EMPLOYEE LONG SERVICE RECOGNITION POLICY- P-86

CURRENT SITUATION:
In December 2014 Municipal Council informally commenced an Employee Recognition event in which
staff who reached milestones in their employment with the Municipality received recognition.
Recognition was in accordance with the draft Policy P-86.
Staff were directed to bring back a Policy to formalize this Recognition and ensure continuity in long
service recognition.
RECOMMENDATION:
Section 48 of the Municipal Government Act requires that Council give itself seven days' notice of any
intention to adopt, amend or repeal a Policy. The attached draft policy is a new policy that would require
adoption.
If Council wishes to adopt the attached draft Policy P-86 the following motion is in order:
That Council hereby give notice that at the December 10, 2015 Council meeting, Municipal
Council intends to consider the adoption of Policy P-86, Employee Long Service Recognition
Policy.
DISCUSSION:
At the December 2014 Municipal Council commenced an Employee Long Service Recognition program.
Employees that reached milestones in their employment with the Municipality received recognition.
This was done in recognition of the value to an organization in long term service by an employee and to
award the same. As Council is aware, the value of long services includes the retention of organizational
knowledge, expertise, community knowledge and familiarity, and dedication.
The recognition given in December 2014 had a monetary value consistent with the draft P-86. At that
time, Council agreed to implement this program and directed staff to bring back a Policy to put the
program formally in place.
A Policy will ensure consistency in implementation, providing clear expectations for Council and staff.
Included in the attachment are other municipal units Recognition Policies for reference.

POLICY P-86
Employee Long Service Recognition Policy
Purpose
The purpose of the Employee Long Service Recognition Policy is to provide formal
recognition of long service by employees of the Municipality 'of the District of Chester.
General Provisions
1. The Municipality of the District of Chester shall annually in December recognize those
employees who have reached milestones in their employment with the Municipality
throughout the year for 10, 15, 20, 25, 30, 35, and 40 years of service as follows:
0 10 years of service - Certificate signed by the Warden and CAO and a gift or gift
certificate valued at $20;
0 15 years of service - Certificate signed by the Warden and CAO and a gift or gift
certificate valued at $30;
0 20 years of service - Certificate signed by the Warden and CAO and a gift or gift
certificate valued at $40;
0 25 years of service - Certificate signed by the Warden and CAO and a gift or gift
certificate valued at $50;
0 30 years of service - Certificate signed by the Warden and CAO and a gift or gift
certificate valued at $60;
0 35 years of service - Certificate signed by the Warden and CAO and a gift or gift
certificate valued at $70;
40 years of service - Certificate signed by the Warden and CAO and a gift or gift
certificate valued at $80.
2. In accordance with Canada Revenue Agency Guidelines, cash or near -cash (easily converted
to cash) awards shall be considered a taxable benefit. Non-cash awards shall not be
considered a taxable benefit.

1.05 Staff employed by the Municipality will be classified as follows:
Permanent Full-time Employee — employed on a permanent basis, works a minimum of 35 hours per week.
Permanent Part-time Employee — employed on a permanent basis, works reduced or irregular hours.
Temporary Employee — employed on a temporary basis, may be employed for a specific term or casual basis, hours and days of
work may vary.
ARTICLE B~RECOGNITION AWARDS
9.01 The Municipality shall pay this benefit in recognition of service to long term permanent full-time employees of the
Municipality upon resignation, retirement or death of an employee. This benefit qualifies as taxable benefit under the
Income Tax Act and will be shown on the employee's T4, (a) For at least five (5) years of service with the Municipality -
$300.00.

1.0 Purpose
1.1 The purpose of this policy is to provide formal recognition of long service by
councillors and employees to the County of Annapolis.
2.0 Authority
2.1 This policy is enacted pursuant to Sections 23, 31 and 65 of the Municipal
Government Act, as amended.
3.0 General Provisions
3.1 The County of Annapolis shall annually in December recognize those councillors and
employees who:
a) Have retired during the past twelve months;
b) Have attained the following years of service (cumulative) during the past twelve
months:

0 25 Years of Service
* 30 Years of Service
* 35 Years of Service
3.2 Awards of recognition shall be based upon a guideline of $10 for year of service to a
maximum of $300.

