HomeMy Public PortalAboutManager of Finance_Finance_2010-10Municipality of the District of Chester Position Description Position Title: Manager of Finance Salary Band: Directors 2 /Senior Contributors Reports to: Director of Finance /Treasurer Status: Full Time Classification: Administrative Location: 151 King Street, Chester Hours: 8:30 a.m. to 4:30 p.m. Updated: October 2010 Subordinate Staff: Accounts Payable Staff Tax Collections Staff Part -time Customer Service Staff SCOPE Under the direction of the Director of Finance /Treasurer, the Manager of Finance provides administrative and accounting support to the Finance & Administration Department, as well as other municipal departments. He /she is responsible to perform a broad range of complex financial reports and fiscal analyses and supervise Accounts Payable, Tax Collection, and Part -time Customer Services staff. QUALIFICATIONS • The successful candidate requires a thorough knowledge of accounting principles generally for government and /or not - for - profit organizations acquired through a Bachelor degree in accounting, business or related field. A professional accounting designation (CMA, CGA, CA) is preferred. • Work generally requires the ability to apply complex accounting principles, analyze situations and resolve problems in the Budget, Cost or Fund Accounting functions normally acquired through several years of progressive accounting experience. AN EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND /OR EXTENSIVE RELEVANT EXPERIENCE MAY BE CONSIDERED Page 1 of 4 Manager of Finance (continued) • Ability to communicate very well both orally and in writing. • Ability to analyze and evaluate solutions /problems and propose appropriate corrective action. • Ability to prioritize and organize by scheduling and utilizing time and resources to meet deadlines. • Strong interpersonal skills and demonstrated ability to provide advice, guidance and coaching. • Ability to initiate and ambition for research and special studies. • Working knowledge of Fund Accounting. SUMMARY OF FUNCTION Responsible for: Activity A: Financial Accounting & Management Assists in and /or prepares: Preparation of monthly and annual financial statements. Coordination of the annual audit. • Assists auditors in conjunction with annual audits, preparation of year -end working papers. • Analyze accounts and prepare any required audit reports. Overseeing of all general accounting functions of the municipality, including: • Maintaining general journal, general ledger and other books of original entry. • Perform trial balances and make adjustments as necessary. • Accounts payable administration including vendors /suppliers, purchase orders, and fixed assets ledger. • Monthly bank reconciliation. • Payroll management including payroll deduction remittances and T -4's. • Supervise property tax administration including assessment roll changes, billing, collections, overdue notices, capital charge sub ledger, etc. • Maintain solid waste accounts receivable ledgers and perform collection procedures for outstanding accounts. • Prepare HST claims as required. • Cash counts. Page 2 of 4 Manager of Finance (continued) Implementing and monitoring adequate internal fiscal controls. Assists in the administration of short /long term debt; capital fund; reserve and trust funds; water utility fund. Preparation of cash flow forecasts to facilitate management of the Municipality's cash flow position. Manage and approve overtime for subordinate staff. Activity B: Operating & Capital Budgeting Assists in the preparation, maintaining and coordination of: • The annual operating and 5 year Capital Budget, including identifying funding recommendations and financial impact analysis of proposed budgets. • Capital project files, ensuring timely preparation of cost recovery claims. • Interim and long -term borrowing needs identification, ensuring funding available on a timely basis. • Debt records. Activity C: Preparation of Financial Impact Analyses Assists in the preparation of reports on special projects by preparing financial impact analyses for alternative options being presented for consideration by Municipal Council or any of its Committees, designated inter - municipal Committees where the Municipality provides administrative services, or internally to other Municipal staff. Activity D: Accounting Regulations Keep informed of Municipal Accounting regulations as issued and periodically revised by Service Nova Scotia and Municipal Relations and /or the CICA Public Sector Accounting Board. Activity E: Monitor and make recommendations Regularly monitor and make recommendations to the Director of Finance /Treasurer for improvements to accounting and financial reporting systems. Assist the Director of Finance /Treasurer with recommendations of insurance coverage's and the maintenance of an up -to -date inventory of all insurable municipal property. Other Responsibilities: Performs other related duties incidental to the job described herein. He /she must recognize that this position processes confidential financial and other Municipal data. As such, this position requires the utmost confidentially of information as well as a high level of respect at all times when dealing with elected officials, other staff and the general public.
