APPROVAL OF AGENDA Moved by: Deputy Mayor Wilson Seconded by: Councillor Nelson THAT the Committee approve the agenda as presented. Motion Carried 2. DISCLOSURE OF CONFLICT OF INTEREST No members present declared a conflict on any of the items on the agenda at this time. 3. APPROVAL OF MINUTES Due to minutes being missed in the meeting package for this evening, the Committee agreed to move approval of Protective Services minutes 04-23 to the Administration meeting on Thursday, May 11, 2023. 4. DELEGATION 5. POLICE SERVICE REPORT Sergeant Nelson reviews with the Committee the April 2023 statistics: - 1,013 Total calls for services in April, 243 being in Town calls. - 43 Tickets. - 7 Warnings. - 3 Check stops. 2 tickets, 3 warnings. - Review of various issues related to drug use and impaired judgement. Protective Services Committee Minutes 05-23 - Male dressed as a dog eating dog food on Main Street. - Assault with pellet gun on Main Street. - Human trafficking, Norton case of forcible confinement. - Sudden death - 52 year old. - Bar fight at the Mule. - 2 Suspended drivers arrested. - Facebook scam, $675 lost. - 2 online scam files - no money lost. - 3 Mischief files. - 49 vehicle stops in Town. - 2 Impaired drivers. - 19 Shoplifting files. - 12 Missing people. - Stolen bike, driver pushed off bike and bike stolen. - Threat of gun at school. Brief discussion on issues. Chairman Milner advises of ATV issues in Ward 2. Brief discussion by Mayor Thorne on the ongoing discussion at the Kings RSC related to RCMP Administrative Report. 6. ANIMAL CONTROL REPORT By-law Enforcement Officer Butcher reviews with the Committee the April 2023 animal control report. 3 files in Ward 1, DPW Butcher reviews each file with the Committee. No files in April 2023 April 2023 in Ward 2. 7. FIRE SERVICE REPORT 7.a IN TOWN CALLS Chief Reicker reviews the in -town calls for April 2023 with the Committee. There were 11 calls in April 2023, 5 calls in April 2022. There were 55 calls year to date April 2023, 26 calls year to date in April 2022. - 1 Alarm Response — Comm/Ind — Human Error 2 Minor Structure Fire — Residential 1 Major Structure Fire — Residential 1 MVC - 1 Dumpster/Garbage Fire - 1 Fire Pits - 4 Public Assistance Protective Services Corn. ilittee Minutes 05-23 7.b OUT OF TOWN CALLS Chief Reicker reviews the out-of-town calls for April 2023 with the Committee. There were 8 calls in April 2023, 14 calls in April 2022. There were 26 calls year to date 2023, 46 calls year to date in 2022. - 1 Major Structure Fire — Residential - 4 Grass/Brush/Mulch Fire - 1 Dumpster/Garbage Fire - 2 Medical Assistance Grand total of 19 calls in April 2023, compared to 19 in April 2022. 81 grand total calls year-to-date, compared to 72 total calls for the same period in 2022. 7.c VOLUNTEER HOURS Chief Reicker reviews the report which indicated that the number of volunteer hours by fire service personnel for the month of April 2023 totaled 255.50 hours. Volunteer hours for the same period last year totaled 154.50 hours. Details of volunteer hours include the following: - 28.00 Monthly Meetings - 12.00 Officers' meetings - 2.00 EMO radio - 61.50 In-house training - 152.00 Certified courses - $4,225.97 cost equivalent of volunteer hours The volunteer hours for this year to date totaled 1,044.50 hours, and in the same year to date in 2022 were 490.00 hours. Total hours for fire calls in April 2023 are 450.50 hours in comparison to 152.00 hours for the same period in 2022. There were 1,481.50 total hours this year to date, and 822.00 hours for the same period 2022. 7.d Sussex Fire Department Regular Meeting Minutes - April 06, 2023 Chief Reicker reviews with the Committee the Sussex Fire Department Regular Meeting minutes for April 06, 2023. Chief Reicker highlights issues. Introduces Deputy Chief Matt Peddle. 