APPROVAL OF AGENDA Moved by: Deputy Mayor Wilson Seconded by: Councillor Brenan THAT the Committee approve the agenda as presented with the addition of 11.c) By-law Enforcement Contract Services. Motion Carried 2. RECORDING OF ATTENDANCE 3. DISCLOSURE OF CONFLICT OF INTEREST No members present declared a conflict on any of the items on the agenda at this time. 4. APPROVAL OF MEETING MINUTES #20-22 Moved by: Councillor Nelson Seconded by: Deputy Mayor Wilson THAT the Committee approve the minutes of meeting #20-22 as circulated. Motion Carried 5. DELEGATION -NIL- 2 6. POLICE SERVICE REPORT Chairman Milner welcomes Sgt. Nelson. Sgt. T. Nelson introduces himself to the Committee. Born and raised in St. Martins, NB, and highlights his career for the Committee's information. Sergeant T. Nelson reviews with the Committee the December 2022 statistics: - 32 tickets, 34 warnings. - 230 files created. - Domestic assaults of Christmas. - 1 Check stop within town limits, 8 screening tests administered. 1 drug impaired driver, 3 impaired, 1 refusal. - 3 Fraud calls. - 1 Sexual assault at the hospital. - 1 Community mailbox pried open. - Few shoplifting numbers with month. - 6 Members assigned to Sussex. - 4 Members assigned to street crime. 2 Drug arrests in the last 6 weeks. - Business case completed to add 3 new members. Part way through the approved process. One additional level of approval necessary prior to the solicitation of applicants. Brief discussion on issues for the month of December 2022. A number of questions related to each item reviewed by Sgt. Nelson. 7. ANIMAL CONTROL REPORT By-law Enforcement Officer Butcher reviews with the Committee the December 2022 animal control report. - 1 Warning issued, 9 year to date. - 2 Dog complaints, 26 year to date. - 1 Cat complaint, 6 year to date. Brief review of the complaints for the services rendered in December 2022. 8. FIRE SERVICE REPORT 8.a IN TOWN CALLS Chief Reicker was not available to review the monthly report due to an active fire call at the time of the meeting. There were 10 calls in December 2022, 8 calls in December 2021. There were 123 calls year to date 2022, 91 calls year to date in 2021. - 1 Alarm Response — Technical Error — Comm/Ind - 1 Alarm Response - Human Error — Residential 3 - 1 Alarm Response - Non -Human Error — Comm/Ind - 1 Hydro Pole/Downed Wires - 2 MVC - 4 Public Assistance 8.b OUT OF TOWN CALLS Chief Reicker was not available to review the monthly report due to an active fire call at the time of the meeting. There were 16 calls in December 2022, 14 calls in December 2021. There were 136 calls year to date 2022, 125 calls year to date in 2021. - 1 Minor Structure Fire — Residential - 2 Hydro Poles/Downed Wires - 1 Flue Fire 4 MVC - 2 Grass, Brush, and Mulch Fires - 1 Dumpster/Garbage Fire - 1 Public Assistance - 4 Medical Assistance Grand total of 26 calls in December 2022, compared to 22 in December 2021. 259 grand total calls year-to-date, compared to 216 total calls for the same period in 2021. 8.c VOLUNTEER HOURS Chief Reicker was not available to review the monthly report due to an active fire call at the time of the meeting. The number of volunteer hours by fire service personnel for the month of December 2022 totaled 172 hours. Volunteer hours for the same period last year totaled 191 hours. Details of volunteer hours include the following: - 20 Monthly Meetings - 2 EMO radio - 9 Officers' meetings - 58 In-house training - 76 Certified Courses - $2,844.28 cost equivalent of volunteer hours The volunteer hours for this year to date totaled 2,172 hours, and in the same year to date in 2021 were 1,528 hours. Total hours for fire calls in December 2022 are 387.5 hours in comparison to 287.5 hours for the same period in 2021. There were 3,007.5 total hours this year to date, and 3,144.5 hours for the same period 2021. 8.d SUSSEX FIRE 2022 YEAR END REPORT Received and filed by the Committee. 4 8.e QUINT QUARTERLY USAGE REPORT 2022 Received and filed by the Committee. 8.f SUSSEX FIRE OFFICER'S MEETING MINUTES - NOVEMBER 24, 2022 Received and filed by the Committee. 8.g SUSSEX FIRE DEPARTMENT REGULAR MEETING MINUTES - DECEMBER 01, 2022 Received and filed by the Committee. 