APPROVAL OF AGENDA Moved by: Councillor Brenan Seconded by: Deputy Mayor Wilson THAT the Committee approve the agenda as presented as well as move item 9a) to Delegations. Motion Carried 2. DISCLOSURE OF CONFLICT OF INTEREST No members present declared a conflict on any of the items on the agenda at this time. 3. APPROVAL OF MINUTES 3.a 2023-03-13 Regular Meeting of the Protective Services Committee Meeting Moved by: Councillor Nelson Seconded by: Councillor Maguire THAT the Committee approve the minutes of the regular meeting of the Protective Services Committee #03-23 as circulated. Motion Carried Protective Services Committee Minutes 04-23 2 3.b 2023-03-13 Special meeting of the Protective Services Committee Moved by: Councillor MacLeod Seconded by: Councillor Bobbitt THAT the Committee approve the minutes of the special meeting of the Protective Services Committee #03-23 as circulated. Motion Carried 4. DELEGATION Moving Item 9a) titled Church Ave - Traffic Calming, Vehicle Speed. Chairman Milner welcomes Chris Wheaton, Alfie Smith, Dr. McMillan, and Brian Gallant to the meeting. Chairman Milner reads his memo related to Church Avenue complaints of speeding. CAO Hatcher reviews with the Committee the traffic study result of various town studies. Brief discussion on position of local traffic only signage. Resident Alfie Smith believes the street is too narrow. No one walks on the sidewalk. Believes someone is going to get killed. Lengthy discussion on the issues and topic involved in traffic calming. Brief discussion on recanalization of traffic to Magnolia Avenue. The Committee will support the evaluation of the two current speed bumps and the assessment of the installation of a third speed bump located somewhere between the two existing. Chairman Milner thanks the residents attending the meeting. 5. POLICE SERVICE REPORT Corporal Smith reviews with the Committee the March 2023 statistics for the entire Sussex District: - 21 Mental health act. - 4 Impaired driver charges. - 12 Shop lifting files. - 2 Break and enters. - 36 Motor vehicle collisions. - 1 Berwick check stop. ANIMAL CONTROL REPORT By-law Enforcement Officer Butcher reviews with the Committee the March 2023 animal control report: - Two calls for animal control services in Sussex. - 1 warning issued. 7. FIRE SERVICE REPORT 7.a IN TOWN CALLS Chief Reicker reviews the in -town calls for March 2023 with the Committee. There were 9 calls in March 2023, 3 calls in March 2022. There were 44 calls year to date March 2023, 21 calls year to date in March 2022. - 1 Alarm Response — Residential — Human Error - 1 Alarm Response — Comm/Ind — Technical - 1 Flue Fires - 2 MVC 1 Grass/Brush/Mulch Fire 1 Dumpster/Garbage Fire - 2 Medical Assistance 7.b OUT OF TOWN CALLS Chief Reicker reviews the out-of-town calls for March 2023 with the Committee. There were 8 calls in March 2023, 11 calls in March 2022. There were 18 calls year to date 2023, 32 calls year to date in 2022. - 2 Flue Fires - 1 Vehicle Fires - 1 MVC - 1 Public Assistance - 1 Medical Assistance - 2 Mutual Aid Grand total of 17 calls in March 2023, compared to 14 in March 2022. 62 grand total calls year-to-date, compared to 53 total calls for the same period in 2022. 7.c VOLUNTEER HOURS Chief Reicker reviews the report which indicated that the number of volunteer hours by fire service personnel for the month of March 2023 totaled 384.50 hours. Volunteer hours for the same period last year totaled 232.00 hours. Details of volunteer hours include the following: - 21.00 Monthly Meetings - 18.00 Officers' meetings Protective Services Committee Minutes 04-23 4 - 2.00 EMO radio - 60.50 In-house training - 283.00 Certified courses - $6,359.63 cost equivalent of volunteer hours The volunteer hours for this year to date totaled 789.00 hours, and in the same year to date in 2022 were 335.50 hours. Total hours for fire calls in March 2023 are 258.50 hours in comparison to 150.00 hours for the same period in 2022. There were 1,031.00 total hours this year to date, and 670.00 hours for the same period 2022. 7.d Sussex Fire Department - Quint Usage Report 1st Quarter 2023 Chief Reicker reviews the 1st quarter quint usage report with the Committee. Brief discussion on the expected useful life of the quint apparatus. 7.e Sussex Fire Department - Officers Meeting Minutes February 23, 2023 Chief Reicker reviews with the Committee the Officer's Meeting Minutes of February 23, 2023. Information received and filed by the Committee. 7.f Sussex Fire Department - Regular Meeting Minutes March 02, 2023 Regular meeting minutes of the Sussex Fire Department of March 2, 2023, reviewed with the Committee. Correspondence received and filed by the Committee. 7.g Sussex Fire Department - Fire prevention & Safety Education March 02, 2023 Chief Reicker reviews the March 02, 2023, fire prevention and safety education report. Information received and filed by the Committee. 7.h Sussex Fire Department Steering Committee Meeting Minutes April 05, 2023 Chief Reicker reviews with the Committee the Sussex Fire Department Steering Committee April 5, 2023, meeting minutes. Issues highlighted/raised at the meeting. - Brief discussion on repeater location change. - Recruitment scheduled on May 10th for an information night. May 24th is scheduled for interview and agility testing. Protective Services Committee Minutes 04-23 5 8. BUILDING INSPECTION / BY-LAW ENFORCEMENT REPORT 8.a MONTHLY BUILDING PERMIT REPORT TO COMMITTEE The Monthly Building Permit Report indicated that 13 permits were issued during the month of March 2023 with a total evaluation of $1,121,301 while March 2022 permits were valued at $168,637 in Ward 1, and $210,000 in Ward 2. 