Minutes of Meeting of Committee of the Whole
February 21, 2023

Mayor Thorne, Deputy Mayor Wilson, Councillor Nelson,
Councillor Brenan, Councillor Milner, Councillor Maguire,
Councillor Bobbitt, Councillor MacLeod
Staff Present: Scott Hatcher, Chief Administrative Officer, Heather Moffett,
Treasurer, Tara Olesen, Town Clerk,
1. Approval of Agenda
Moved by: Councillor MacLeod
Seconded by: Councillor Brenan
THAT the agenda for this Committee of the Whole meeting be approved as
circulated.
Motion Carried
2. Disclosure of Conflict of Interest
No members present declared a conflict of interest on any items on the agenda
at this time.
3. Approval of Minutes January 16, 2023
Moved by: Councillor Milner
Seconded by: Councillor Nelson
THAT the minutes of the Committee of the Whole meeting, held on January 16,
2023 be approved as circulated.
Motion Carried
4. Motions Arising out of Committee of the Whole
Chairperson Maguire noted that there were no outstanding motions arising out of
the Committee of the Whole.
5. Delegations, Petitions and Correspondence - Nil
6. Business Arising out of Committee of the Whole
Chairperson Maguire noted that there was no business arising out of the
Committee of the Whole.
7. Works Committee
There were no items on the agenda for the Works Committee.

8. Community Services Committee
8.a Main Street Grant for Benches
CAO Hatcher reviewed with the Committee a memo from Community
Services Director Thorne and quotation from Canaan Site Furnishings for
the purchase of 7 benches in the downtown area. The memo indicated
that the purchase would be funded through the ACOA Main Street Grant
and the Chamber of Commerce. The Committee agreed to forward this
item to Council.
9. Economic Development and Long Range Planning Committee
There were no items on the agenda for the Economic Development and Long
Range Planning Committee.
10. Protective Services Committee
There were no items on the agenda for the Protective Services Committee.
11. Administration Committee
11.a Planning Advisory Committee Volunteer Submissions
The Committee reviewed a memo from Town Clerk Olesen regarding the
online applications received for volunteers for the Planning Advisory
Committee. The Committee agreed to forward this item to Council.
12. New Business - Nil
13. Date of Next Scheduled Regular Meeting March 20, 2023
Chairperson Maguire noted that the next regularly scheduled meeting of the
Committee of the Whole will be held March 20, 2023
