HomeMy Public PortalAbout2023-04-24 Council Minutes1 Sussex Minutes of Meeting of Council April 24, 2023 7:00 p.m. Present: Mayor Thorne, Deputy Mayor Wilson, Councillor Nelson, Councillor Brenan, Councillor Milner, Councillor Maguire, Councillor MacLeod Absent: Councillor Bobbitt Staff Present: Scott Hatcher, Chief Administrative Officer, Heather Moffett, Treasurer, Tara Olesen, Town Clerk. 1. Approval of Agenda Moved by: Councillor Nelson Seconded by: Councillor Brenan THAT the agenda for this regular Council meeting be approved as amended. The agenda was amended by the addition of Item 5(b) - Wendy Brooks -AEI International Student Program. Motion Carried 2. Disclosure of Conflict of Interest No members present declared a conflict of interest on any items on the agenda at this time. 3. Approval of Minutes - March 20, 2023 Moved by: Councillor MacLeod Seconded by: Councillor Milner THAT the minutes of the regular meeting of the Council of the town of Sussex, held on March 20, 2023 be approved as circulated. Motion Carried 4. Business Arising out of Committee of the Whole 5. Delegations, Petitions and Correspondence: 5.a Kings County Historical Society Moved by: Councillor Milner Seconded by: Councillor Maguire THAT the correspondence from Harry Walker, Membership Secretary of the Kings County Historical Society be received and filed. Motion Carried 2 5.b Wendy Brooks - International Student Program Wendy Brooks and Debbie Thomas were in attendance from the Atlantic Education Institute to bring awareness to the community of the services offered to international students and host families. Sussex currently hosts 19 international students and there are currently 22 countries represented by international students in southern NB. Canada is one of the most popular study destinations. Host families can choose to host students anywhere from 8 weeks to 10 months and financial support is provided to the family. Grade 11 is the most common age of students coming to the area to study. Through the program, each student brings approximately $25;000 to the community with the majority of the funds staying with the high school and a small portion staying with the district. Members of Council had an opportunity to ask questions of Wendy and Debbie. His Worship Mayor Thorne thanked them for their presentation. 6. Fire Report Moved by: Councillor Milner Seconded by: Councillor Nelson THAT the Fire Report for the month of March 2023 be received as circulated. Motion Carried The report indicated that during the month the Fire Department responded to 17 calls with 9 calls originating within the boundaries of Sussex and 8 calls outside of the boundaries of Sussex. 7. Building Inspector's Report Moved by: Councillor Brenan Seconded by: Councillor Milner THAT the Building Inspector's Report for the month of March 2023 be received as circulated. Motion Carried The report indicated that during the month, the Building Inspector issued 4 permits for New Construction totaling $908,300 and 9 permits for Renovations, Repairs and Alterations totaling of $213,001. 8. Development Officer's Report Moved by: Councillor MacLeod Seconded by: Councillor Brenan THAT the Development Officer's Report for the month of March, 2023 be received as circulated. Motion Carried The report -indicated that during the month, there were 4 Tentative Subdivision Plans and 2 Subdivision Plans submitted for approval. 3 9. Planning Advisory Committee Minutes April 12, 2023 Moved by: Councillor Milner Seconded by: Councillor Nelson THAT the minutes of the Planning Advisory Committee meeting of March 12, 2023 be received as circulated. Report of Committees 11.a Community Services Committee Moved by: Councillor MacLeod Seconded by: Councillor Nelson THAT the report of the Community Services Committee Meeting 04-23 of April 18, 2023 be received as circulated. Motion Carried Moved by: Councillor MacLeod Seconded by: Councillor Brenan THAT Council appoint Mr. Alan Schriver to Subforeman from the first day following ice operations (April 3, 2023) until the start of ice season shift work (September 21st, 2023), and that Mr. Darrell Butcher be re-classified to this role in the event that Mr. Schriver is unable