Minutes of Meeting of Council
March 20, 2023

1. Approval of Agenda

THAT the agenda for this regular Council meeting be approved as circulated.

2. Disclosure of Conflict of Interest
No members present declared a conflict of interest on any items on the agenda
at this time.
3. Approval of Minutes February 21, 2023

THAT the minutes of the regular meeting of the Council of the town of Sussex,
held on February 21, 2023 be approved as circulated.

4. Business Arising Out of Committee -Of -The -Whole
There was no business arising out of Committee of the Whole.
5. Delegations, Petitions and Correspondence:
5.a S.O.S Strays of Sussex
Terry Peck was in attendance from SOS Strays of Sussex to update the
Council on their work in the community to date.
SOS is a small group of volunteers whose mandate is to take stray or
abandoned friendly cats into foster homes and eventually find them
forever homes. Their biggest expense is for their medical attention. The
program relies 100% on volunteers. Funding is achieved through
donations and fund raising. The program started in February 2020 and in
the first year 255 cats were taken in. Despite covid, fundraising and
volunteers have enabled the group to help over 600 cats since then. Vet
bills totaled over $72,000 and are paid in full. SOS is unable to take in
feral cats because they are not socialized and therefore cannot be
rehomed however they do some trap -neuter -return when they can. There
are some areas in the industrial park that have issues with feral cats and

the group are hoping to do some work there in the next month. Mayor
Thorne thanked Ms. Peck for her presentation and the hard work that her
team does. He commented on the impact that CARMA made initially
through their TNR program and is happy that Strays of Sussex is able to
carry on this important work. Mayor Thorne requested that Sussex
Administration work with SOS to help raise awareness of the program
through social media.
5.b Bonny Hill - Every Child Matters Project
Bonny Hill spoke to Council on her Every Child Matters Project planned for
the spring of 2023. Tentative dates for the project are May 24th or 25th
2023 and the art is expected to be displayed on the soccer fields between
the Sussex Middle School and Sussex High School. Phyllis Webstad
(creator of orange shirt day and residential school survivor) will travel from
British Columbia to be here in Sussex to help consult on the project which
will likely garner national attention. Ms. Hill is looking for any feedback and
support that Council could offer including funding for T-shirts or help with
marketing via our website and social media. She is also requesting that
the town ribbon off the area the day before May 24th or May 25th. Mayor
Thorne and members of Council thanked Ms. Hill for her presentation and
expressed their support for the project.
5.c Rezoning Application - 358 St. George Street

THAT Council accept the rezoning application from Don More Surveys
acting as an agent for Cambridge Equity Holdings for PID 00265041 and
forward the application to the Administration Committee to begin the
rezoning process.

6. Fire Report

THAT the Fire Report for the month of February 2023 be received as circulated.

The report indicated that during the month, the Fire Department responded to a
total of 21 calls with 19 calls originating within the boundaries of Sussex and 2
outside calls.
7. Building Inspector's Report

THAT the Building Inspector's Report for the month of February 2023 be received
as circulated.

The report indicated that during the month, there were a total of three permits
issued for renovations, repairs or alterations for a value of $24,000.

8. Development Officer's Report

THAT the Development Officer's Report for the month of February, 2023 be

The report.indicated that during the month of February there were two (2) Real
Surveyor's Reports submitted for approval.
9. Planning Advisory Committee Minutes March 8, 2023

amount of $800 in support of the Rotary Brewfest event scheduled for May

THAT Council approve the Sussex Minor Hockey sponsorship request of

THAT Council approve the Sussex Skating Club sponsorship request for
the annual ice show scheduled for March 18th, 2023 at the 8th Hussars
Sports Centre in the amount of $1,000.

THAT Council authorize that Sussex Minor Baseball be given exclusive
use of the Princess Louise Park Canteen building for the sale of goods

Sussex & Area Community Foundation for the Sussex Minor Baseball

program by State Chemical for a 6 month period for a cost of $10,575.30

THAT Council authorize that Stephen Hayward and Tom Lewis attend this
year's MPWWA annual conference in Charlottetown, PEI on April 2 -5th,

THAT Council approve that Craig Dixon and Sean McLaughlin attend a
training seminar on Classes 1 and 2 in Water Distribution in Dieppe on

THAT Council award tender T-06-23 Washer -Extractor to East Coast
Laundry Systems for the tendered amount $17,950.00 plus HST for the
supply, delivery, and installation of a washer -extractor at the Sussex Fire
Department.

Ascend, that Council approve the 2022 Financial Statements and that
Council authorize the Mayor and the Town Clerk to sign the 2022

THAT Council accept the 2022 External Audit Report for the Village of
Sussex Corner from the firm of Buckley Professional Corporation, that
Council approve the 2022 Financial Statements and that Council authorize
the Mayor and the Town Clerk to sign the 2022 Financial Statements on
behalf of Sussex.

THAT Council approve the following:
BE IT RESOLVED
THAT the Clerk and/ or Treasurer and/ or Mayor be authorized to issue
and'sell to the New Brunswick Municipal Finance Corporation a
Municipality of Sussex Debenture in the principal amount of $430,000 on
such terms and conditions as are recommended by the New Brunswick
Municipal Finance Corporation, and
THAT the Municipality of Sussex agrees to issue post-dated cheques
payable to the New Brunswick Municipal Finance Corporation as and
when they are requested in payment of principal and interest charges on
the above debenture.

THAT Council approve the following:
WHEREAS Council has considered revising By-law No 125-14, "Village of
Sussex Corner Rural Plan" for PID #00201129 and a portion of PID
#00461673, from a Rural Area "RA" Zone to a Residential 2 "R2" Zone
with Terms and Conditions on these Lands;

BE IT RESOLVED
THAT Sussex Council, directs that an appropriate by-law be prepared to
adopt a revised Rural Plan By-law, that the by-law be referred to the
Planning Advisory Committee for their views; that the public notice
requirements of the Community Planning Act be fulfilled with respect to
the proposed by-law by setting a Council meeting of, April 24th at 6:30 pm
in the Municipal Office, 524 Main Street, Sussex, N.B. as the date, time
and place for the Public Hearing of Consideration of Objections to the
proposed by-law.

13. Open Discussion:
Members of Council discussed the influx of immigrants to Sussex and its
surrounding areas. The Council highlighted the importance of the Multicultural
Association of Sussex in helping to retain these newcomers in our community.
14. Date of Next Scheduled Regular Meeting - April 24, 2023
His Worship Mayor Thorne noted that the next regularly scheduled meeting of
the Council will be held on April 24, 2023.
