KAIZER MEADOW ENVIRONMENTAL MANAGEMENT CENTRE
CITIZENS LANDFILL MONITORING COMMITTEE
1. This Policy applies the Committee expressly established by this policy.
2. Council hereby establishes the "Citizens Landfill Monitoring Committee" as a standing
Committee of Council.
3. The mandate of this Committee shall be as follows:
a. The committee shall report to Council yearly;
b. To review the yearly submission to Nova Scotia Environment pertaining to
operations;
c. Review all studies related to landfill operations or capital projects as prepared by
consultants or outside firms contracted by the Municipality;
d. To be informed of all complaints received in writing or verbally from residents
utilizing the site and to be informed of resolution of complaints;
e. To receive as information the capital and operating budget after it has been
reviewed by Council and prior to the budget set, an opportunity to send any specific
request to Council for considerations;
f. The Committee shall:
L Monitor the operation of the Facility;
ii. Ensure that members of the Committee are regularly and fully informed
concerning the operation of the Facility;
iii. Receive information and representations from area residents concerning
any matter relating to the operation of the Facility;
iv. Fulfill such other responsibilities as may be conferred on the Committee.
4. The Committee maybe made up of two to five members composed as follows:
a. Two (2) members of Council (one of which would be the Councilor for District 7);
b. The Warden (ex officio);

c. Two to five members appointed by Council from the general public (the majority
being from District 7; Sections Al and E1 of Appendix A should be used as a
guideline).
The committee members shall be informed of developments in a timely manner, concerning
the Eco Park and the Wind Tower project, but may not necessarily be directly involved.
5. The following provisions shall apply to the Committee:
a. The two Council members shall be appointed for a one (1) year term and all other
members shall be appointed for a two (2) year term unless Council, by resolution,
appoints for either a shorter or longer term at its discretion. The Warden shall be an
ex officio member during the term of office;
b. The Chair and Vice -Chair of the Committee shall be elected by the Committee
annually;
c. Members of the Committee shall receive remuneration for attendance at all
meetings called to deal with Committee business in accordance with the rates
established by Council for Standing Committees;
d. The Committee shall meet as frequently as necessary upon the call of the Chair to
deal with its mandate as expressed in this policy. All motions of the Committee shall
be reported to Council at the Council meeting which next follows each Committee
meeting;
e. The Committee may request, through the Chief Administrative Officer, assistance
from Municipal Staff in the form of advice, consultation, background research,
preparation of materials for meetings, and attendance at meetings.

APPENDIX A
CRITERIA FOR MEMBERS
For the past thirteen years, the Municipality of the District of Chester has operated the Municipal
landfill in conjunction with the Citizens Monitoring Committee. This group acts as a liaison group
between residents and the Landfill located on the Windsor Road. With the recent expansion of the
Landfill, the additional materials from other locations, and the extensive construction that led to the
Second Generation Landfill, the Municipality is interested in adding people to our Citizens
Monitoring Committee. The following would be criteria for consideration:
Al. The main focus is proximity to the Landfill. The impacts, both ecological and environmental
have been mitigated to the highest standard. It would be logical to include people in
proximity of the Landfill because of those issues. Although a significant portion of the
material comes from the northern end of Route 414, there is still traffic from the southern
end of Route #14 from Highway #103; anybody in that boundary would be a strong
candidate for the Committee.
People who have technical or environmental skill set or background who would contribute
constructively to the operation would also be considered.
The Municipality of the District of Chester shall maintain a communication link to the local
community through the Citizens Monitoring Committee. A list of current members as well
as any revisions or changes to the membership of the committee shall be forwarded to the
Department of Environment within 30 days of any changes, as per the Second Generation
Landfill Approval (#2005-050000- A02) a document issued by the Department of
Environment.
B1. The Municipality of the District of Chester shall, within 30 days of the effective date of the
Second Generation Landfill Approval (#2005-050000-A02) issued by the Department of
Environment, establish a community monitoring committee if one is not already in
existence.
