Minutes of Meeting of Committee of the Whole
January 16, 2023

Mayor Thorne, Deputy Mayor Wilson, Councillor Nelson,
Councillor Brenan, Councillor Milner, Councillor Maguire,
Councillor Bobbitt, Councillor MacLeod

1. Approval of Agenda
Moved by: Councillor Milner
Seconded by: Councillor Nelson
THAT the agenda for this Committee of the Whole meeting be approved as
circulated.
Motion Carried
2. Recording of Attendance
3. Disclosure of Conflict of Interest
No members present declared a conflict of interest on any items on the agenda
at this time.
4. Approval of Minutes December 19, 2022
Moved by: Deputy Mayor Wilson
Seconded by: Councillor Brenan
That the minutes of the Committee of the Whole meeting, held on December 19,
2022 be approved as circulated.
Motion Carried
5. Motions Arising out of Committee of the Whole
Chairperson Maguire noted that there were no outstanding motions arising out of
the Committee of the Whole.

Chairperson Maguire noted that there was no business arising out of the
Committee of the Whole.

There were no items on the agenda for the Works Committee.
9. Community Services Committee
There were no items on the agenda for the Community Services Committee.
10. Economic Development and Long Range Planning Committee
There were no items on the agenda for the Economic Development and Long
Range Planning Committee.
11. Protective Services Committee
There were no items on the agenda for the Protective Services Committee.
12. Administration Committee
12.a IOM CAO Hatcher - 2023 Union and Non -Union Adjustments
CAO Hatcher reviewed with the Committee the memo regarding non-
union adjustments for 2023 for Sussex. The Committee agreed to forward
this item to Council through the Administration Committee.
12.b IOM CAO Hatcher 2023 School Crossing Guard - Benefit Adjustments
CAO Hatcher reviewed with the Committee the 2023 School Crossing
Guard benefit adjustments. The Committee agreed to forward this item to
Council through the Administration Committee.
12.c IOM Clerk Olesen re Committee Appointments
Chairperson Maguire reviewed the memo from Clerk Olesen outlining the
recommendations for appointments of Council to outside Committees.
The Committee amended the recommendations to add the Multicultural
Association of Sussex representative Deputy Mayor Thorne and to replace
Councillor Bobbitt on the Fundy Civic Centre Board with Councillor
MacLeod.
The Committee agreed to forward this item to Committee of the Whole
through the Administration Committee.
12.d IOM CAO Hatcher Drainage Easements Various Subdivisions
CAO Hatcher reviewed with the Committee the easement requirements for
new development on Coventry Walk.
The Committee agreed to forward this item to Committee of the Whole
through the Administration Committee.

12.e 2023 Capital Planning
CAO Hatcher reviewed with the Committee the 2023 Capital Plan for
Sussex. Treasurer Moffett explained the budget and borrowing required
for implementing this plan.
The Committee agreed to forward this item to Council through the
Administration Committee.
13. New Business
14. Date of Next Scheduled Regular Meeting February 21, 2023
Chairperson Maguire noted that the next regular meeting of the Committee of the
Whole will be held on February 21, 2023.

That this open session of the Committee of the Whole meeting be adjourned.