7.e Sussex Fire Department Officers Meeting Minutes - March 30, 2023 Chief Reicker reviews the minutes of the Sussex Fire Officers meeting held on March 30, 2023. Save the date for the upcoming June 2, 2023, Volunteer Banquet. Protective Services Corn. dittee Minutes 05-23 7J Fire Prevention - Safety Education Report, April 06, 2023 Chief Reicker reviews the April 06, 2023, Fire Prevention - Safety Education Report with the Committee. 8. BUILDING INSPECTION / BY-LAW ENFORCEMENT REPORT 8.a MONTHLY BUILDING PERMIT REPORT TO COMMITTEE The Monthly Building Permit Report indicated that 23 permits were issued during the month of April 2023 with a total evaluation of $1,242,800 while April 2022 permits in Ward 1 were valued at $615,299 and $811,000 in Ward 2. 8.b MONTHLY BUILDING PERMIT REPORT TO COUNCIL Report to Council will be filed with Council at their regular meeting. 8.c BUILDING PERMIT ENFORCEMENT Building Inspector Butcher indicated that there is nothing new to report on this item at this time. 8.d ENFORCEMENT AND BY-LAWS 8.e BY-LAW ENFORCEMENT 8.e.1 23 - 25 Peter Street - PID 00263558 By-law Enforcement Officer Butcher spoke to the superintendent for a progress update. It was indicated that some work on the foundation has been completed and levelling in the basement. This month they will be working at the property. New windows and siding will be completed so the change will be noticeable. 8.e.2 102 Park Street - PID 00264606 Nothing new to report at this time. 8.e.3 By-law Enforcement Dangerous and Vicious Dog Nothing new to report until November 2023. 8.f GENERAL Nothing to report at this time. 8.g REQUESTS FOR APPROVAL Nothing new to report at this time. 9. BUSINESS ARISING OUT OF MINUTES Nothing to report at this time. Protective Services Committee Minutes 05-23 10. NEW BUSINESS 10.a IOM Chief Reicker - Elevator Evacuation Awareness Training Chief Reicker reviews the necessity of elevator evacuation awareness training recommended for the department. Moved by: Deputy Mayor Wilson Seconded by: Councillor MacLeod THAT the Committee recommend to Council that Council approve elevator awareness training for 2 members hosted by the Kennebecasis Valley Fire Department on May 31st at a cost of $950.00 exclusive of HST. Motion Carried 10.b Letter PNB - Forest Fire Act 28-04-2023 CAO Hatcher reviews with the Committee the PNB letter related to the Forest Fire Act dated April 28, 2023. Correspondence received and filed by the Committee. 11. PERSONNEL 11.a IOM DIRECTOR OF PUBLIC WORKS - TRAINING RECOMENDATION CAO Hatcher reviews with the Committee the request from Director of Public Works Butcher for Council authorization to attend the municipal management course entitled "Managing Cases of Dangerous & Unsightly Premises Workshop" to be held at the University of Moncton. Moved by: Councillor Maguire Seconded by: Councillor Bobbitt THAT the Committee recommend to Council that Council authorize the Managing Dangerous & Unsightly Premises Workshop to further understand the extent of municipal authority under the New Brunswick Unsightly Premises Act to be held May 17th and 18th at the University of Moncton at a cost of $921.64 inclusive of HST. Motion Carried 12. ACCOUNTS Moved by: Councillor Nelson Seconded by: Councillor MacLeod THAT the Committee recommend to Council that Council approve for payment the Protective Services Committee accounts for the month of April 2023, totaling $407,143.54. Motion Carried Protective Services Committee Minutes 05-23 13. DATE OF NEXT SCHEDULED MEETING The next regular meeting is scheduled for June 12, 2023, beginning at 6:00 pm. 14.
