We acknowledge receipt of your letter of July 9, 2015 requesting clarification in relation to the review of Royal Canadian Mounted Police (RCMP) policing services in Lunenburg County. The review has begun and it is anticipated to take until the end of August 2015 to complete. Once the review has been completed, the RCMP and staff from the Department of Justice will meet with the participating municipal units to review the preliminary results and seek additional input regarding the findings. The RCMP is currently completing a Police Resourcing Model (PRM) study for LunenbUrg County District. A PRM assists with determining the appropriate number of human resources required to provide policing services, at any given contractual location, in a timely manner. It is not a "line in the sand" pertaining to HR requirements; it's a Business Intelligence Tool that suggests reasonable expectations of service delivery for a given number of resources. The PRM consists of a computer model that simulates the daily call for service activities of a Detachment using data specific to the detachment such as occurrence files, response times, shift schedules, etc. It's a dynamic model which allows for analysis of current policing arrangements and "what -if" scenarios. There are minimum staffing standards that are required for a Detachment in order for the PRM simulation to work properly. If a detachment or geographic area is too small to run a PRM, or if there is insufficient data, a Workload Analysis can be completed. A Workload Analysis allows for comparison of calls for service data and workload between geographic areas, Following the review of the preliminary findings and input from the municipal units, a final report will be prepared and presented to the municipal units and the Minister of Justice including any recommendations. Z 0 > 0 0 0 0 0 = :1 = :j :3 2 = rye '01 x x FO p xx K) 0 rl MUNICIPALITY OF THE 6.1 DISTRICT OF CHESTER REQUEST FOR DIRECTION REPORT TO Warden Webber and Members of Municipal Council SUBMITTED BY Tammy S Wilson, MURP, MCIP, Chief Administrative Officer DATE August 20, 2015 SUBJECT Fire Advisory Committee ORIGIN P-66 Review Committee (Ad Hoc Committee) -July 28, 2015 CURRENT SITUATION: Upon receipt of concerns about the effectiveness of the Fire Advisory Committee (FAC), Municipal Council established and appointed members to an Ad Hoc Committee, with a mandate to review the FAC Terms of Reference. The Committee created was the "P-66 FAC Terms of Reference Review Committee", hereafter referred to as the "Review Committee" The Review Committee Terms of Reference was established by Council in March, 2015 and the Committee has been meeting over the past several months to review the Terms of Reference. On July 23, 2015, correspondence was received from the Chester Basin Fire Commission and the Western Shore Fire Commission advising that they will be withdrawing the membership on the Fire Advisory Committee. On August 14, 2015 further correspondence was received from the New Ross Fire Commission advising of their withdraw of membership on the FAC. At the July 28, 2015 P-66 Review Committee meeting, staff were asked to seek direction from Municipal Council as to whether Council wishes to continue with a FAC given the recent withdraw of the Chester Basin and Western Shore Fire Commissions (the New Ross Fire Commissions notice of withdraw was subsequent to this). It should be noted that at the July 28, 2015 P-66 Review Committee meeting, the committee did feel there was value in having an FAC, however they felt Council needed to take an active role in key issues as the Committee itself is too divided RECOMMENDATION: Direction from Council is requested as to how Council wishes to proceed with the FAC. Possible options are: 1. Proceed with FAC and continue with the review of the Terms of Reference 2. Not proceed with the FAC and dissolve the Committee 3. Defer a decision until a future date and direct that the FAC Terms of Reference review be discontinued until such time as a decision is made and that Fire Service matters to be considered by Council come directly to Council as opposed to the FAC (same effect as if Council were to temporarily discontinue with the FAC) until such time as a decision is made by Council BACKGROUND: On March 19, 2015 Municipal Council approved the Terms of Reference for the Review Committee. This Committee was established as result of concerns expressed amoungst FAC and Fire Service members about the effectiveness of the existing Committee. The Review Committee was tasked with reviewing the FAC Terms of Reference and making recommendation to Council respecting the same. The Review Committee has been meeting monthly over the past several months to review the Terms of Reference, discussing those matters working well and the areas requiring some attention. The primary items which generated discussion were: 1) Committee of