T. Nelson RCMP Sussex 1. APPROVAL OF AGENDA Moved by: Councillor Nelson Seconded by: Councillor Brenan THAT the Committee approve the agenda as presented. Motion Carried 2. RECORDING OF ATTENDANCE 3. DISCLOSURE OF CONFLICT OF INTEREST No members present declared a conflict on any of the items on the agenda at this time. 4. APPROVAL OF MINUTES OF MEETING 02-23 Moved by: Councillor Brenan Seconded by: Councillor Maguire THAT the Committee approve the minutes of meeting 02-23 as circulated. Motion Carried 5. POLICE SERVICE REPORT Police report to be provided in the Administration Committee meeting on Thursday, March 16th, 2023, due to RCMP meeting conflicts. 2 6. ANIMAL CONTROL REPORT By-law Enforcement Officer Butcher reviews with the Committee the January - February 2023 NBSPCA Animal Control report. 7. FIRE SERVICE REPORT 7.a IN TOWN CALLS Chief Reicker reviews the in town calls for February 2023 with the Committee. There were 19 calls in February 2023, 11 calls in February 2022. There were 35 calls year to date February 2023, 18 calls year to date in February 2022. 3 Alarm Response — Residential — Human Error 2 Alarm Response — Residential —Technical - 1 Alarm Response — Comm/Ind — Non Human Error - 1 Alarm Response — Comm/Ind — Human Error - 1 Alarm Response — Comm/Ind — Carbon Monoxide 1 Major Structure Fire — Residential 1 Flue Fires 1 MVC - 2 Dumpster/Garbage Fire - 3 Public Assistance - 3 Medical Assistance 7.b OUT OF TOWN CALLS Chief Reicker reviews the out of town calls for February 2023 with the Committee. There were 2 calls in February 2023 , 7 calls in February 2022. There were 10 calls year to date 2023, 21 calls year to date in 2022. - 1 Hydro Pole/Downed Wires - 1 MVC Grand total of 21 calls in February 2023, compared to 18 in February 2022. 45 grand total calls year-to-date, compared to 39 total calls for the same period in 2022. 7.c VOLUNTEER HOURS Chief Reicker reviews the report which indicated that the number of volunteer hours by fire service personnel for the month of February 2023 totaled 273.00 hours. Volunteer hours for the same period last year totaled 101.50 hours. Details of volunteer hours include the following: - 19.00 Monthly Meetings - 18.00 Officers' meetings - 3.00 Royal meetings - 2.00 EMO radio - 83.00 In-house training 3 - 148.00 Certified courses - $4,515.42 cost equivalent of volunteer hours The volunteer hours for this year to date totaled 404.50 hours, and in the same year to date in 2022 were 103.50 hours. Total hours for fire calls in February 2023 are 268.00 hours in comparison to 211.00 hours for the same period in 2022. There were 772.00 total hours this year to date, and 520.00 hours for the same period 2022. 7.d SUSSEX FIRE DEPARTMENT OFFICER'S MEETING MINUTES JANUARY 26, 2023 Chief Reicker provides review of the January 26th, 2023, Officers Meeting Minutes. Received and filed by the Committee. 7.e SUSSEX FIRE DEPARTMENT REGULAR MEETING MINUTES FEBRUARY 02, 2023 Chief Reicker reviews with the Committee the Regular Fire Department meeting minutes of the February 2, 2023, meeting. Received and filed by the Committee. 7.f SUSSEX FIRE DEPARTMENT FIRE PREVENTION -SAFETY EDUCATION REPORT Chief Reicker reviews with the Committee the February 2, 2023, Fire Prevention Safety Education Report. Received and filed by the Committee. 8. BUILDING INSPECTION / BY-LAW ENFORCEMENT REPORT 8.a MONTHLY BUILDING PERMIT REPORT TO COMMITTEE The Monthly Building Permit Report indicated that 3 permits were issued during the month of February 2023 with a total evaluation of $24,000 while February 2022 permits were valued at $70,000 in Ward 1 and $18,000 in Ward 2. 8.b MONTHLY BUILDING PERMIT REPORT TO COUNCIL Report to Council will be filed with Council at their regular meeting. 8.c BUILDING PERMIT ENFORCEMENT Building Inspector Butcher indicated that there is nothing new to report on this item at this time. 4 8.d ENFORCEMENT AND BY-LAWS 8.d.1 23 - 25 PETER STREET - PID 00263558 BI Butcher indicated that he was speaking to the superintendent for a progress report. He indicated some work on the foundation has been completed and levelling in the basement. He also said that work will be starting mid -April. 