We are writing to respectfully request that you officially proclaim the third
week in March as Water Week for your municipality. This special week
precedes World Water Daffy, which grey out of the 1992 United Nations
Conference on Environment and Development in Rio de Janeiro,, The goal of
celebratory and educational events organized for Water Meek is to
recognize the. central importance of grater to life on earth and to address the
way competition and lack of water can he a source of conflict and suffering.
In this regard, the Second Annual Water Week Photo Exhibit is being
organized locally by volunteer members from several community
organizations, including the Community Sustainability Network, the Ellis
and Feer Galleries, LaHave River Watershed Committee, the Lunenburg
Photography Club, and the South Shore Chapter of the Council of Canadians,
We hole you will showy your support for these community efforts to both
celebrate and develop awareness about the importance 'of conserving our
water commons by proclaiming March 1. -- 22nd as Water Week.

Public Information Meeting for Sherwood Golf Village
There is a development agreement application currently being considered for the Sherwood Golf Village
in Sherwood. Given a potentially high level of public interest in the proposal, staff believe that an
opportunity for public engagement early on in the process would best accommodate that level of
interest.
RECOMMENDATION:
On a trial basis initially, staff would like the option of hosting a Public Information Meeting for the
Sherwood Golf Village development agreement application prior to bringing the matter to the
Committees. The suggested timeframe for the Meeting is mid-March.
BACKGROUND:
The Municipal Planning Strategy, under Section 9.0.7 (Procedure), indicates that staff may hold a Public
Information Meeting, at the option of Council. The meeting is intended to give the public the
opportunity to review and discuss a new development agreement, or an amendment to the MPS, LUB,
or a development agreement. The Procedure indicates that a Public Information Meeting would be held
after the Area Advisory and Planning Advisory Committees have met, and after Council had considered
the application.
Over the past several amendment and development agreement applications, staff has heard from the
public that they would have liked to have information about the application sooner, rather than after
Committees and Council had made recommendations.
Council has directed staff in the past to review the public engagement process and public information
meeting time frame. This is one alternative to the existing process.
DISCUSSION:
Advanced input from the public on amendments and development agreements will give Advisory
Committees and Council the opportunity to consider the public's perspective before making their
recommendations.

Pedestrian Access to Duke Street
We would like to add our voices to the necessity of the completion of the
sidewalk on Duke Street to improve access to the street and the business on
it from Queen and Pleasant Streets. The S turn is of particular concern and
requires completion for the following reasons.
1. The S turn on Duke discourages any adventurous souls from
walking around those curves. Traffic travels fast on Duke making
the curves very dangerous for pedestrians. The sidewalk would
make active living in the community much safer. Customers have
often asked when in our shop "Is there any other way to get back to
Queen St, ?"
2. Our shops on Duke Street cannot offer the same amenities of safe,
convenient access and visibility as the businesses on Pleasant and
Queen Streets enjoy.
3. To encourage awareness of Duke Street businesses. At present
potential shoppers that come into the village from any direction
other than Duke St. are not aware of the presence of shops on Duke
St. The business district appears to stop at the corner of Pleasant
and Duke because the sidewalk stops thea. This does not
encourage shopping at our businesses.
4. The need to establish a definition of the "non-traditional sidewalk"
which is the present situation. The space in front of our door is
parked on (often so closely that it is difficult to get in our door); it
is also walked on of course. However, i am told that it is not a
sidewalk so it cannot be serviced as a sidewalk. Yesterday all
sidewalks in the village were nicely cleaned with a large snow
blower, however, that portion of Duke St. was left full of snow
presumably because it is "not a sidewalk" adding to the lack of
amenities and access for our businesses.
5. The median which would be crated by construction of a sidewalk
would provide some space for snow as does the medianin front of
the Legion.
6. We invite all councillors to take a walk from Pleasant Street to
Duke Street to see the difficulties faced by the people who want to
walk around and enjoy our community. Then think about what
impression that gives to our visitors and if we are encouraging
them to return and spend more time in the municipality.
We fully understand that there is an issue with road width for sidewalks to
be installed in front of the Duke Street businesses. However that space
actually functions as a sidewalldparking space at present. Some definition to
the area would be most desirable and attractive, enhancing the charm of our
village.
Young people that are settling in the village would like to see bicycle lanes,
safe space to walk with children and strollers; this would also encourage safe
mobility of seniors in their mobile scooters. Perhaps those lanes would do
much to improve the charm and safety of our village. A Traffic Study would
be a wise, useful tool to provide direction for the future of the village core.
In closing T encourage you to .approve the completion of the sidewalk on
Duke Street and recommend to you that a longer term consideration needs to
be undertaken about traffic movement in the village core.

Re: Citizens Planning Advisory Committee
Dear Warden Webber and Members of Council,
The MODC website describes the process of creating a new Municipal Planning Strategy, new
Land UseBy-law and now SubdivisionBy-law as follows:
"During ing the Flan Review, we will being residents together to help decide where growth
should happen and what growth should loot tile. We will host a series of public everts to
find out what residents grant to see happen in their communities."
As the board o 'directors of the Chester Municipal Chamber of Commerce represents businesses
in our niunicipality, we are concerned that feedback from businesses may be lacking in this
process.
Therefore, the Chester Municipal Chainber of Commerce CMC respectfully requests that one
position on the Citizens' Planning Advisory Committee be assigned to the CMCC in order that
the voice of business be represented during this planning review process.

We are making a plea for the continuation of the Duke Street Sidewalk.
We would like to express how important the continuation of this sidewalk is to the businesses in
the downtown core of the Village, not to mention to the safety of the local residents.
Our business district consists primarily of merchants on Pleasant, Queen and Duke Streets. In
order for shoppers to take in all the shops and businesses they must travel from Pleasant
Street to Duke Street around a dangerous turn which makes for very precarious walking.
We have signage to promote the shops on Duke Street but many people refuse to walk facing
traffic in this turn for safety reasons. We feel a proper sidewalk in this turn would eliminate this
situation and encourage pedestrians to visit all our merchants.
This project has the full support and encouragement of the Scotiabank Manager John Campbell
as conveyed in an email.
We also have an email from William O Leary ,whose property borders this turn, supporting our
initiative. He feels this section of sidewalk will enhance the downtown area and provide a much
needed safety component.
In summation, we cannot stress enough how much this section of sidewalk is necessary to
promoting our downtown business core, which in turn will improve safety for our pedestrians.
Thank you for the opportunity to speak to the Council and to express our interest In the
continuation of the Duke Street Sidewalk Project.