GENERAL STATEMENT OF POLICY:
48.01 It shall be the policy of the Region of Queens Municipality to provide a policy for
the recognition of staff for years of service to the municipality consistent with the
approved terms and conditions.
POLICY INFORMATION:
48.02 Years of Service awards shall be given to individual staff members of the Region
that have completed or will complete in that particular calendar year one of the
following categories of service: five years, ten years, fifteen years, twenty years,
twenty-five years and thirty years.
48.03 The following shall be the guideline used by Council when providing Years of

1. To formally recognize and show appreciation for service milestones of employees of the
Municipality of Colchester.
POLICY:
Employees with five (5) or more years of complete service up to and including 35 years are recognized at
five (5) year service milestones. Recognition occurs during the calendar year in which the milestone
occurs, ideally in November or December of each year.
These service milestones are recognized by presentation each year at a Session of Council. Recognition
for service in the form of a social or similar function will be held prior to the Council Session when the
service recognition awards are presented. Council, Senior Management, reporting
Managers/Supervisors, award recipients and their spouses/partners shall be invited to the social.
As a minimum, the following awards are recognized for complete years of service to the Municipality:
- 5 years: Certificate in presentation folder signed by the Mayor and CAO or designate.
-10 years: Certificate in presentation folder signed by the Mayor and CAO or designate and gift
certificate as chosen by employee in the amount of $50.
-15 years: Certificate in presentation folder signed by the Mayor and CAO or designate and gift
certificate as chosen by employee in the amount of $100.
-20 years: Certificate in presentation folder signed by the Mayor and CAO or designate and gift
certificate as chosen by employee in the amount of $200.
-2S years: Certificate in presentation folder signed by the Mayor and CAO or designate; gift
certificate as chosen by employee in the amount of $250; and the purchase of a framed
print depicting County of Colchester scenery, as selected by staff.
-30 years Certificate in presentation folder signed by the Mayor and CAO or designate; gift
certificate as chosen by employee in the amount of $500; and the purchase of a wall
clock or desk clock, as selected by staff.

HUMAN RESOURCES STAFF RESPONSIBILITIES:
1. Human Resources staff shall advise Managers in January of each year of the anniversary dates of
those employees observing service milestones during that calendar year.
2. Human Resources staff shall ensure that milestone awards are available for the Council Session
when the award will be presented.
S. Human Resources staff may delegate responsibilities for co-ordinating the function to another
employee.

The purpose of this policy is to formally recognize and thank permanent employees for their
years of dedicated service.
IN SERVICE RECOGNITION:
An employee appreciation dinner will be hosted by Mayor and Council annually, usually in the
spring of each year. The dinner will be organized by the Department of CED. Employees will be
permitted to invite a guest. The policy, research & Human Resources Coordinator will provide
staffof CED with the appropriate employee data for the prior calendar year prior to February 8`n
of each year.
Recognition will include.
1. Perfect Attendance -& All employees who have had perfect attendance in the immediate
preceding calendar year will receive a certificate plus a 00 gift card. Seasonal
employees will receive a. certificate plus a 0 gift card. Honourabie mention to
employees missing 2 or less full days will receive a certificate,
. 10 em of Service— Following the completion of 10 years of service (up to the end of
the Immediate preceding calendar year) an employee will receive a framed certificate of
recognition and. a gift bearing the Town crest plus $100 cash.

bearing the Town of Amherst crest, to be presented at a luncheon hosted by the Director

Such luncheon's should be held on the employee's last scheduled day of work, if possible,

Employees refiring shall, if they so desire, be honoured at either a dinner hosted by the
Mayor and Council or a Drop -In Reception at Town Hall. Such events shall be arranged by
the Department of CED. The guest list will Include Mayor and Council, Directors, members of
the retiree's department, immediate family and special guests approved by the CAO. Such
events should be held within one month of the employee's retirement if possible,
Following the guidelines to be used with respect to gifts for recognition of service, they may
be adjusted at the discretion of the CAO
1. If the employee has up to 10 years of service; he(she) will receive a Town plaque.
2. It the employee has more than 10 years of service, he(she) will receive a Town
plaque,a gift bearing the Town of Amherst crest and the choice of either a Town,
watch or a ring.
1 At the beginning of each calendar year, each Director and the Policy, Research & Human
Resources Coordinator shall determine if any employee is scheduled or expected to retire
in that calendar year.
2. The cost associated with such events shall be included in the annual budgeting process.
3. The Policy, Research & Human Resources Coordinator shall contact the employee and
ascertain if a social function is acceptable, the appropriate timing of such function and the
employee's preference of gift and shall notify the responsible Director and the Department
of GED to arrange the event at the mutually agreed upon date.

The purpose of the Employee Recognition Policy bto outline how the Municipality will recognize employees who reach
certain milestones in their work and personal life as well as support employee social events that will enhance employee
morate.
All full time and part-time Municipal employees fall within the scope ofthis policy and must adhere to the policy
statements contained within this document.
It is the Policy ofthe Municipality of East Hants to recognize its employees' career milestones and significant personal life
events. Further, the Municipality supports staff social events through the establishment of an Employee Social Committee.