8.d.2 102 PARK STREET - PID 00264606 BI Butcher sent an email inquiring an update on this property. 8.e BY-LAW ENFORCEMENT No progress to report. Court date is scheduled for Nov 1, 2023, at 1:30pm. 9. NEW BUSINESS 9.a IOM CHIEF REICKER - PROFESSIONAL DEVELOPMENT Chief Reicker reviews with the Committee the request for professional development. Moved by: Councillor Nelson Seconded by: Deputy Mayor Wilson THAT the Committee recommend to Council that Council approve staff development for the third course of fire service leadership through Dalhousie University Faculty of Open Learning and the course fee of $1,045. Motion Carried 9.b IOM CHIEF REICKER - CPR AND MEDICAL FIRST RESPONDER (MFR) RECERTIFICATION Chief Reicker reviews the fire department recommendation for annual recertification for CPR and Medical First Responders recertification to be scheduled the third week of March provided through the Canadian Red Cross. Moved by: Deputy Mayor Wilson Seconded by: Councillor Brenan THAT the Committee recommend to Council that Council approve the CPR and Medical First Responder recertification provided through the Canadian Red Cross at a cost of $3,800.00 inclusive of HST. Motion Carried 5 9.c CONSOLIDATED DRAFT - SUSSEX EMERGENCY RESPONSE PLAN CAO Hatcher reviews with the Committee the recommended consolidated draft of the Sussex Emergency Response Plan which has been prepared by the Town's Emergency Management Control Group. This consolidates the two existing emergency plans of the former municipalities and areas annexed under Local Governance Reform. Brief discussion. Moved by: Councillor Maguire Seconded by: Deputy Mayor Wilson THAT the Committee recommend to Council that Council adopt the new Sussex Emergency Response Plan, the proposed Municipal Roles and Responsibilities, and the Emergency Control Group contact list. Motion Carried 10. ACCOUNTS Moved by: Councillor Nelson Seconded by: Councillor Brenan THAT the Committee recommend to Council that Council approve for payment the Protective Services Committee accounts for the month of February 2023 totaling $21,057.59. Motion Carried 11. DATE OF NEXT SCHEDULED MEETING - April 17, 2023 The next regular meeting is scheduled for Monday April 17, 2023, at 6:00 pm. 12. Wanamaker, Deputy Fire Chief Staff Absent: Sgt. T. Nelson RCMP Sussex Visitors: Kevin Amburg, Animal Control Officer, Hassan Riyaleh, NBSPCA 1. ANIMAL CONTROL 4.a Dog Attack - 80 Albert Street 4.a.1 SPCA Officer's Report and Application Chairman Milner details the dog attack incident at 80 Albert Street. Kevin Amburg, NBSPCA, reviews the December29th, 2022, incident. Notes that he was not the responding officer. 2 Mr. Amburg reviews the incident report. He indicates the animal control officer attended the next day. Issue with rabies was unclear at the time of the attack and the dog was quarantined for 10 days. The vaccination certificates are now up to date as of today's date. 4.a.2 Victim Statement Mr. Amburg indicated that the bite victim was unable to attend todays meeting due to work commitments. Victim statement was reviewed by the Committee. Bit on the left side on her leg. Could feel the dog nipping at her hand and noticed pants were punctured. Brief discussion by the Committee. 4.a.3 Dog Owner Statement - Joseph Dunfield Chairman Milner welcomes Ms. Daphne Winchester to the meeting. Daphne Winchester reviews her recollection of the incident. She believes one of her kids let the dog out. It is out of character for the dog to bite. Dog is not licensed with the Town. Dog is only 1 years old. No questions from the Committee. Brief discussion on how typically the dogs goes out of the house. Chairman Milner requests a statement from the By-law Enforcement Officer. BEO Butcher saw no form of aggression from the dog in question during his visit. The dog did nip, but very young and out of character for the dog in question. Chairman Milner requests the owners to get the two dogs licensed with the Town. Chairman Milner thanks everyone for attending this special meeting. 3 5.
