver District Heritage Society – 2023 Budget Request – Darren Halsted, Executive Director presented the 2022 Oliver and District Heritage Society 2022 Highlights showcasing the projects and volunteers and also the 2023 Proposed Operating Budget for RDOS. Grow Oliver Discussion – Randy Houle, Director of Development Services along with Denise Blashko, Coordinator of Grown Oliver discussed the progress that has been made since implementing the Grow Oliver Plan in 2020, and a priority of action items moving forward. Canada Summer Jobs Grant Application – Council authorized the submission of a Canada Summer Jobs Application for a Records Management Student which would see further progress made towards digitizing Town records. Water Utility Leak Adjustment Policy – Review of Notification Process – Council directed staff to amend the Water Utility Leak Adjustment Policy to issue an initial alert when a leak is detected during monthly water meter reads. Subsequent leak notification letters will not be sent, for a continuous leak, but will be noted on the users quarterly utility bill. Correspondence Report – December 12, 2022: • Town Hall will be lit up blue on February 22, 2023 in support of Girl Guides of Canada request that the Town of Oliver participate in the third-annual Guiding Lights Across BC celebration. • Council approved the letter of support provided to Oliver Parks and Recreation Society for the TREEmendous Communities Grant application for a pollinator garden.
