HomeMy Public PortalAbout2014-09-25_Citizens Planning Advisory Committee Policy - Terms of Reference_P-84Policy P-84 Effective Date: September 25, 2014 Citizens Planning Advisory Committee — P-84 (continued) MUNICIPALITY OF THE DISTRICT OF CHESTER POLICY P-84 CITIZENS PLANNING ADVISORY COMMITTEE TERMS OF REFERENCE Background The Municipality of Chester is reviewing its official planning documents, including the Municipal Planning Strategy, the Chester Village and Area Secondary Planning Strategy, our two Land Use By- laws and the Subdivision By-law. The review will take about two years to complete. Creating new land use policy and regulations is the major goal of the review process. The review will focus on many topics, including: • Residential Development and Housing • Community Design • Sustainability • Economic Development • Transportation Options • Heritage, culture and the built environment The review of our official planning documents is intended to enable a healthy and prosperous future for the Municipality of Chester. Meaningful community engagement and consultation will be vital to this process. The Citizen Planning Advisory Committee is one of the key ways to gather and include all those who live and work in the municipality. Purpose The purpose of the Citizen Planning Advisory Committee is to advise Council during the creation of a new set of official planning documents (a new Official Community Plan). The Citizen Planning Advisory Committee will act as the Planning Advisory Committee for the Municipality as outlined under the Municipal Government Act. The Citizen Planning Advisory Committee will act as a community voice, and will help to engage the public. Committee members will assess, discuss and comment at each step of the review. Committee members will provide staff and Council with feedback on background reports, on community principles and on land use policy. Citizen Planning Advisory Committee recommendations ensure public feedback is considered through every step of the process. To advise Council on planning matters that have been referred to it by Council, including the preparation, amendment, and administration of the Municipal Planning Strategy, the Chester District Land Use By-law, the Chester Village Area Secondary Planning Strategy, the Chester Village Area Land Use By-law, and the Subdivision By-law; ii. The Committee may request that Council refer to it for study and recommendation any planning related matter that has come to the Committee's attention. Goals The primary goal of the review process is to make a new Official Community Plan that will guide our communities' future in a sustainable, prosperous manner that is respectful of the rich character and cultural heritage that already exists in our communities. Making a new Official Community Plan will improve land use planning by: a) Malting documents and regulations easier to use and to understand; b) Reducing the number of planning applications and providing some flexible planning tools; c) Incorporating policies that support Council's strategic goals; d) Strengthening design standards and architectural controls; e) Introducing clear policies and standards for community engagement and public participation; f) Making clear standards for development; and g) Including current planning trends and updated best practices. Scope The Citizen Planning Advisory Committee shall consider the following when making comments and recommendations: a) Public feedback; b) Best practices in planning and urban design; c) Community principles and goals, existing or as developed throughout the Plan Review Process; and d) Community context. At the start of the process, the Citizen Planning Advisory Committee will meet to review these Terms of Reference. At this meeting, staff and the Committee will also decide how communication will take place and how decisions will be made. Meetings will be held to provide the Committee with updates and for discussion. Committee members will be expected to prepare for meetings by reading and considering reports from staff. At the end of each step, the Citizen Planning Advisory Committee will review and comment on any reports and recommendations for Council. The Citizen Planning Advisory Committee may hold votes to decide what recommendations and comments are made to Council. Membership a) The Committee shall be made up of twelve (12) members composed as follows: A Chairperson appointed by Council H. The Chair of the Chester Village Area Advisory Committee iii. The Chair of the Municipal Area Advisory Committee; iv. Eight (8) members appointed by Council from the general public. Members will be chosen so as to represent varied perspectives and will be from different parts of the Municipality. At least one representative shall be from the development sector, and one representative shall be a business owner of a local business; and V. The Warden (ex officio). b) Council will endeavor to include a mix of social, cultural and economic backgrounds in the Committee composition. c) A new chair may be appointed at the discretion of Council. d) A Vice -Chair shall be elected at the first meeting. The Vice -Chair will serve a one-year term. At the end of each one-year term, an election will be held to elect a Vice -Chair. e) Should the Chair and Vice -Chair be absent from the meeting, the remaining members of the Committee may appoint an acting Chair Quorum A minimum of six members shall constitute a quorum of the Citizen Advisory Committee. Notice of Intention to Adopt - Council - August 14, 2014 (2014-383) First Notice -Council - September 11, 2014 (2014-419) Second Notice - Council - September 25, 2014 (2014-450) Effective Date - September 25, 2014 Page 4 Citizens Planning Advisory Committee - P-84 (continued) Meetings h) The Citizen Planning Advisory Committee shall meet as frequently as necessary upon the call of the Chair to deal with its mandate as expressed in this policy. i) Committee members will be expected to attend public forums and events in order to hear and understand public feedback. j) Agenda items will be compiled by community development staff. k) Decisions of the Citizen Planning Advisory Committee all be decided by a majority vote of those members present at the meeting. 1) Meetings shall be open to the public. m) The Citizen Planning Advisory Committee meeting notes are public and shall be made available to residents upon request. End Date The Official Plan Review is scheduled to finish in mid -2016. The Citizen Planning Advisory Committee will disband after Council accepts the new Official Community Plan at a public hearing.