The Municipality will recognize a full-time employee's contributions to the Municipality when he/she reaches certain

2. Employee Departures/Retirements
At the discretion of the CAO, the Municipality may financially contribute to the purchase of a gift for a departing
employee as outlined below.

Depending on the circumstances, the departing employee will be taken out for a meal, at the expense of the
Municipality, and other staff may attend at their own expense. The departing gift and location of the meal will be
determined by the employee's Director and/or Supervisor.

The employee social committee shall be responsible for organizing a Christmas and summer social event to which the
Municipality may financially contribute up to $25 (per event) per person (based on number of part-time and full-time
staff). If the cost of the function exceeds these amounts the employee social committee can either engage in other

Policy Subject: Employee Service Recognition Policy
Policy Objective
To formally recognize and to show the appropriate recognition, of employee service, to the
Town of Stewiacke, for both service milestones and upon their retirement.
Policy
1. Service Recognition
Employees with five (5) or more years of complete service up to and including 35 years
are recognized at the five (5) year service milestones. Recognition occurs during the
calendar year in which the milestone occurs; ideally November or December each year.
These service milestones are recognized by presentation each year at a Session of Council
as follows:
• 5 years: Certification in presentation folder signed by the Mayor and CAO or
designate.
• 10 years: Certification in presentation folder signed by the Mayor and CAO or
designate, a pin with the Town Crest indicating 10 years of service and
a gift certificate as chosen by employee in the amount of $50.00.
• 15 years: Certification in presentation folder signed by the Mayor and CAO or
designate, a pin with the Town Crest indicating 15 years of service and
gift certificate as chosen by employee in the amount of $50.00.
• 20 years: Certification in presentation folder signed by the Mayor and CAO or
designate, a pin with the Town Crest indicating 20 years of service and
gift certificate as chosen by employee in the amount of $1.00.00.
• 25 years: Certification in presentation folder signed by the Mayor and CAO or
designate, a pin with the Town Crest indicating 25 years of service and
in addition the employee will receive a watch bearing an inscription
with the twenty five year designation, not exceeding a value of $250.00.
• 30 years: Certification in presentation folder signed by the Mayor and CAO or
designate, a pin with the Town Crest indicating 30 years of service and
gift certificate as chosen by employee in the amount of $250.00.
« 35 years: Certification in presentation folder signed by the Mayor and CAO or
designate, a pin with the Town Crest indicating 35 years of service and
gift certificate as chosen by employee in the amount of $500.00.
2. Recognition upon Retirement
a. After the completion of ten (10) years of service, but less than t`venty-five (25)
years of service an employee will receive a certification in a presentation folder
signed by the Mayor and. CAO or designated, a gift certificate as chosen by the
employee in the amount of $250.00 and a framed print with the words; Town of
Stewiacke, the recipient's name and years of service to the Town. The
Presentation will be made at a Council Session.
b. After the completion of Twenty-five years of service, or more, an employee will
receive a certification in a presentation folder signed by the Mayor and CAO or
designated, a gift certificate as chosen by the employee in the amount of $500.00,
a wall clock or desk clock as selected by the employee bearing an inscription with
employee's name and total years of service to the Town of Stewiacke. The
Presentation will be made at a Council Session.

It is the policy of the Municipality of Kings to recognize our Employee's years of service
through the Service Awards Policy.
2. Objective:
2.1 Objectives of this policy are to:
a. ensure that years of service both in-service and upon retirement are
recognized by the Municipality;
b. define eligibility criteria for monetary awards;
c. outline acceptable expenses for any social events regarding an Employee's
retirement;
d. establish the responsibilities of staff and Council.
3. Responsibilities:
3.1 Council will:
a. ensure that the Municipality of the County of Kings has in place a Service
Awards Policy.
b. review, amend, and adopt changes to the Service Awards Policy.
3.2 The Chief Administrative Officer will:
a. administer and implement the Service Awards Policy of the Municipality.
b. identify necessary revisions to the Service Awards Policy in consultation with
other Council and managerial staff.
c. ensure that staff are advised of the Service Awards Policy as located in the
Policy Manual.
3.3 Employees will:
a. be familiar with, and act in accordance with, the Service Awards Policy.
MUNICIPALITY OF THE COUNTY OF KINGS
Service Awards Policy
4. Long Service Awards
The Municipality of Kings will annually recognize Employees who have been employed
in the Municipality of Kings for an extended period of time at the December Committee
of the Whole session. Long -Service Awards will be presented by the Warden.
Five Years: Upon completion of five (5) years service an Employee will receive a
certificate of recognition signed by the Chief Administrator Officer and the
Warden and a pin bearing the Municipality of the County of Kings Crest indicating
five (5) years of service.
Ten Years: Upon completion of ten (10) years of service an Employee will
receive a certificate of recognition signed by the Chief Administrative Officer and
the Warden and a pin bearing the Municipality of the County of Kings Crest
indicating ten (10) years of service.
Fifteen Years: Upon completion of fifteen (15) years of service an Employee will
receive a certificate of recognition signed by the Chief Administrative Officer and
the Warden, a pin bearing the Municipality of the County of Kings crest
indicating fifteen (15) years of service and a $150 cash award.
Twenty Years: Upon completion of twenty (20) years of service an Employee will
receive a a certificate of recognition signed by the Chief Administrative Officer
and the Warden, a pin bearing the Municipality of the County of Kings crest
indicating twenty (20) years service and a $200 cash award.
Twenty Five Years: Upon completion of twenty-five (25) years of service an
Employee will receive a certificate of recognition signed by the Chief
Administrative Officer and the Warden, a pin bearing the Municipality of Kings
County crest indicating twenty-five (25) years of service and a $250 cash award.
Thirty Years: Upon completion of thirty (30) years of service an Employee will
receive will receive a certificate of recognition signed by the Chief Administrator
Officer and the Warden, a pin bearing the Municipality of the County of Kings
crest indicating thirty (30) years of service and a $300 cash award.
Thirty-five Years: Upon completion of thirty-five (35) years of service an
Employee will receive will receive a certificate of recognition signed by the Chief
Administrator Officer and the Warden, a pin bearing the Municipality of the
County of Kings crest indicating thirty-five (35) years of service, and a $350 cash
award.

