MINUTES OF PREVIOUS MEETING: 2.1 2013-001 Co mmittee of the Whole -December 20, 2012 MOVED by Councillor Armstrong, SECONDED by Councillor Myra the minutes of the December 20, 2012 meeting of Committee of the Whole be approved as circulated. CARRIED. CORRESPONDENCE/INFORMATION : 4.1 Application fo r Appointment as a Special Constable - Edwin "Peter" House to work part time providing Animal Control Services to the Municipality of the District of Chester. Present was David BretteU, By-Law Enforcement Officer, who reviewed the requirement to have Mr. House appointed as a Special Constable. 2013-002 MOVED by Councillor Church-Cornelius, SECONDED by Councillor Armstrong that the Committee of the Whole recommend to Council to forward an application to the Department of Justice requesting Edwin Peter House be appointed as a Special Constable in order to enforce the Dog By-Law #140 and Domestic Animals and Fowls By-Law #8 for the Municipality of the District of Chester. CARRIED. 4.2 Correspondence from Region 6 Solid Waste Management dated December 17. 2012 regarding approval of the budget for the upcoming fiscal year Ap ril 1. 2013 to March 31. 2014. Present was Bruce Forest, Director of Solid Waste. to answer questions with regard to the budget 2013-003 MOVED by Councillor Myra, SECONDED by Councillor Armstrong that the Committee of the Whole recommend to Council to approve the 2013/2014 Budget oCthe Region 6 Solid Waste Management Committee in the amount of5183,114.00. CARRIED. 4.3 Correspondence from Service NS and Municipal Relati ons dated December 17, 2012 regarding Uniform Assessment for Use in the Year En ding March 31. 2013. Committee of the Whole (Continued) Thursday, January 3, 2013 2 The CAO indicated that the increase is approximately 5% over the previous year and primarily residential in nature. 2013-004 MOVED by Councillor Armstrong, SECONDED by Councillor Church·Cornelius that the information from Service NS and Municipal Relations dated December 17, 2012 regarding Uniform Assessment for Use in the Year Ending March 31, 2013 be received as information. CARRIED. 4.4 Memo from CAO regarding Priority Setting/Strategic Planning. The CAO reviewed the memo provided dated January 3, 2013 regarding priority setting and strategic planning. It will be timely to have an overarching plan including all plans. She referred to the 20024 Strategic Plan approved by Council indicating that the goals are still relevant; however. there was no direction. She has compiled what's adopted in the past 10 years to use a starting point or Counci l may wish to start from scratch. She also indicated that there are two vision statements but no mission statement; however, the quality policy statement could be used as a mission statement. She has added provincial and municipal directions to include the goals of the ICSP. She would like direction/next steps from CounciL The goals from 2004 are relevant with the exception of economic development; it is more of a priority now and Council may wish to have it as a stand alone priority. She asked that Councillors take the information away and review it so that it can be discussed later. It was agreed that a meeting to review the Priority Setting/Strategic Planning information provided by the CAO on Thursday, January 17, 2013 at 8:45 a.m. 4.5 Memo from Tax Collector to CAO dated January 2, 2013 regarding Outstanding Business Occupancy Taxes. The CAO and Solicitor provided an overview of the business occupancy accounts explaining that liens can be placed against the business assets but not the "business". Some accounts are still active and the Municipality can take steps to seize assets or sue on a debt. 2013-005 MOVED by Councillor Armstrong, SECONDED by Councillor Veinotte that the Committee of the Whole recommend to Council to write off business occupancy tax accounts as follows as they are not collectable: Account Business/Location Amount -Taxes and Interest 9322469 Heart & Soul/1285 Highway 12 82.47 + 71.45 9680926 Black Pearl & Grill/ 6517 Highway 3 739.82 + 357.41 8214069 Maxx Entertainment 4,255_17 + 2,920.09 CARRIED. NEW BUSINESS 6.1 Access to Blandford Nature Reserve -Councillor Armstrong Councillor Armstrong indicated that Councillor Veinotte had previously raised the question regarding access to the Blandford Nature Reserve. He suggested it would be wise to forward a letter to the Nature Conservancy regarding access to the property. There was some discussion regarding the allowing of traditional uses and how people could get access to the property. Committee of the Whole (Continued) Thursday, January 3, 2013 3 2013-006 After discussion, it was MOVED by Councillor Armstrong, SECONDED by Councillor Myra that the Committee of the Whole recommend to Council that a letter be fonvarded to the Nature Conservancy regarding access to and use of land at the Blandford Nature Re serve and request their policy on access to Conservancy lands, CARRIED. 6.2 Snow removal in Village of Chester -Councillor Armstrong Councillor Armstrong indicated that when there is a snowfall there is an issue with excess snow within the village core. The plows push the snow on the sidewalk and then when the sidewalks are cleared the snow is placed on the road or the median; after more than one snowfall the area can get congested with snow. He asked if there was some way to address this issue and noted that yesterday a truck was hired to remove the snow from the area affected. It was suggested that this would only be done in an area where it was necessary due to safety issues and limited space for snow, (t was suggested that the Director of Public Works provide some information regarding costs to deal with this matter in the area most affected. A five minute break was held. COUNCIL ORIENTATION S.l Information Services Present was Cliff Gall, Director of information Services, who provid ed an overview of services provided by his department such as: Technical Services -Nelwork Services, Server Services, Security Services, Database Operations Customer Services -Cellular and specialized telecommunications service, co mputer system administration Applied Technologies -web support, organizational readiness change, Information services Communications GIS Services Goals • Risks Projects There was some discllssion regarding the implementation of ISO and how it will show savings and requirements of departments, how technology is moving forward and how the public expect more services and information. 