1.. APPROVAL OF AGENDA
Moved by: Councillor MacLeod
Seconded by: Councillor Nelson
THAT the Committee approve the agenda as presented with the addition of 8.e.3)
Absentee Landowners Property Maintenance.

2. DISCLOSURE OF CONFLICT OF INTEREST
No members present declared a conflict on any of the items on the agenda at
this time.
3. APPROVAL OF MINUTES

THAT the Committee approve the minutes of meeting 06-23 as circulated.

4. DELEGATION
4.a SPEED CONCERN - BRYANT DRIVE
Chairman Milner welcomes Ms. Stephanie Walsh to the meeting.
Ms. Walsh reviews with the Committee her correspondence related to the
perception of vehicle speed on Bryant Drive. Ms. Walsh speaks of the

speed near civic address 128 Bryant Drive and notes the following:
- Multiple trail entrances crossing the street.
- Indicates the speed is not the real issue as the traffic counters disclose.
The majority of traffic conforms to the posted speed.
- Asking for a differing approach or strategy for Bryant Drive.
- Horizontal and vertical alignment is seen as a factor in vehicle speed.
CAO Hatcher highlights the 2016 Canterbury Close and 2023 Bryant
Drive studies. Speed, vehicle volume, and statistics were reviewed.
Lengthy discussion by the Committee. Committee requests town
administration to review the issue. Chairman Milner thanks Ms. Walsh for
her presentation.
5. POLICE SERVICE REPORT
No RCMP report this month due to scheduled vacation.
6. ANIMAL CONTROL REPORT
By-law Enforcement Officer Butcher reviews with the Committee the June 2023
animal control report.
- 1 Warning issued.
- 2 Dog complaints.
Review of the report of Fowler Avenue through photos of the 'scratch'.
Brief discussion.
Review of 82 Park Street and By-law Enforcement Officer Butcher indicates the
town is currently gathering facts related to this incident. Report received and filed
by the Committee.
7. FIRE SERVICE REPORT
7.a IN TOWN CALLS
Chief Reicker reviews the in -town calls for June 2023 with the Committee.
There were 15 calls in June 2023, 16 calls in June 2022. There.were 85
calls year to date June 2023, 54 calls year to date in June 2022.

7.b OUT OF TOWN CALLS
Chief Reicker reviews the out-of-town calls for June 2023 with the
Committee. There were 9 calls in June 2023, 12 calls in June 2022. There

were 45 calls year to date 2023, 69 calls year to date in 2022.

Grand total of 24 calls in June 2023, compared to 28 in June 2022. 130
grand total calls year-to-date, compared to 123 total calls for the same
period in 2022.
7.c VOLUNTEER HOURS

Chief Reicker reviews the report which indicated that the number of
volunteer hours by fire service personnel for the month of June 2023
totaled 189.00 hours. Volunteer hours for the same period last year totaled
228.00 hours.
Details of volunteer hours include the following:
- 17.00 Monthly Meetings
- 16.00 Officers' meetings
- 3.00 Zone 1 meetings
- 2.00 EMO radio
- 128.00 In-house training
20.00 School Program/ Career Day
3.00 Safety talks/ Fire drills/ Car seats
- $3,126.06 cost equivalent of volunteer hours
The volunteer hours for this year to date totaled 1,378.50 hours, and in the
same year to date in 2022 were 856.50 hours.
Total hours for fire calls in June 2023 are 232.00 hours in comparison to
273.00 hours for the same period in 2022. There were 2,068.00 total
hours this year to date, and 1,095.00 hours for the same period 2022.
7'.d SUSSEX FIRE DEPARTMENT - QUINT USAGE REPORT Q2 2023
Chief Reicker reviews the 2nd Quarter 2023 quint usage report.
Chief Reicker highlights the usage in town and out of town as well as the
times the ladder was extended. 1/3 of the volunteers are certified to
operate the quint.
7.e SUSSEX FIRE DEPARTMENT - OFFICERS MEETING MINUTES MAY
25, 2023
Chief Reicker reviews the Sussex Fire Department Officers meeting
minutes of May 25, 2023.
- Highlights recruitment progress. 1 new recruit identified.

Review of training with RCMP.

minutes of June 1, 2023.
Highlights work with Fire Marshal's office.
7.g SUSSEX FIRE DEPARTMENT - FIRE PREVENTION SAFETY
EDUCATION REPORT JUNE 1, 2023
Chief Reicker reviews the June 1, 2023, Fire Prevention & Safety
Education report.
- Highlights work with schools and kindergarten station tours.
- Work highlighted on the departments "Get into the Lane for Fire Safety"
program in 2023.
8. BUILDING INSPECTION 1 BY-LAW ENFORCEMENT REPORT
8.a MONTHLY BUILDING PERMIT REPORT TO COMMITTEE
The Monthly Building Permit Report indicated that 28 permits were issued
during the month of June 2023 with a total evaluation of $1,571,804 while
June 2022 permits were valued at $1,364,762 in Ward 1 and $812,000 in
Ward 2.
8.b MONTHLY BUILDING PERMIT REPORT TO COUNCIL
Report to Council will be filed with Council at their regular meeting.
8.c BUILDING PERMIT ENFORCEMENT
Building Inspector Butcher indicated that there is nothing new to report on
this item at this time.
8.d BY-LAW ENFORCEMENT'
8.d.1 23 - 25 PETER STREET PID 00263558
Some construction has started with the entire way being built. Building
Inspector Butcher spoke with the superintendent, they will be starting
to focus on this building with more improvements to come.
8.d.2 102 PARK STREET PID 00264606
No work has been started to date. Building Inspector Butcher sent an
email requesting a tear down date on this property but is still waiting for
a response.

8.d.3 ABSENTEE LANDOWNER PROPERTY MAINTENANCE
Councillor Milner requested vacant land parcels/absentee landowners
related to ongoing property maintenance.
Councillor Milner requested information related to vacant properties,
their condition, grass mowing, etc.
Director of Public Works Butcher explains the land conditions are delt
with under the Unsightly and Dangerous Property By-law and
Legislation for Vacant Property. Grass maintenance is exempt under
the By-law and Act.
The town has in the past delt directly with landowners related to
property maintenance/grass mowing with success.
Brief discussion. DPW Butcher to review the 2 properties in question.
9. NEW BUSINESS
9,a NB CRIME PREVENTION AD REQUEST
CAO Hatcher reviews with the Committee the request from the Crime
Prevention Association of New Brunswick and the advertisement for 2023
related to Children's Internet Safety Guide.

THAT the Committee recommend to Council that Council approve for payment
the Protective Services Committee accounts for the month of June 2023, totaling
$410,665.71.
