Thank for contacting nye. I am in favor of the Duke Street sidewalk
extension project and look forward to it being completed.
That said I have a couple of observations and opinions I would like to
share. I purchased 55 Duke in early 2012 and lived there almost contlnuously
through most of 2014. It is well known that the S curve on Duke Street is a
safety concern. Duke gets a lot of traffic and coming southbound from
highway 3 and there are no stops or curves to slow the traffic until this
curve. It is. very common for fast moving vehicles to round this tura to meet
an oncoming car, groups of people walking in the middle of the street or a
number of dangerous situations. While I feel sure a sidewalk will improve
safety and connect the ease of access to shopping, I would like to submit
some ideas based on watching this curve for the last several years.
1. Traffic generally enters this curve too fast.
a. Consider making a crosswalk type ramp at the comer. This would
accomplish several things, people cross there anyway, It will be a visual
clue to drivers to slow down and a curb w.11 be destroyed by snow plows or
trucks in very little time.
2. General visibility line of sight is limited in this curve. People
use the corner to toss cans, bottles and other litter or stop in the cover
of the corner for other reasons. No -doubt the sidewalk will Della a let with
this issue.
a. The right of way on the south side of Duke in the curve outside. of
the property owner's fence is not maintained and the trees and vegetation
contribute to this problem.
b. The trees also keep the curve in shadows in the printer, there are
always icy patches in the curve.
The sidewalk will definitely be a benefit to the village and I support the
project. It will intrude on my property and privacy and require landscaping,
so I hope Z will bele t informed of the final plans so Z know ghat to
expect. Please consider my suggestions above and I hope to hear back from
someone after the Chester Council meeting.