Council versus an independent Committee (i.e. similar to Lunenburg Regional Fire and Emergency Services) 2) Membership: Commissioners, Fire Chiefs, or both? 3) If both, who are the voting members? Consensus no these matters had not been obtained. On July 23, 2015 the Municipality received notice that Chester Basin and Western Shore Fire Commissions were withdrawing from the FAC, which in effect withdrew their participation in the Review Committee. This was discussed with the Review Committee and has naturally lead to the Committee asking Council for direction as to Council's intention respecting the FAC. In particular, if Council intends to continue with an FAC, and thus the need to finalize the review of the Terms of Reference. If Council does not intend to continue with the FAC in light of the recent resignations, the Review Committee's purpose ceases to exist. DISCUSSION: Council has expressed numerous times their support for Fire Service. It is recognized as a vital services that volunteers provide to our communities. The Fire Advisory Committee is one such way of providing support to Fire Services by ensuring a voice for Fire Services for those Council matters that are relevant to Fire Services. The FAC is an advisory committee to Council established to review and recommend to Council on issues that pertain to the development and maintenance of a cost effective fire and emergency response service. Generally this includes reviewing and advising on legislative matters relevant to fire services, reviewing and recommending to Council on Policy matters affecting fire services and reviewing and recommending to Council on funding issues. Given the recent resignation of three Fire Commissions from the FAC, the FAC is left with only 50% municipal representation (Blandford, Hubbards and Chester Village), representing four Council Districts. This leaves a void in terms of fire services representation in matters brought forth by the FAC if it were to remain. The Review Committee has concerns that given the reduction in representation on the FAC, that Council may wish to discontinue with the FAC, and has asked that Council advise of its intention. The Review Committee has and will continue to put considerable efforts into the review of the FAC Terms of Reference and want to ensure that the work will add value. If the intention is to discontinue with the FAC, the efforts of the Review Committee to review Terms of Reference would no longer be necessary. Is an FAC required? The FAC role is to advise Council on Fire Services Matters that are regional in scope. Membership on the Committee by a Commission, while desired, is not presently mandated. In addition, there is no legislative requirement to have the FAC. The choice is clearly that of Council. In reviewing the terms of the FAC with the Review Committee, it was clear that the value of the FAC is that it provides a venue to share ideas, to learn from others and a mechanism for direct input to Council on Fire Service matters. While these benefits exists, a FAC, facilitates, but is not necessary for the gathering of Commissions or Fire Departments to share ideas, lessons learned and discuss issue of mutual concern. (i.e. Lunenburg Regional Fire and Emergency Services) Similarly while the FAC has a direct channel to Council to advise Council on Fire Service matters, there would still exists the ability of Council to seek input from the fire services in other ways. The process would, however, be more complex, but still possible (i.e. stakeholder sessions/focus groups targeting fire services). Options: 1. Proceed with FAC and continue with the review of the Terms of Reference 2. Not proceed with the FAC and dissolve the Committee 3. Defer a decision until a future date and direct that the FAC Terms of Reference review be discontinued until such time as a decision is made and that Fire Service matters to be considered by Council come directly to Council as opposed to the FAC (same effect as if Council were to temporarily discontinue with the FAC) until such time as a decision is made by Council. Consultation with Fire Services matters would be done in an Ad Hoc manner until decision is finalized. 4. Not proceed with the FAC in its current form and consider an alternate committee structure to advise Council on Strategic Fire Service issue that are regional in scope. Council may wish to give consideration to discussing with Fire Services options to move forward, which may provide input that assist Council in its decision making process IMPLICATIONS: 1 Policy: P-66 Establishes the Fire Advisory Committee. A decision to dissolve the Committee would require that Council repeal P-66 2 Financial/Budgetary: n/a 3 Environmental: n/a 4 Strategic Plan: 1. Ensure sufficient infrastructure is available to best serve our residents and businesses; 2. Strengthen and support environmental, cultural, and social resources; 3.
