Minutes of Meeting of Committee of the Whole
March 20, 2023

Mayor Thorne, Deputy Mayor Wilson, Councillor Nelson,
Councillor Brenan, Councillor Milner, Councillor Maguire,
Councillor Bobbitt, Councillor MacLeod
Staff Present: Scott Hatcher, Chief Administrative Officer, Heather Moffett,
Treasurer, Tara Olesen, Town Clerk
Approval of Agenda
Moved by: Councillor Brenan
Seconded by: Deputy Mayor Wilson
THAT the agenda for this Committee of the Whole meeting be approved as
amended. The agenda was amended by the addition of item 12(a) Church
Avenue.
Motion Carried
2. Disclosure of Conflict of Interest
No members present declared a conflict of interest on any items on the agenda
at this time.
3. Approval of Minutes February 21, 2023
Moved by: Councillor Milner
Seconded by: Deputy Mayor Wilson
That the minutes of the Committee of the Whole meeting, held on February 21,
2023 be approved as circulated.
Motion Carried
4. Motions Arising out of Committee of the Whole
Chairperson Maguire noted that there were no outstanding motions arising out of
the Committee of the Whole.
5. Delegations, Petitions and Correspondence: Nil
6. Business Arising out of Committee of the Whole
Chairperson Maguire noted that there was no business arising out of the
Committee of the Whole.
7. Works Committee
There were no items on the agenda for the Works Committee.

8. Community Services Committee
8.a IOM Community Services Director Thorne - 2023 Volunteer Awards
Ceremony
CAO Hatcher reviewed the memo from Community Services Director
Thorne informing them of the Town's plans for the 2023 National
Volunteer Reception to be held on Wednesday April 19, 2023 at the All
Seasons Inn.
9. Economic Development and Long Range Planning Committee
There were no items on the agenda for the Economic Development and Long
Range Planning Committee.
10. Protective Services Committee
10.a IOM Purchaser Scott - T-06-23 Washer Extractor
CAO Hatcher reviewed with the Committee the memo from Purchaser
Scott relating to tender T-06-23. The Committee agreed to forward this
item to Council under the Protective Services Committee.
11. Administration Committee
11.a IOM CAO Hatcher - Employment Offer - Administrative Assistant to
the Clerk's Office
CAO Hatcher reviewed with the Committee the offer of employment for the
position of Administrative Assistant to the Clerk's Office. Carrie Corbett
has accepted the offer. The Committee agreed to forward this item to
Council.
11.b IOM CAO Hatcher - Employment Offer - Facilities Manager
CAO Hatcher reviewed with the Committee the offer of employment for the
position of Facilities Manager to the Clerk's Office. Sandra Corkum has
accepted the offer. The Committee agreed to forward this item to Council
through the Administration Committee.
12. New Business
12.a Church Avenue
Councillor Milner questioned the report of the RCMP stating that they have
done patrols on Church Avenue and did not witness any issues but would
continue to monitor the area as part of their regular patrol.
He wondered about the possibility of diverting traffic through Magnolia
Avenue as it seems to residents of Church Avenue that most of the speed
issues are related to vehicles coming off Wards Creek.
The Committee held a lengthy discussion on this issue.
13. Date of Next Scheduled Regular Meeting April 24, 2023
Chairperson Maguire noted that the next regularly scheduled meeting of the
Committee of the Whole is April 24, 2023.