to serve in this role as a result of vacation or illness. Motion Carried Moved by: Councillor MacLeod Seconded by: Councillor Nelson THAT Council authorize the Administration to sign the special occasion permit application for the "Let the Good Times Roll" event scheduled to be held at the Nutrien Civic Centre on June 3rd, 2023. Motion Carried Moved by: Councillor MacLeod Seconded by: Councillor Brenan THAT Council authorize the closure of Main Street from Church Avenue to Winter Street from 4:00pm to 10:00pm on June 8th for a Main Street Car Show by the Sussex Asphalt Angels. Motion Carried 4 Moved by: Councillor MacLeod Seconded by: Councillor Nelson THAT Council authorize the closure of Main Street from Church Avenue to Winter Street from 4:OOpm to 8:O0pm on June 24th for Diversifest by the Multicultural Association of Sussex. Motion Carried Moved by: Councillor MacLeod Seconded by: Councillor Milner THAT Council authorize the Administration to sign the special occasion permit application for the "Ellen's Tour" event scheduled to be held at Leonard's Gate on June 10th, 2023. Motion Carried Moved by: Councillor MacLeod Seconded by: Councillor Milner THAT Council accept the quotation of $5,890.19, HST included, from Flewelling Press for a 24" x 36" brass plaque to be installed at the train station for the 8th Hussars 175th Anniversary event. Motion Carried Moved by: Councillor MacLeod Seconded by: Councillor Nelson THAT Council accept the bid of $8,695.00, plus HST, per event, from FireWorks FX inc. for the 2023, 2024, and 2025 Canada Day fireworks displays, with an additional fee of $500.00 plus HST, if applicable, for postponement per event. Motion Carried Moved by: Deputy Mayor Wilson Seconded by: Councillor Nelson THAT Council authorize the Town to enter into an agreement for a Provincial Contract for Bulk Fuels for procurement of bulk fuels between Service New Brunswick and Sussex and to authorize the Mayor and Town Clerk to execute the agreement on behalf of the Town. Motion Carried 11.e Administration Committee Moved by: Councillor Brenan Seconded by: Deputy Mayor Wilson THAT the report of the Administration Committee Meeting 04-23 of April 20, 2023 be received as circulated. Motion Carried Moved by: Councillor Brenan Seconded by: Councillor Nelson THAT Council approve the following: WHEREAS Council has considered revising By-law #704-20, "Town of Sussex Municipal Plan By-law" and By-law #1350-21, "Town of Sussex Zoning By-law" for a portion of the property bearing P.I.D. #00265041, to permit High Density Residential ("R4") on a portion of these lands. BE IT RESOLVED THAT the Council for Sussex, directs that an appropriate by-law be prepared to adopt a revised Municipal Plan and Zoning Bylaw, that the by- law be referred to the Planning Advisory Committee for their views; that the public notice requirements of the Community Planning Act be fulfilled with. respect to the proposed bylaw by setting a Council meeting of May 11, 2023 at 6:00 pm in the Municipal Office, 524 Main Street, Sussex, N.B. as the date, time and place for the Public Presentation of Council's intent to adopt a revised Municipal Plan By-law and sets a Council meeting of June 19, 2023 at 6:30pm in the Municipal Office, 524 Main Street, Sussex, NB as the date, time and place for the Public Hearing of Consideration of Objections to the proposed by-laws. Motion Carried The Clerk then read the by-law for the 2nd time by title. 13. Open Discussion Councillor Maguire noted that he is seeing more and more pedestrian traffic in the community and spoke to the importance of our sidewalk system allowing citizens to be outside walking and directing them to the downtown core. He would like to see an investment in our older sidewalks as part of our Capital Plan going forward. Councillor Brenan encourages all Councillors and members of the community to attend the Diversafest Festival in June. He attended last year with his family and was very impressed with the showing of culture, food and entertainment. 14. Date of Next Scheduled Regular Meeting May 15, 2023 His Worship Mayor Thorne noted that the next regularly scheduled meeting of the Council will be held on May 15, 2023 15.