8.h SUSSEX FIRE - FIRE PREVENTION SAFETY EDUCATION REPORT, DECEMBER 01, 2022 Received and filed by the Committee. 9. BUILDING INSPECTION / BY-LAW ENFORCEMENT REPORT 9.a MONTHLY BUILDING PERMIT REPORT TO COMMITTEE The Monthly Building Permit Report indicated that in the Town of Sussex, 3 permits were issued during the month of December 2022 with a total evaluation of $36,861 while December 2021 permits were valued at $602,900. 9.b MONTHLY BUILDING PERMIT REPORT TO COUNCIL - TOWN OF SUSSEX Report to Council will be filed with Council at their regular meeting. 9.c MONTHLY BUILDING PERMIT REPORT 2022 - VILLAGE OF SUSSEX CORNER Report to Council will be filed with Council at their regular meeting. 9.d 2022 ANNUAL BUILDING PERMIT REPORT - TOWN OF SUSSEX Building Inspector Butcher reviews with the Committee the annual building permit report. 9.e 2022 ANNUAL BUILDING PERMIT REPORT - VILLAGE OF SUSSEX CORNER Building Inspector Butcher reviews with the Committee the annual building permit report. 9.f BUILDING PERMIT ENFORCEMENT Building Inspector Butcher indicated that there is nothing new to report on this item at this time. 5 9.g DANGEROUS OR UNSIGHTLY PREMISES 9.g.1 23 - 25 PETER STREET, PID #00263558 BI Butcher has been in contact with the new superintendent for an update he indicated that some work on the foundation has been completed and leveling in the basement. He also said that work will be beginning next week inside. 9.g.2 102 PARK STREET - PID #00264606 No work has been started to date. It was noted that there was a hole in the roof, the superintendent said he would patch the hole to stop any more damage. 9.h BY-LAW ENFORCEMENT A plea hearing was scheduled for January 5, 2023, with Ms. McKnight. Ms. McKnight appeared in Saint John and pleaded not guilty. This matter will be going to trial, the court has scheduled a trial date of November 1, 2023, at 1:30 pm. 9.i GENERAL There are none at this time. 9.j REQUESTS FOR APPROVAL There are none at this time. 10. BUSINESS ARISING OUT OF MINUTES 11. NEW BUSINESS 11.a UMNB COUNCIL TRAINING SCHEDULE CAO Hatcher advises the Committee of the upcoming training scheduled in Fredericton on February 11 and 12, 2023 administered by UMNB on Council orientation and a session on local governance. CAO Hatcher advises that if anyone is interested from Council that they advise the Town Clerk's Office prior to Friday January 13th to allow for the registration and accommodation booking prior to January 15th, 2023. Moved by: Deputy Mayor Wilson Seconded by: Councillor Nelson THAT the Committee recommend to Council to authorize any Council member who wishes to attend the UMNB February 11 and 12 training sessions in Fredericton, NB as well as provide the associated per -diem amounts to those attending. Motion Carried 6 11.b IOM CHIEF REICKER - FIREFIGHTER RESIGNATION CAO Hatcher reviews with the Committee the resignation/retirement of Firefighter Bob Candy after 45 years of valued services to the Sussex Fire Department. Firefighter Candy's retirement is effective December 31, 2022. Moved by: Councillor Nelson Seconded by: Councillor Brenan THAT the Committee recommend to Council that Council accept with regret Firefighter Bob Candy's retirement/resignation from the Sussex Fire Department following 45 years of service. Motion Carried 11.c BY-LAW ENFORCEMENT OFFICER SERVICES Chairman Milner believes the Town should consider the use of a contract service provider to assist the Town with capacity for by-law enforcement. Brief discussion on this issue. CAO Hatcher indicated Town Administration has discussions planned with the Administration Committee related to Human Resource assignments on the draft organization chart addressing by-law enforcement and building inspection. Discussion and information of the contract services will be reviewed by Town Administration and brought forward to the Committee at a later date. 12. PERSONNEL -NIL- 13. ACCOUNTS Moved by: Councillor Brenan Seconded by: Councillor Nelson THAT the Committee recommend to Council that Council approve for payment the Protective Services Committee accounts for the month of December, totaling $289,559.63. Motion Carried 14. DATE OF NEXT SCHEDULED MEETING- February 13, 2023. The next regular meeting is scheduled for Monday February 13th, 2023, at 6:00 pm. 7 15.