2013-007 MOVED by Councillor Armstrong. Staff have been working on an action plan to review the ICSP with Council as directed by Council in September 2012. We have retained Ken Donnelly to assist in the facilitation and a meeting with Council has been scheduled for March 5th The ISO 9001:2008 certification process is moving along quite well. Staff are in the process of completing service profiles for each of our various services and process mapping for key planning and bylaw related services is underway. There are several key Provincial initiatives that I continue to participate with on behalf of the AMA. The Fiscal Review Working Group will continue to meet over the month of February and it is anticipated that final recommendations will be presented to the Steering Committee in early March. Work on the development of the proposed REN model also continues, with two REN area meetings still to be conducted. Internally, work continues to be done to restructure our Joint Occupational Health and Safety Committee. We are focused on getting all committee members trained and are in the process of updating the Committee's Terms of Reference. The CAO from the Town of New Glasgow will be joining the committee on February 20th to do a presentation on their experience and provide an overview of lessons learned. We have been working with Cowan to update our insurance profile and to conduct a risk assessment. Several areas of risk have been identified and we are working to implement recommendations over the next 60 days. The Economic Development Strategy RFP closed on February 1, 2013 and we received nine submissions. Staff will have an RFP award recommendation to Council for COW on February 21, 2013. Finance/Tax Administration Steve has been working on the monthly Trial Balance reconciliations and the forecasts to March 31, 2013. Steve and I met with all Department Heads earlier this week to review their 5 year Capital Investment Plans. We are now well underway with budget preparations for 2013-14. Steve is in receipt of the Assessment Roll and has been working on Assessment Roll reconciliations. Information Services The IS Department has processed 38 ticket requests through the Service Desk since the last COW. Cliff has also completed the integration of Laserfiche forms, which will assist with our Quality Management system and enable the use of forms on our website. Cliff continues work on the Provincial IT Best Practices Committee through the AMA. We are in the process of reviewing the draft newsletter for February, which will be completed in the coming week and published. Active communications continue via our website and social media tools. Engineering and Public Works Chester Basin and Duke Street sidewalks are substantially complete, staff are planning the remaining phases for next year, which will be included in the budget process. The New Ross wastewater system upgrade has faced delays resulting from pump supply and power. This has resulted in a revised project end date for the first week in February We have performed another air quality test in the downstairs administration building and expect the results shortly. Finalizing the Mill Cove Water Utility decommissioning continues to be top priority. Solid Waste Staff have been working to complete the cost benefit analysis on the dewatering truck and will have a report before Council for the next COW meeting. Staff have been working to complete a report regarding long term solutions for municipal compost and will have a report before Council for the next COW meeting. In order for the landfill to construct a new cell site this summer we will be required to move our old asbestos site. We had a company in to look at the potential costs for this project and they also conducted an assessment to define the boundaries of the old site. Based on the work they did we have given the consultant the go-ahead to produce request for proposal document in order to contract a company to complete the work. There are some details yet to work out such as determining whether it is better to put the material up against an existing bank and cover or to put it on top of the new asbestos site. Once the method has been determined the document will be prepared so this work can start in early spring. Staff have also been been working on the layout for the Eco-Park. Geoff and Bruce have met with various team members and will soon have a plan produced for Council's review. Community Development Staff continue to work on the Development Agreement process for the South Canoe Wind Energy Development. The Public Information Session is scheduled for February 11th and the Public Hearing is scheduled for February 21st. We have received the draft report from SNC Lavalin (version 2) on recommendations on improvements to our various planning processes and procedures. We anticipate receiving the final version of the report in the next few weeks. Geoff has been working with the Department Head team and other key staff to complete the draft MCCAP report. This report will be presented to COWan February 7, 2013. The next step is for Council to determine the areas of priority and focus. Recreation and Parks The basketball court at the Croft Road Playground in Chester Basin has gone through its yearly transformation into an outdoor rink. Hopefully we will get some good ice-making and