8.b BUILDING PERMIT ENFORCEMENT Building Inspector Butcher indicated that there is nothing new to report on this item at this time. 8.c ENFORCEMENT AND BY-LAWS 8.c.1 23 - 25 Peter Street - PID 00263558 By-law Enforcement Officer Butcher indicated that some work on the foundation has been completed along with levelling in the basement. The property owner stated the contractor will be there in May, and windows have already been purchased. 8.c.2 102 Park Street - PID 00264606 Twello has stated that 102 Park Street was to have a roof put on and a structural issue was found in a wall. They have one more inspection, but it is scheduled to be torn down in July. 8.d BY-LAW ENFORCEMENT 8.d.1 Stewart Avenue - Dangerous and Vicious Animal Trial date is scheduled for November 1, 2023, at 1:30pm. Nothing new to report on this item. 8.e GENERAL Nothing new to report at this time. 8.f REQUESTS FOR APPROVAL Nothing new to report at this time. 9. BUSINESS ARISING OUT OF MINUTES 10. NEW BUSINESS 10.a IOM Chief Reicker - Deputy Chief Wanamaker Resignation Chief Reicker reviews with the Committee the planned resignation of Deputy Chief Wanamaker as Deputy Chief. Protective Services Committee Minutes 04-23 6 Moved by: Deputy Mayor Wilson Seconded by: Councillor Nelson THAT the Committee recommend to Council that Council accept with regret the resignation of Deputy Chief Wanamaker as Deputy Chief following 47 years of service as of May 1, 2023. Motion Carried 10.b IOM Chief Reicker - Appointment of New deputy Chief & Assistant Deputy Chief Chief Reicker reviews the officer's recommendation to appoint a new Deputy Chief and Assistant Deputy Chief. Moved by: Deputy Mayor Wilson Seconded by: Councillor Brenan THAT the Committee recommend to Council that Council appoint Captain Matt Peddle as Deputy Chief effective May 1, 2023. Motion Carried Moved by: Deputy Mayor Wilson Seconded by: Councillor MacLeod THAT the Committee recommend to Council that Council appoint Captain Scott Hoyt as Assistant Deputy Chief effective May 1, 2023. Motion Carried 10.c IOM Chief Reicker - New Brunswick Association of Fire Chiefs Annual Conference Chief Reicker reviews with the Committee the upcoming New Brunswick Association of Fire Chiefs Annual Conference May 27-28 in Fredericton, NB. Moved by: Councillor Bobbitt Seconded by: Councillor MacLeod THAT the Committee recommend to Council that Council permit Chief Reicker to attend the upcoming New Brunswick Association of Fire Chiefs Annual Conference to be held May 27 to 28, 2023 in Fredericton, NB. Motion Carried 10.d Voyent Alert Systems - Fee Proposal CAO Hatcher reviews with the Committee the short notice wind down of Sentinel Systems, which requires the Town to consider an alternate platform for emergency messaging. Protective Services Committee Minutes 04-23 7 CAO Hatcher indicates the EMO Management Group have recommended the Town consider the system known as Voyent Alert Systems be considered as the Town's new platform. This Canadian based company is currently used by Fredericton, Edmunston, Sackville, and St. Andrews as their emergency platform. The Town has a current trial on a 30 -day free trial and is in the process of migrating the Town's client list from Sentinel Systems. CAO Hatcher recommends the Council consider and approve Option B as highlighted in the Voyent proposal as well as the fees associated with the migration of Town data. Moved by: Deputy Mayor Wilson Seconded by: Councillor MacLeod THAT the Committee recommend to Council that Council accept Option B of the Voyent Alarm Systems for an all-inclusive subscription annual cost of $4,200 and the onetime fee for contact/data migration in the amount of $500. All fees are exclusive of HST. Motion Carried 10.e IOM Chief Reicker - Firefighters Protective Clothing Chief Reicker reviews with the Committee the recently closed firefighter protective clothing tender. Moved by: Councillor Brenan Seconded by: Deputy Mayor Wilson THAT the Committee recommend to Council that Council authorize the purchase of 4 sets of firefighter protective clothing from Safety Source, under the Canoe Procurement Firefighter PPE Program contract # 032620-L10 for a total cost of $12,320.00 exclusive of HST. Motion Carried 10J IOM Chief Reicker - Wildland Coveralls 2023 Recommendation Chief Reicker reviews with the Committee the recommendation to secure 8 pairs of wildland (grass/forest fire) coveralls to be used by the Fire Department. Moved by: Councillor MacLeod Seconded by: Councillor Bobbitt THAT the Committee recommend to Council that Council authorize the purchase of 8 pairs of Unitex coveralls at a cost of $3,090.00 and 2 pairs at a cost of $855.68 per set for a total of $3,945.68 exclusive of HST and shipping FOB Sussex. Moved by: Deputy Mayor Wilson Seconded by: Councillor Brenan THAT the Committee receive and file this correspondence. Motion Carried 11. PERSONNEL 12. ACCOUNTS Moved by: Councillor Nelson Seconded by: Councillor MacLeod THAT the Committee recommend to Council that Council approve for payment the Protective Services Committee accounts for the month of March 2023, totaling $58,341.02. Motion Carried 13. DATE OF NEXT SCHEDULED MEETING - MAY 8, 2023 The next regular meeting is scheduled for May 08, 2023, at 6:00 pm. 14.
