Minutes of Meeting of Committee of the Whole
June 19, 2023

Approval of Agenda
Moved by: Deputy Mayor Wilson

THAT the agenda for this Committee of the Whole meeting be approved as
circulated.

2. Disclosure of Conflict of Interest
No members present declared a conflict of interest on any items on the agenda
at this time.
3. Approval of Minutes May 15, 2023
Moved by: Councillor Nelson
Seconded by: Councillor Milner
That the minutes of the Committee of the Whole meeting, held on May 15, 2023
be approved as circulated.

4. Motions Arising out of Committee of the Whole
Chairperson Maguire noted that there were no outstanding motions arising out of
the Committee of the Whole.
5. Delegations, Petitions and Correspondence

Chairperson Maguire noted that there was no business arising out of the
Committee of the Whole.
7. Works Committee
7.a 1125 Main Street - Renovation of a storage area to a residential suite.
CAO Hatcher addressed the Committee on the history of the application
which started as a washroom hookup to an accessory building and

progressed to transforming the building to a residential development which
would not be permitted under the Villages Rural Plan, therefore a stop
work order was issued. One issue is that part of the property is identified
as a floodway on the zoning map and cannot be used for human
habitation, the rural plan by-law however does allow for a residential use
as a secondary use in a Central Commercial Zone. Another consideration
is that according to the National Building Code, the water must come
directly from the watermain and not from another building.
8. Community Services Committee
8.a Kings County Historical Museum
Chairperson Maguire reviewed the request from the Kings County
Historical Museum for a contribution of $500 to support their 2023
conference. The Committee agreed to forward this item to Council for
consideration.
8.b Jim Andrew Fireworks Request
CAO Hatcher reviewed the request from Jim Andrew to have a fireworks
display for an anniversary party to be held at his home on Jonah Court on
Saturday July 8, 2023. The Committee held a lengthy discussion on
Sussex by-law 351-11 and Noise By-law as well as concerns of the Fire
Department and the Events Management Committee as well as the issues
that were experienced during the last fireworks launch at that location.
9. Economic Development and Long Range Planning Committee
9.a QUEST NB
The Committee reviewed a memo from the Chief Administrative Officer on
the Quest NB NB Smart Energies Accelerator Program with the former
Town of Sussex and the time commitment that is required. The Town has
fulfilled its financial commitment for 2023 and in light of the current staffing
capacity issues, the CAO is requesting Council authorize the
Administration to send a formal letter terminating its participation in the
program due to staffing and time constraints.
10. Protective. Services Committee
There were no items on the agenda for the Protective Services Committee.
11. Administration Committee
11.a Transient Trader - Would you like a Cheeseburger
The Committee reviewed the application, photos and draft approval letter
from Sussex Administration for the Would You Like a Cheeseburger food
truck. The Committee agreed to forward this item to Council through the
Administration Committee.
12. New Business
13. Date of Next Scheduled Regular Meeting - July 17, 2023
Chairperson Maguire noted that the next regular meeting of the Committee of the
Whole is scheduled for July 17, 2023.
