1 APPROVAL OF AGENDA

THAT the Committee approve the agenda as presented.

2. DISCLOSURE OF CONFLICT OF INTEREST

this time.
3. APPROVAL OF MINUTES MAY 8, 2023, MEETING

THAT the Committee approve the minutes of meeting 05-23 as circulated.

5. POLICE SERVICE REPORT
Sergeant Nelson reviews with the Committee the May 2023 statistics:
- 359 Total calls for services in May, up from 260.

- Drug related:
- 1 Intoxicated male.
- 1 Female arrested at hotel.
- 1 Couple
- 2 Parents (with children)
- 2 Teens for fighting.
- 1 Female driving home.
- 2 Female OD's
- 6 Scams for money.
- 1 Assault with weapon at school.
- 3 Break and enters into vacant homes following being evicted.
- 3 Break and enters of apartments looking for coin operated machines.
- 4 Check stops.
- 1 Dog in car during hot day.
- 3 Impaired drivers.
- 1 Suspended license.
- 1 Graffiti on walking trails.
- 90 Vehicles stopped for tickets or warnings.
- 47 Gas thefts.
- 3 Sexual assault.
- 15 Motor Vehicle Accidents, no injuries.
- Traffic radar on Magnolia.
Brief discussion on the various issues and calls in the month of May 2023.
Review of issues with the Committee.
5.a MAGNOLIA AVENUE TRAFFIC ANALYSIS - SPEED
CAO Hatcher reviews the speed statistics of Magnolia Avenue from May
24-29, 2023.
Information has been handed over to the RCMP for enforcement.
6. ANIMAL CONTROL REPORT
By-law Enforcement Officer Butcher reviews with the Committee the May 2023
animal control report.
- 2 Warnings issued
- 5 Dog Complaints
- 1 Cat Complaint
Details of the 5 dog complaints reviewed with the Committee.
By-law Enforcement Officer Butcher reviews the dog attack at 38 Clover Court as
well as the statements from all involved.

7 FIRE SERVICE REPORT
7.a IN TOWN CALLS
Chief Reicker reviews the in -town calls for May 2023 with the Committee.
There were 15 calls in May 2023, 12 calls in May 2022. There were 70
calls year to date May 2023, 38 calls year to date in May 2022.

7.b OUT OF TOWN CALLS
Chief Reicker reviews the out-of-town calls for May 2023 with the
Committee. There were 10 calls in May 2023, 11 calls in May 2022. There
were 36 calls year to date 2023, 37 calls year to date in 2022.

A grand total of 25 calls in May 2023, compared to 23 in May 2022. 106
grand total calls year-to-date, compared to 95 total calls for the same
period in 2022.
7.c VOLUNTEER HOURS
Chief Reicker reviews the report which indicated that the number of
volunteer hours by fire service personnel for the month of May 2023
totaled 145.00 hours. Volunteer hours for the same period last year totaled
138.50 hours.
Details of volunteer hours include the following:

The volunteer hours for this year to date totaled 1,189.50 hours, and in the
same year to date in 2022 were 628.50 hours.
Total hours for fire calls in May 2023 are 354.50 hours in comparison to
273.00 hours for the same period in 2022. There were 1,836.00 total
hours this year to date, and 1,095.00 hours for the same period 2022.
7.d SUSSEX FIRE OFFICERS MEETING MINUTES - April 27, 2023
Chief Reicker reviews the Fire Officers Meeting minutes of April 27th,
2023.
Round table item highlighted improvements for a cleaner environment at
the fire station.
7.e SUSSEX FIRE DEPARTMENT REGULAR MEETING MINUTES MAY 04,
2023
Chief Reicker reviews the May 2023 Fire Department Regular Meeting
minutes for May 4, 2023.
It was highlighted that $1,668 was raised at the boot drive for muscular
dystrophy split between Sussex and Millstream support.

MAY 04, 2023
Chief Reicker reviews the May 2023 Fire Prevention Safety Education
Report with the Committee.
8. BUILDING INSPECTION / BY-LAW ENFORCEMENT REPORT
8.a MONTHLY BUILDING PERMIT REPORT TO COMMITTEE
The Monthly Building Permit Report indicated that 28 permits were issued
during the month of May 2023 with a total evaluation of $1,996,800.00
while May 2022 permits were valued at $1,243,582.00 in Ward 1 and
$351,900.00 in Ward 2.
8.b BUILDING PERMIT ENFORCEMENT
Building Inspector Butcher indicated that there is nothing new to report on
this item at this time.
8.c ENFORCEMENT AND BY-LAWS
8.c.1 23 - 25 PETER STREET PID 00263558
Building Inspector Butcher indicated the siding and windows have
arrived. They are planning to begin outside work in the coming weeks
with the foundation and starting to install windows.

8.c.2 102 PARK STREET PID 00264606
No work has been started to date. The building has been scheduled for
tear down in July. BI Butcher has asked for a date but is still waiting on
a response.
Brief discussion on how to slow the recommended.

9. BUSINESS ARISING OUT OF MINUTES

10.a RCMP RETROACTIVE PAY - PROVINCIAL POLICE SERVICE
CAO Hatcher reviews with the Committee the PNB correspondence
received related to the RCMP retro active pay.
Correspondence received and filed by the Committee.
10.b IOM CHIEF REICKER - FIREFIGHTER RECRUIT RECOMENDATION
Chief Reicker reviews the recommendation with the Committee that Cole
Floyd be accepted for the position of volunteer firefighter pending
completion of the required elements.

Seconded by: Councillor MacLeod
THAT the Committee recommend to Council that Council approve the
recommendation that Cole Floyd be accepted for the position of volunteer
firefighter pending completion of a criminal record check, medical fitness
report and drivers abstract.

10.c IOM CHIEF REICKER - FIREFIGHTING EQUIPMENT
RECOMENDATION
Chief Reicker reviews with the Committee the recommendation to
purchase the standpipe mid -rise building fire suppression kit and nozzle.

THAT the Committee recommend to Council that Council authorize the
purchase of the TFT high rise kit and smooth bore nozzle from Safety
Source Fire in the amount of $2,650.00 excluding HST.

10.d IOM CHIEF REICKER -AMENDMENT SOG 6-005 - HONOUR GUARD
Chief Reicker reviews with the Committee the recommended amendment
of the SOG 6-003 Honour Guard.
Moved by: Deputy Mayor Wilson
Seconded by: Councillor MacLeod
THAT the Committee recommend to Council that Council adopt the SOG
6-003 as presented.

10.e COURAGEOUS K9 SPONSORSHIP
The Committee has moved this item to the Administration meeting on
Thursday June 15, 2023.

12. ACCOUNTS

THAT the Committee recommend to Council that Council approve for payment
the Protective Services Committee accounts for the month of May totaling
$33,786.10.