5. Leaving Recognition Upon Retirement

5.1 The Municipality of Kings will recognize Employees and their years of service
upon retirement from the Municipality. Retirement awards will be presented by
the Warden.
It is the intent of article 5.1 of this policy to be at parity with the Union and its
collective agreement language. Non Unionized Employees will follow article
5.1 of this policy or the collective agreement — whichever is greater.
A Non Unionized Employee that retires after attaining the age of fifty-five (55)
shall receive a payment of $75.00 for each complete year of service with the
Employer. Once the Employee reaches 15 years of service the payment shall be
$125.00 for each complete year of service,
Unionized Employee's years of service upon retirement are recognized under
the collective agreement. Article 5.1 of this policy does not apply to Unionized
Employees.
5.2 If a social function is acceptable, it shall be the responsibility of the concerned
Manager for arrangements. The cost of the function shall be borne by the service
area and costs are not to exceed the meal allowance per them per person to a
maximum of $400. Article 5.2 of this policy applies to both Union and Non
Unionized Employees.
Elected officials may be invited to any social function honouring the Employee,

Human Resources shall advise all Managers in January of Each Year:
• The last active day or termination of all Employees scheduled to retire in the
calendar year.
• The anniversary dates of those Employees observing 5, 10, 15, 20, 25, 30 and
35 years of service milestone in a calendar year.
The concerned service area shall contact the Employee to ascertain if a social function
is acceptable in the case of retirement.

1.0 Responsibilities

2.0 Long Service Awards
2.1 The Town of Wolfville will annually recognize, at an annual social gathering, those
employees, permanent, temporary, part-time, etc., who have commenced their
employment with the Town ofVVo|fviUeinthe current calendar year.
2.2 Employees who have completed the equivalent of five (5) years' service and each
subsequent five (5) years of service thereafter will be presented the cash or gift valued at
five (5) dollars per year ofservice atthe annual social gathering.
3.0 Retirement
3.1 Retiring permanent employees who have completed a minimum five (5) years of service
with no breaks in service greater than (1) year with the Town of Wolfville will receive a
retirement gift, or cash, based on $20 per year of service (i.e. if 5 years = $100).
3.2 All retirees will receive a framed artist print with a plaque thanking the employee for their
service and support tothe Town ofVVo|fviUe.
3.3 The relevant Department Head, or designate, is responsible for purchasing the cash
certificate orgift for the retiree and organizing print.
3.4.2 The refreshments and food shall not exceed $200;
3.4.3 Alcoholic beverages will not be covered by Town funds;
3.4.4 Expenditures over $200 will be covered by employees unless otherwise
approved by the CAO.
4.0 Resignation
4.1 At the discretion of the relevant Department Head/Supervisor, or designate, an event
may be organized to recognize the employee on or near the final day of work based on
the following guidelines:
4.1.1 The event may be held within business hours and is deemed a non-alcoholic
event;
4.1.2 The type of event is at the discretion of the Department Head/Supervisor (i.e.
lunch, cake, etc.);
4.1.3 The refreshments and food shall not exceed $200;
4.1.4 Expenditures over $200 will be covered by employees if applicable; and
4.1.5 If the event is held during work hours, it shall not exceed two hours.
