COUNCIL HIGHLIGHTS
January 23, 2023
Bylaws:
• Zoning and OCP Amendment Bylaws – 313, 317, 380, 389 Chardonnay Avenue – Council
gave first and second reading to the Zoning Amendment Bylaw 1380.24 and the Official
Community Plan Amendment Bylaw 1370.09. These bylaws are seeking zoning
amendments to allow for the construction of a duplex on each of 313 & 317 Chardonnay
Avenue, as well as on each of Proposed Lots A & B of 380 & 389 Chardonnay Avenue for
a combined total of six duplexes (12 dwelling units).
• Civic Addressing Amendment Bylaw 1320.06 – Council gave first three readings to Civic
Addressing Amendment Bylaw 1320.06. This bylaw amendment is seeking an update for
addressing changes that have occurred since May of 2020. This includes the addition of
the last phase of the Bentgrass Subdivision as well as other minor updates.
Council Meeting Schedule Amendment – Council approved the proposal brought forward that
would adjust Council’s meeting schedule to every three weeks. An implementation plan will be
brought up for council consideration at a later date.
Council Strategic Plan Priority List – Council was presented with the strategic priority list
discussed at the Strategic Planning workshop that occurred over two days in the beginning of
January.
Active Transportation Plan / Traffic Calming Study Recommendations – Council was provided
with two study’s containing recommendations of areas for improved traffic calming treatments,
and Active Transportation.
SILGA Community Excellence Awards – Council directed staff to submit the installation of four
flag poles at Town Hall to allow for the Osoyoos Indian Band Flag raising as meeting the category
of Social Responsibility to the SILGA Community Excellence Awards.

Delegations:
BC Assessment – Tracy Wall, Deputy Assessor Thompson Okanagan presented on behalf
of BC Assessment the overview of Property Assessment and 2023 Assessment Roll for
the Town of Oliver.
Water Utility Leak Adjustment Policy – Council approved the amendment to the Water Utility
Leak Adjustment Policy. This amendment would see that an initial alert is issued after monthly
water meter reads when it is determined that a user has a new leak and that subsequent leak
notification letters will not be sent but will be noted on the Utility Bill.