skating weather conditions over the next couple of months. The Winter Edition of Explore Life was distributed to the public on January 8th We have partnered with two provincial initiatives: Hike Nova Scotia's Winter Snow Shoe Series and Recreation Nova Scotia's "Take The Roof Off Winter". The first few days of registration have been very busy with a lot of early interest in fitness classes. One interesting program note, there are over 35 kids participating in a Steve Nash basketball program led by volunteer coach Don Weagle. A part time After School Coordinator was hired to implement an after school program at CAMS from January to May. Yanda Stevens was the successful applicant and she began work on January 3'd. The idea is to get kids active during the after school time period and to increase the level of daily physical activity. The first six week block of the program started on January 29'h ACOA made a funding announcement on January 15th which includes $50,000 for trail improvements for the Chester Connection and Aspotogan trail. The funding will be used this coming construction season to upgrade the trail surface and improve trail sign age. Brush cutting will continue on the trail over the winter months as the weather permits. The New Ross Regional Development Society is leading a community strategic planning initiative. The Recreation & Parks Director and the Regional Rep for the Department of Health & WeUness have been working with the Development Society and will be assisting with the creation of the plan over the next few months. As you are aware, the Club constructed a new facility at Fox Point, which opened last summer. The facility includes of a building used for classroom instruction, indoor washroom facilities (not available at the previous location) and storage of boats in the winter. The upper level consists of a large meeting room with kitchen facilities for hosting community events. In addition, there is an additional boat storage building , a launching ramp and floats. In 2011 , the Municipality of the District of Chester made a generous contribution towards the construction of the facility. Based on the status of the Club as a non-profit society, we respectfully request that the Municipality add the property of Hubbards Yacht Club to Schedule "B" of By-law # 74. A copy of the 2012 Property Assessment Notice and 2012 Final Property Tax Invoice are attached. The count was done on December 18 from 8:00 am to 9:00 am, 11:45 am to 12:45 pm, and 2:45 pm to 3:45 pm. During those hours I saw 23 children and 9 adults cross Duke Street at Main Street and 18 children and 3 adults cross Duke Street between the schools and the Save Easy. Most of the pedestrians crossed during the morning or afternoon, only 6 adults and 1 child were seen crossing over the noon hour. I expect that most of the children who crossed between the schools and the Save Easy were dropped off (or picked up) in the store parking lot. Vehicles were counted at the Duke Street / Main Street intersection. Volumes were quite evenly distributed; averaging 60 vehicles / hour northbound and 60 vehicles / hour southbound with very little variation between the morning, noon, and afternoon volumes. It should be noted that the traffic counted at Duke Street and Main Street does not include the significant number of vehicles that entered Duke Street at Trunk 3 and only travelled as far as the school driveways. These vehicles did not have a direct impact on pedestrians crossing at Main Street but they were important to anyone crossing between the schools and the Save Easy. Considering the number of school children crossing Duke Street at the beginning of the school day and at dismissal in the afternoon it would be appropriate to establish a school crosswalk to service this walking population. For a number of reasons, the best location for the crosswalk is at the Duke Street / Main Street intersection. There was a school crosswalk at this location in the past; the walkway around the school parking lot to the Chester District School intersects Duke Street here: and the sidewalk switches from the east side to the west side of Duke Street at this point, making it the logical point to cross the street. In addition, a crosswalk at this location separates the school children crossing the street from the extra vehicular volume turning in and out of the school driveway. I understand that Bridgewater Deputy Mayor Bill Mcinnis recently spoke at the Lunenburg/Queens meeting of mayors and wardens about this concern, and about the work of the South Shore Housing Action Coalition (SSHAC). Members of our coalition wrote and spoke to many candidates during the fall municipal election. For those of you whom we may have missed, we are a coalition of community organizations and individuals citizens concerned about how the lack of affordable housing is impacting the health of our community and our citizens. Our goal is to raise awareness and facilitate action on the need for quality, safe, affordable housing in Lunenburg/Queen Counties in particular and Nova Scotia in general. This property surrounds the Bell Mobility tower property. It was formerly all one piece of land but the tower property is now separate with the remaining property available for purchase. There is a mixed forest consisting mostly of young spruce with an area of hardwoods at the western end. The land slopes from east to west with one area of steep slope in the mid section of the property. Public Open Space Criteria This property meets the definition of "useable land" as per the subdivision bylaw (Part 11, Public Open Space). It received a "Pass" when scored against the characteristics in the Public Open Space Evaluation. Recreation Assessment (Site Visit January 7, 2013) There is some potential to develop this property for recreation purposes specifically in the categories of Individual Activities and Nature Appreciation.
